Why we need to focus on disaster management plan? Since the intensity of disaster are increasing due to climate change and India is more prone to disaster because of its location. Disaster management plan launched in 2005 has provided a constitutional framework for to prepare the plan at gram panchayat, block level, district, state and central levels. As per the article 243 Z D of the constitution when the disaster management plan are being prepared by three layers of Panchayat Raj Institution, but the role of stakeholder preparing the disaster management plan in very minimal. More over many of the states are not in the Gram Panchayat as well as village committee in preparing the village disaster management plan. The major takeaway of this webinar would be that since the government is focusing on Gram Panchayat Development Plan which should include the Disaster Management Plan. Our main focus should be involving more public and community to plan for their disasters especially during emergencies. 2. Discussion of roles of various stakeholder integrating disaster management plans into gram panchayat development plan. 3. How the participants can mobilize the people and utilize the disaster management plan was one of the major objectives of the webinar 4. The participants were taught to make vulnerability and hazard assessment map with respect to COVID-19 in the participants area 5. The difference between prevention and mitigation were explained to the participants. 6. Preparation of seasonal calendar by the participants. 7. How Disaster Risk Reduction is helpful to MGNREGA was explained to the Participants 8. Key discussion regarding paradigm shift in Disaster Management to Disaster Risk Reduction including the Sendai Framework. 9. The problem of encroachment of water bodies were explained. 10. The role of Hazard Risk Vulnerability Capacity Assessment is mandatory in order to make a good disaster management plan at gram panchayat or block level was a major takeaway for the participants. Elaborate assessment was made on Section 35 of Nation Disaster Management Plan especially in terms of COVID-19 outbreak. 4. VIKAS SEHRA Vikas Sehra ([email protected]) is with the Centre for the Study of Regional Development, Jawaharlal Nehru University, New Delhi. Vol. 55, Issue No. 10, 07 Mar, 2020 In complete contrast to its past glory, the Musi river which traverses through Hyderabad city, is degraded by indiscriminate disposal of waste and massive encroachments. The Telangana government had announced plans in 2017 to revitalise the river through a large- scale riverfront development project. By revisiting similar initiatives taken up earlier to resuscitate the Musi, the article argues that these techno-managerial solutions completely disregard notions of commons, only to normalise their exploitation. On 28 September 1908, water levels in Musi river rose to 16 feet and completely flooded Hyderabad, leaving behind a trail of death and destruction. Encroached and concretised, the river has shrunk into a drain ever since. Today, it crawls through the city carrying a deadly mix of drain water interspersed with patches of cattle grass, solid wastes, and poisonous fumes. To revitalise the river, the Telangana government announced the Musi Riverfront Development Project in 2017. The degrading condition of such ecological commons (such as waterbodies, air, wetlands, etc) in cities brings focus back to Hardin’s "The Tragedy of the Commons" (1968). According to Hardin, in the absence of well-defined ownership, individuals maximise their self- interests, which eventually results in the overexploitation of commons. But Hardin’s conceptualisation was eventually criticised, and many scholars over time pointed out its ISSN (Online) - 2349-8846 limitations.
