Key Takeaways on 1ST Day of Webinar K EY TAKEAWAYS On Collaborative Webinar Training Programme On Integrating Disaster Management Plan With Gram Panchayat Development Plan National Institute of Rural Development & Panchayati Raj Rajendrana, Hyderabad & National Institute of Disaster Management, MHA, New Delhi Key takeaways on 1ST day of Webinar. 1. Why we need to focus on disaster management plan? Since the intensity of disaster are increasing due to climate change and India is more prone to disaster because of its location. Disaster management plan launched in 2005 has provided a constitutional framework for to prepare the plan at gram panchayat, block level, district, state and central levels. As per the article 243 Z D of the constitution when the disaster management plan are being prepared by three layers of Panchayat Raj Institution, but the role of stakeholder preparing the disaster management plan in very minimal. More over many of the states are not in the Gram Panchayat as well as village committee in preparing the village disaster management plan. The major takeaway of this webinar would be that since the government is focusing on Gram Panchayat Development Plan which should include the Disaster Management Plan. Our main focus should be involving more public and community to plan for their disasters especially during emergencies. 2. Discussion of roles of various stakeholder integrating disaster management plans into gram panchayat development plan. 3. How the participants can mobilize the people and utilize the disaster management plan was one of the major objectives of the webinar 4. The participants were taught to make vulnerability and hazard assessment map with respect to COVID-19 in the participants area 5. The difference between prevention and mitigation were explained to the participants. 6. Preparation of seasonal calendar by the participants. 7. How Disaster Risk Reduction is helpful to MGNREGA was explained to the Participants 8. Key discussion regarding paradigm shift in Disaster Management to Disaster Risk Reduction including the Sendai Framework. 9. The problem of encroachment of water bodies were explained. 10. The role of Hazard Risk Vulnerability Capacity Assessment is mandatory in order to make a good disaster management plan at gram panchayat or block level was a major takeaway for the participants. Key takeaways on 2nd day of Webinar 1. The participants were taught the importance of HRVA data No. of people in different vulnerability zone Knowledge about the infrastructure What kind of capacity in case of cycle shelter are available to the population that has been evacuated. All these preparatory activities, planning and data can be done if there is good inventory of approaching hazard Record of the vulnerability assessment. 2. Discussion regarding prime vulnerable zone where example of Dharavi wans cited 3. Elaborate assessment was made on Section 35 of Nation Disaster Management Plan especially in terms of COVID-19 outbreak. 4. Issues and problem were put forward regarding the integration of Disaster Management Plan in Gram Panchayat Development Plan and at local level. 5. The roles and responsibilities of NDRF was thoroughly discussed. 6. Quiz was conducted to evaluate the understanding and learning of the participants 7. Preparation of Disaster management Plan (components and planning steps) were actively explained and its methodology ( hazard profile, history of hazard, develop damage assessment, ) which can be used at village and local level was explained. 8. Gaps such as lack of implementation of policies and framework at local level were questioned 9. Gram Panchayat Development Plan, its approach, institutional , arrangement , steps and process was major subject taught to the participants. 10. Highlights were drawn to pertinent issues of Gram Panchayat Development Plan and how to integrated Gram Panchayat Development Plan with Disaster Management Plan was addressed during the session. Key takeaways on 3nd day of Webinar 1. Questions were taken up by the panel, such as who prepares the disaster management plan and what is the timeline taken for it. 2. MGNREGA and Natural Resource Management (soil moisture conservation, water harvesting structure, land development and micro irrigation) was thoroughly discussed 3. Objectives of community-based disaster management To reduce community vulnerabilities To form village disaster management committee Awareness and sensitization of CBDRM 4. Important topic raised as to who is the stakeholder involved in preparation of Disaster Management Plan. 5. Climate change adaptation adding on to GPDP were highlighted 6. If the participants want to have an outline or framework for running village level disaster management plan can be accessed through NIDM module website. As well as approach their State Disaster Management Authority by organizing sensitization workshops conducted by national level trainers and take it ahead in a project-oriented manner. 7. Quiz was organized in order to evaluate the participant’s performance 8. Importance or GIS and its uses in pre and post disaster were narrated and examples were cited 9. Challenges in integrating disaster management initiative in GPDP was highly debated by the panelist 10. The participants were taught that Disaster management should not be done in isolation thus sensitizing villagers, stakeholder, in order to understand the dynamics of disaster and development together. 1. Name of the participant (in 5.Block Designation letters only to be reflected 6. Name onand the address course of completion the Organization certificate). 7. • Hyderabad's Musi River
ISSN (Online) - 2349-8846 Hyderabad’s Musi River: Why Do Technocratic Solutions Fail in Safeguarding Urban Waterbodies? VIKAS SEHRA Vikas Sehra ([email protected]) is with the Centre for the Study of Regional Development, Jawaharlal Nehru University, New Delhi. Vol. 55, Issue No. 10, 07 Mar, 2020 In complete contrast to its past glory, the Musi river which traverses through Hyderabad city, is degraded by indiscriminate disposal of waste and massive encroachments. The Telangana government had announced plans in 2017 to revitalise the river through a large- scale riverfront development project. By revisiting similar initiatives taken up earlier to resuscitate the Musi, the article argues that these techno-managerial solutions completely disregard notions of commons, only to normalise their exploitation. On 28 September 1908, water levels in Musi river rose to 16 feet and completely flooded Hyderabad, leaving behind a trail of death and destruction. Encroached and concretised, the river has shrunk into a drain ever since. Today, it crawls through the city carrying a deadly mix of drain water interspersed with patches of cattle grass, solid wastes, and poisonous fumes. To revitalise the river, the Telangana government announced the Musi Riverfront Development Project in 2017. The degrading condition of such ecological commons (such as waterbodies, air, wetlands, etc) in cities brings focus back to Hardin’s "The Tragedy of the Commons" (1968). According to Hardin, in the absence of well-defined ownership, individuals maximise their self- interests, which eventually results in the overexploitation of commons. But Hardin’s conceptualisation was eventually criticised, and many scholars over time pointed out its ISSN (Online) - 2349-8846 limitations.

In this paper, a continuous simulation based inputs to a hydrological model, thereby enabling an hydrological model is developed through a distributed assessment of the impacts on storm runoff response of hydrological modeling approach for the Musi river basin, developing a rural to peri-urban area and how this India using space inputs and impact assessment of land use/land cover change on runoff is done. The basin is compares with concurrent changes in a more mature urban geographically located between 170 58’ N to 160 38’ N latitude area.B.Zhanget.al.(2015) investigated land cover changes and 770 46’E to 790 48’ E longitude. The hydrologic modeling in Beijing in the con-text of rapid urbanization and approach includes rainfall-runoff modeling, flow routing, estimated the role of urban greenspaces in reducing calibration and validation of the model with the field stormwater runoff between ten years time period.Kadam, discharge data.To compute runoff volume, direct runoff and (2011) Hydrological modeling is a commonly used tool to flow routing, methods like SCS Curve Number, Unit estimate the basin’s hydrological responsedue to Hydrograph andMuskingum routing are chosen respectively.
