2. HORTICULTURE & SERICULTURE

Medchal-Malkajigiri District is situated in North direction of State capital. The District is located in the direction of 17.6297°N, 78.4814°E. latitude and Longitude. Medchal – Malkajgiri carved out of erstwhile (Dt. 11.10.2016), the new district of Medchal – Malkajgiri is bounded by on North, District on West, Yadadri District on East, and Ranga Reddy districts on South. The important river that flows in the district is Musi, which forms the southern boundary of the district. The district constitute of 15 mandals, (2) Revenue Divisions with total area of 5,005.98 km2 (1,932.82 sq mi). With 33 lakh population, is the second most populous district in the state of Telangana. Average Temperature 32 C with maximum 44 C and 9 C minimum. District Average Rain Fall 781.051 mm.

The net cropped are in the district 10643 Ha out of which the net horticulture crops were cultivated in an area of 4115.25 Ha in the Medchal-Malkajgiri District. The mandal wise crops cultivated details are as follows. (2018-19 Data)

Horticulture Department is committed to water conservation, afforestation at the same time maintaining the nutrient security to the citizens by implementing different schemes like Mission for integrated development of Horticulture (MIDH), Rastriya Krishi Vikas Yojana (RKVY), Telangana State Micro Irrigation Project (TSMIP), Telangana Ku Haritha Haram (TKHH), State Bamboo Mission (SBM) & Sub Mission For Agro Forestry (SMAF) under cluster mode.

3. DISTRICT RURAL DEVELOPMENT AGENCY

The Dist. Rural Development Agency is implemented to monitor and evaluate the implementation of the following Government sponsored schemes in rural areas to provide lively hood to the families who are covered under below poverty line, for come out from poverty. This office headed by District Rural Development Officer, under whom 77 staff is working under which 12 posts are vacant.

I. AASARA PENSIONS: Under this scheme the following 7 types of pensions have been distributing every month @ Rs.2,016/- per pensioner to OAP, Widow, Weavers, Toddy Tappers, Single Women, Beedi Workers and in case of Disabled person @ Rs.3,016/- per pensioner to the eligible BPL families in the district. Total Pensioners in the district 110295 and every month Rs.25.16 Crores are distributing.

II. SADAREM: (Software for Assessment of Disability for Access Rehabilitation and Empowerment): In Medchal-Malkajgiri District the SADAREM camps will be conducting through Mee-Seva Slot booking system at District Hospital, Malkajgiri and after completion of the assessment the eligible persons certificate will be issued within 3 to 4 working days.

III. Bank Linkage (BL): During the year 2019-20, out of 2579 SHG’s 1925 SHG’s have been availed loans under bank linkage with Financial Assistance of Rs.60.57 Crores as against the target of 65.00 Crores achievement percentage is 93.18%.

IV. Streenidhi: During 2019-20, loans to 6967 SHG members of Rs. 27.45 Crores were disbursed under Streenidhi as against the target of 51.74 Crores with achievement percentage is 53.06%

V. Institutional Building: Under Institution Building to Build the capacities of CBOs viz., various strategies have been adopted for strengthening of SHGs and conducted various level trainings to the SHG Members for savings and internal lending’s.

VI. Human Development (HD): Human Developing unit initiated Health, Nutrition, Sanitation, Education and Gender interventions to improve in rule SHGs women.

VII. MGNREGS: The MGNREGS Scheme being implemented in 5 Mandals consisting with newly formed 61 GPs to improve the livelihood of rural poor through providing 100 days work. As per the new Panchayat Raj Act to establish, one Gram Panchayat one Nursery and the responsibility of establishment of Nursery lies with Gram Panchayats. During 2019-20, with target of 24.65 lakh seedling planting in Medchal-Malkajgiri district.

VIII. Swachh Bharath Mission (Gramin): Through Swachh Bharat Mission, for construction of IHHLs (individual household latrines) with cost of Rs. 12,000/- have been sanctioned. In 61 GPs 4046 IHHLs have been sanctioned and 4046 IHHLs have been completed. Measures are being taken up to make 100% clean villages. For implementation of NGT (National Green Tribunal) program in the District, the following (3) Gram Panchayats are identified i.e., , and Ponnal.

IX. DDU-GKY: Under this scheme providing employment to the unemployed rural youth, trainings will be imparted under various courses for providing Employment Opportunities in various Private Organizations and children of the SHG families will be prioritized the trainings with in the age group of 18-30 years for various Skill Development trainings.

4. FOREST

➢ There are 37 Forest Blocks in Medchal District with an area of 8422.90 Ha.

➢ These Forest Blocks are in 25 Clusters

➢ Out of these 37 blocks 13 blocks with an area of 3660.00 Ha. is with TSFDC under Eucalyptus plantations.

➢ In balance area of about 4800 Ha nearly 2800 Ha area is under Miscellaneous plantations.

➢ Forest Blocks are developed as 9 Urban parks by the Forest Department under TKHH and opened for public at Medipally, Dulapally, , Narepally Arogya Vanam Nagaram, Ayush Vanam, Jatayu Park, Oxyzone Park and Karteekavanam, which are catering as Urban Lung Spaces.

➢ It is also proposed to develop Gajularamaram, Turkapally, Lalgadimalakpet, Gowdavelly, , Yellampet Forest Blocks through HMDA, GHMC, TSFDC & TSIIC Departments as Urban Parks. It is also proposed to develop Keesara, Dharmaram and Blocks as Eco Tourism spots.

➢ The work on development of Keesara Block has been started with the MPLADS funds of Hon’ble MP, Sri Santhosh Kumar garu who has adopted the Keesara Forest Block

➢ 33.50 kms avenue plantations are taken up along the roads during 2017-18.

➢ 22 Kms Avenue plantations completed during the year 2018-19

➢ 3.60 Kms Avenue plantations completed during the year 2019-20

➢ Fire lines are created and maintained to control the fire accidents.

➢ To protect the forest lands from the encroachments it is proposed to erect chain link fencing.

➢ Snake rescue centre construction work will be completed in 2019-20

During 2019-20 newly introduced the Horticulture based project of construction of Vegertable pandal Cultivation units from Corporation to support the SC farmers those who have half acre to one acre land. Moreover the returns in Vegetable Pandals are high compare to other traditional crops. The farmers are acquainted with farming of Vegetable Pandals and try to improve their socio economic condition gradually through learning the techniques. By conducting village level awareness programmes on Vegetable Pandals, the beneficiaries are coming forward for raising Vegetable Pandals to increase their income level.

9)Ramzan & Christmas: On eve of Ramzan and Christmas cloth Gift Packets are distributed in Medchal Constituency along Ifthar for Ramzan and Feast for Christians to the poorest of the poor, People. Also Cloth gift packets are distributed to Old age homes and orphanages One more prestigious program taken up by Govt of Telangana is to felicitate the Eminent Christians every year for their services in different fields ,on the Eve of Christmas Celebrations.

VI. PMEGP (Prime Minister’s Employment Generation Programme):

PMEGP is Central Government sponsor Scheme and the aim of the PMEGP is generating employment opportunities in rural as well as urban areas through setting up of self employment enterprises. The Government provide margin money which will be converted to banker subsidy @ 15% and 25% in Urban and Rural areas respectively in General Category and 25% and 35% in Urban and Rural areas for SC/ST/OBC/Minority/ Women and Ex-servicemen on the project cost. Any individual above 18 years is eligible and no income ceiling. The maximum project cost in manufacturing sector is limited to 25 lakhs and in service sector limited 10 lakhs.

From the formation of the Medchal District until the financial year of 2018-19, a target of the 73 projects were allotted to the district. Out of the target of 73 projects 81 number of projects were sanctioned and 78 projects are grounded and achievement of 107% progress.

7. MEDICAL& HEALTH

Medchal−Malkajgiri is a part of Ranga Reddy district before the re-organization of districts in the state on 11 October 2016.Shamirpet is the headquarter of the district with 25 lakh population, is the second most populous and also 91.40% Urbanized district in the state of Telangana, standing next only to Hyderabad district ( 40 lakhs). The district is made up of 2 revenue divisions and 15 Mandals.

❖ Urban Population 28,03,084, Rural Population 3,81,744 and slum population 5,21,080.

❖ Providing Health Services in the District through 12 Primary Health Centers, 103 Sub-Centers, 02 Civil Hospitals, 1 Area Hospital 24 Urban Primary Health centers and 25 Basthidhawakhanas.

❖ Human Resources: 889 (1CS, 7 Dy.CS, 24CAS, 71Contract MO’s, 270 ANM’s and remaining are other staff ) and 297 ASHAs are providing the services.

OTHER DEPARTMENTAL DEVELOPMENT ACTIVITIES: 1. NADCP-FMD: The 2nd round of Free NADCP-FMD Vaccination campaign is started from 01.02.2020 to 09.03.2020 as on 05.02.2020 a total of 7,656 cattle have been vaccinated. Medchal district stood 1st position in the state.

2. SHEEP & GOAT DEWORMING PROGRAMME: During the year a total of 1,91,092 Sheep and Goat population have been dewormed free of cost with 100.8%.

3. KRISHI KALYAN ABHIYAN (National Artificial Insemination Programme):- The scheme is in progress and as on a total of 4135 Artificial Inseminations were conducted.

9. FISHERIES

The following schemes are being implemented to the fisher folk for increasing fish production as well as economical growth of fishermen and fisherwomen.

➢ Stocking of Fish Seed on 100% Grant in Gram Panchayat and Departmental tanks.

➢ Providing financial assistance to Fisher Women Cooperatives Societies @ Rs. 3.00 Lakhs each as revolving fund.

➢ Providing fish retail out lets under Integrated Fisheries Development Scheme on 100% grant.

➢ Providing ornamental fish breeding and Fabrication units under National Fisheries Development Board Scheme and Integrated Fisheries Development Scheme on 75% subsidy.

➢ Constructions of Community Hall to the Fishermen and Fisherwomen Cooperative Societies for Rs. 10.00 Lakhs, the Department is Providing 9.00 Lakhs and 1.00 Lakhs from M.P, M.L.A, or from Society Fund.

➢ Extending training and exposure visits to the Fisher folk under ATMA and Integrated Fisheries Development Scheme.

➢ Providing of mobile Fish Vending units with moped and luggage Autos on 75% Subsidy under Integrated Fisheries Development Scheme.

➢ Extending exgratia to the family dependents of the deceased fishermen to the extent of Rs.2.00 Lakhs by the FISHCOOP and Rs.4.00 Lakhs by the State Government.

➢ Sanction of Re-Circulatory Aquaculture System units under Blue Revolution with a unit cost of Rs.50.00 Lakhs under Blue Revolution with 40% Subsidy to General and 60% to S.C, S.T and Women.

➢ Sanction of Mobile Fish Outlets under Blue Revolution with a unit cost of Rs.10.00 Lakhs.

10. MISSION BHAGIRATHA

The Mission Bhagiratha flagship program was initiated to provide safe drinking water to all the households in rural areas of 100 lpcd, municipalities 135lpcd and urban areas of 150 lpcd respectively in Telangana State.

Medchal District is covered under Segment-6 of 26 Segments for Mission Bhagiratha Project in Telangana State. The project is designed to Supply 100 litres per capita per day drinking water to 45,451 households in 104 Habitations of 5 Erstwhile Mandals (Medchal, Quthbullapur, Shameerpet, Keesara and Mandals) of Medchal-Malkajgiri District by effectively utilizing 130 existing OHSRs and 70 New OHSRs with internal distribution system of length 480 Kms.

Medchal Nagar panchayat was designed to 0.8 Lakhs Population with 135 lpcd utilizing 5 existing and 5 New OHSRs, 2 new OHBR’s (Over head balancing reservior) with internal distribution of 104.06 Kms.

Optical Fiber Duct for a length of 250 Kms was laid along with internal distribution system in habitations.

Bulk supply to all 104 habitations and Nagar Panchayat is provided by tapping water from Master Balancing Reservoir of HMWS&SB which is located at Ghanpurgutta with an elevation of 620 mt and water is being supplied to three mandals i.e., Shameerpet, Keesara and Ghatkesar and 17 Habitations of Medchal Mandal through gravity. As the elevation difference is very high, from HMWSSB Reservoir to Ghatkesar Mandal, the 200KL Break pressure tank (BPT) is constructed at Bogaram village of Keesara Mandal in order to reduce the heavy water pressure caused due to this high elevation drop, from this BPT, water is being supplied to village service reservoirs of Ghatkesar Mandal by gravity.

Water to remaining 26 Habitations of Medchal and Quthbullapur Mandals is being supplied by pumping from 1000KL sump at Medchal to 2 Balancing Reservoirs (120KL , 40KL Dabilpur) with pipe line diameters ranging from 1000mm to 100mm of 285.00 Km.

Flow Control Valves were installed at household level to supply uniform drinking water @ rate of 4-5 LPM (Liter per minute) which also act as non -return valve. With this arrangement contamination of water due to reverse flow is prevented.

The Flagship program was successfully completed and commissioned for 104 habitations of Medchal District falling outside ORR in 2017. The Intravillage Infrastructure was handed over to concerned Gram Panchayats during 2017-18 and since then sufficient quantity of safe drinking water is being supplied to 104 habitations regularly. Among 104 Habitations, 19 Habitations are merged to newly formed Muncipalities.

11. GROUND WATER

I. The main activities of the Department are a. Estimation of groundwater resources periodically in the State with basin concept and according clearances for minor irrigation schemes. b. Detailed investigations for delineation of potential zones and for selection of sites for construction of wells by Developmental Agencies and Individuals. c. Investigations for identification of feasible areas and suitable structures for artificial recharge measures to be implemented under Watershed and other programmes. d. Monitoring of groundwater levels and quality through network of observation wells and improved network of purpose built piezometers with Automatic Water Level Recorders. e. Drilling of exploratory-cum-production bore/tube wells. f. Environmental clearance for industries. g. Special studies for evaluation of the groundwater regime through modern tools like aerial photos, satellite imagery, GIS etc., for development and management of groundwater resources and to prioritize areas for recharge measures and for implementing regulatory measures under WALTA. h. Studies under climate change and climate adoption programmes.

II. ACTIVITIES OF GROUND WATER DEPARTMENT a. Selection of well sites:

Integrated surveys to locate fistula well sites and for construction of wells under different exploitation programmes of the government and private agencies.

The department is closely associated with the selection of feasible sites for different types of wells viz., Dugwells, Borewells, Tubewells, filter points and Dug-Cum-Borewells to various Government Agencies, Corporations and Private individuals involved in groundwater development for irrigation, drinking and industrial purpose. b. Exploratory drilling-cum-production well construction programme:

Under exploratory – cum – production well drilling programme, takes up drilling in new and potential areas where special types of combination drilling and special construction techniques need to be adopted for extracting groundwater. Besides, this some sponsored drilling activity is being taken up for both Government and Private agencies outside the normal Departmental programme. c.GROUND WATER MONITORING

Department is monitoring ground water levels and water quality from a network of 27 piezometers. Monitoring at different intervals to study the groundwater conditions with reference to rainfall and groundwater draft. Report on ground water conditions is being prepared and furnished to the Planners at State Level, similarly the District Offices prepare report and provide to the concerned line Departments and also at Mandal Level Offices.

d. INVESTIGATIONS FOR ARTIFICIAL RECHARGE STUCTURES i) RURAL AREAS:

The declining water levels in the drought prone districts has become focus of attention for the Department. The Department has investigated in detail for the feasibility of taking up artificial recharging structures for increasing groundwater resource in these areas. The watersheds are taken up for feasibility of construction of check dams and percolation tanks so as to arrest depletion of water levels and also make evaluation at the structure in the context. ii) URBAN AREAS:

Rainwater harvesting from rooftop in urban areas:

Urbanisation and fast industrial growth has caused increased demand for groundwater use in urban areas. The covering of open areas by black-top roads, pavements along with footpaths and internal domestic paving with cement have all diminished chances of appreciable ground water recharge in the urban areas of the State. The need for the artificial recharge through rainwater harvesting from roof top and road top in Municipal areas was realized as urgent measure by the Department. For this purpose, the Department is taking up investigation to locate feasible sites and to recommend appropriate structures in small plots or big Complexes. Besides this large areas owned by Government and private institutions and industrial complexes are especially selected for Rainwater Harvesting structures by watershed approach. The Department is rendering service to municipalities, Metro water boards etc.

12. IRRIGATION

FDR Works: • Out of 02 works, 01 work successfully arrested all the leakages. 01 work recently got admin sanction.

Check dams: • 01 proposal of check dams (Bomraspet (V), Shamirpet (M) sent to government for administrative approval. FTL Surveys: • Total 534 tanks in Medchal Malkajgiri District. Total FTL surveys completed. • 324 Proposals for final notification of FTL maps have been sent to HMDA. • Total 95 tanks final notified by HMDA

No Objection Certificates: • Issuance of No objection certificate for the lands abutting water bodies/ nala.

13. ROADS & BUILDINGS

Roads are the life-line of nation providing transportation facility over the length and breadth of country. Systematic development of road is one of the important pre-requisites for development and acceleration of Socio-economic growth of the Country. Among the different modes of transportation systems, road transport carries more than 80 percent of the Goods and Passenger traffic.

Each District is having one Division headed district (R&B)Officer to look after the development of all the district road such as State Highways, Major district roads and Village roads connecting major , Mandals and villages. The total length of road look after by this district office is 381.48Kms out of which Black top road are having a length of 380.55Kms and CC roads for a length of 0.93Kms. Width wise the road lengths are as follows. Single lane roads 24.445Kms(Out of which 11.35Kms are being widened to double lane(a)Lalgadi road 3.75Km and PWD road to road 7.60Kms under CRF grant.) Intermediate land length for 1.00Kms,Double lane roads length for 319.925Kms and four lane road length for 35.181Kms.The important road passing through ths district are (1)NH44 (2)Rajiv Rahadari(Hyderabad-- road(3)Hyderabad- -Bodhan road(4)NH65(5)Outer ring road.

ROBs and RUBs are being constructed for smooth flow of traffic at Ghatkesar(ROB) LC.No15,(ROB) L.C.No12,RUBs at BP11 and at Vajpayee Nagar LC.No8.

15. WOMEN, CHILDREN, DISABLE AND SENIOR CITIZENS

There are (3) Three ICDS Projects functioning with 779 Main Anganwadi Centers and 14 Mini Anganwadi Centers in Medchal District by covering beneficiaries of 6m-6years 85808 and pregnant & Lactating 19904 and providing the services of Supplementary Nutrition Programme, Immunization, Nutrition and Health education, Referral Services and Pre-school Education etc.

Arogyalaxmi scheme & Supplementary Nutrition Programme:

One full meal under AROGYA LAXMI Scheme one boiled egg and 200ml.milk is also provided to pregnant women and lactating mothers. Balamrutham is also being provided to 7 months to 3 years children which is being supplied by Telangana Foods, Hyderabad and 16 Eggs is being provided to 7m-3years children and daily one egg to 3 years to 6 years children.

Anganwadi centres :

Out of 779 Anganwadi centres having 211Own buildings, 377 Rent free and 205 centres are functioning in rented accommodation.

Integrated Child Protection Unit :

ICPS aims to provide for care and protection of all the children in need of care and protection and children in conflict with law.

Women Help Line 181 (Launched on 19.08.2017): Domestic Violence harassment at work place, sexual harassment, Dowry harassment and trafficking and other assistant to women and other Counseling and rescue the women.

17. PLANNING

Chief Planning Office is a Statistical branch for Collection, Compilation, Analysis and Interpretation of statistical data over a vast range of sectors to meet the challenging needs of the district.

The planning department at district level is headed by Chief Planning Officer and supported by Assistant Director, Deputy Statistical Officers and Mandal Planning & Statistical Officers. At mandal level a Mandal Planning & Statistical Officer helps Tahsildar to compile the necessary data.

1. Agriculture Statistics: - Agricultural year (June to May) is divided in to basically two seasons viz., Kharif and Rabi. Agricultural census is conducted in both seasons Viz., Kharif and Rabi in a year.

a) Rainfall Statistics: - Rainfall Statistics are used for monitoring the seasonal conditions and the progress of Agricultural operations on a continuous basis.

b) Area Statistics: - Agriculture Census is an abstract of crop-wise, source-wise area sown particulars. Agriculture Census will be conducted in both Kharif and Rabi seasons separately. Advance Estimates are estimates of Area and production well in advance prior to the Agriculture Census estimates of production is sufficient to cater the needs stake-holders. National Agriculture Insurance Scheme includes planning and conduct of Crop Cutting Experiments to arrive the crop loss and yield particulars.

2. Industrial Statistics: - This office will conduct Annual Survey of Industries (ASI): it provides information to assess the changes in the growth and structure of organized manufacturing sector comprising activities related to manufacturing processes. Index of Industrial Production: It includes the relative change of physical production in the field of Industry during specific period as compared to the previous period.

3. Price Statistics: - It includes collection and compilation of Retail Prices, Wholesale Prices, Consumer Price Index, Farm Harvest Prices, Essential Commodities Prices and Building Material Prices.

4. Social Statistics: - District Hand Book of Statistics, under this we collect the data from various departments at district level.

5. Sample Surveys: -Socio Economic Surveys are conducted round wise. 77th Round SES is completed successfully and 78th Round is commenced.

This office assists the District Collector in scrutinization of proposals of public representatives, according of Administrative Sanction, Release of funds to the Executive Agencies and submission of various reports to the government on planning subjects, such as MPLADS, CDP, SDF, CBF and DMFT.

18. MINES & GEOLOGY

The Department of Mines & Geology is a promotional; mineral regulatory and mineral revenue collections wing of the State Government.

1. Promotional Activity: Geological & Mineral Investigations for identification of new deposits, evaluation of mineral resources in coordination with Geological Survey of , Mineral Exploration Corporation, Telangana State Mineral Development Corporation etc.

This year the Director of Mines & Geology proposed Field Season Programme (FSP):2O19- 2020 and allocated of mineral investigation work i.e., “Investigation and assessment of Quartz & Feldspar deposits in Medchal-Malkajgiri District” to this office vide Cir. MemoNo.310457/MI- FSP-2O19-20/2019, Dt: 15.O5.2O19.The said investigation work is going on and the preliminary report was submitted to the Directorate of Mines & Geology vide Lr. No.280/Gen/2016, Dt:20-09- 2019.

Quarry Leases: There are (32) quarries (30-Stone & Metal, 01-Quartz and 01-Quartz & Feldspar quarries) working in the Medchal-Malkajgiri District.

2. Regulatory Activity: The office of the Asst. Director of Mines & Geology, Medchal-Malkajgiri District receives applications for quarry leases for (31) minerals & other minor mineralsthrough online and are referred to Revenue Department for No Objection Certificate; after obtaining NOC, the applications shall be processed and disposed as per Rule 12(2) & (3) of TSMMC Rules, 1966 by the Department in the order of preference with priority to Waddera Societies; Labour Contract Coop. Societies; Govt. Department and Unemployed with qualification in Geology/Geophysics/Mining Engineering.

DGPS Survey:It is to submit that the Government vide G.O.Ms. No.37, Ind.&Comm. Dept., Dt: 19.06.2017 appointed the (08) Empanelled Agencies to carry out the DGPS / ETS Survey for the mines and quarries in the entire Telangana State. The E.A. M/s Rehoboth Surveys was allotted to erstwhile Ranga Reddy District which includes newly formed Medchal-Malkajgiri District. Accordingly, this office has taken all steps to complete the DGPS / ETS Survey by the Empanelled Agency in co-ordination with the Revenue Surveyors and DGPS survey completed in 30 quarries out of 32.

Panchayath Raj Engineering Department is consisting (01) PIU Division with (04) Sub-Divisions to look after Developmental activities in (61) Gram Panchayaths and other works in Muncipal areas of the District which are allotted to Panchayath Raj Engineering Department.

At present infrastructural works such as CC Roads, BT Roads, Community Halls, Under ground drainages, School Repairs, Veternary Building repairs, MGNREGS Works, Bridges, 2 BHK Houses, etc., are being taken up under following grants.

21. PROHIBTION & EXCISE a. PROHIBTION & EXCISE OFFICER, MEDCHAL

I. BRIEF NOTE:

Office of the District Prohibition & Excise Officer, Medchal, Medchal-Malkajgiri District has been established on 11.10.2016 at Plot No. 94, Sy No. 236, situated at Sai Krishna Nagar, (V) at Third Floor (HEERA BHAVAN).

II. JURISDICTION :

The District Prohibition & Excise Officer, Medchal, Medchal-Malkajgiri, District jurisdiction is formed with (3) stations i.e 1.Medchal, 2.Quthbullapur, and 3.Balanagar functioning from 11.10.2016.

III. REVENUE ASPECTS:

The main source of revenue for Medchal Revenue district from Excise Wing is through the sale of IML & Beer from A4 Shops and 2B Bars, Collection of Excise Tax, Providing event permits, and a little portion of Sale of Toddy from the Toddy shops. At present, there are (99) A4 shops, (87) 2B Bars (02) military canteens (CS-2 Licenses) functioning in Medchal. Besides, there are (44) T.C.S Shops and (49) Toddy licensees under T.F.Ts.

IV. PROGRESS OF SCHEME.

a) 32 members were sanctioned Under Gudumba Effected Persons Rehabilitation scheme. b) Haritha Haram : A total of (100,000) seedlings have been planted during the year 2019.

V. CRIME ASPECTS :

We proudly announced the erstwhile district is I.D. free district on 20.12.2015. This was made after thorough verification by the Former Collector & District Magistrate namely Sri Raghunandan Rao Garu,. The District Collector organized a district level program and announced the district as 100% I.D. free District.

II. JURISDICTION :

The District Prohibition & Excise Officer, Malkajgiri, Medchal-Malkajgiri, District jurisdiction is formed with (3) stations i.e 1.Malkajgiri, 2.Uppal and 3.Ghatkesar functioning from 11.10.2016.

III. REVENUE ASPECTS:

Apart from other revenue-oriented departments, Malkajgiri Excise Unit plays a key role in providing revenue to the State Government through the sale of liquor from A4 Shops and 2B Bars, Collection of Excise Tax, Providing event permits. At present, there are (82) A4 shops, (142) 2B Bars (02) military canteens (CS-2 Licenses) functioning in Medchal. Besides, there are (79) T.C.S Shops and (17) Toddy licensees under T.F.Ts.

This Office (O/o The Assistant Director, Drugs Control Administration, Medchal - Malkajgiri District) is formed out of reorganization of Districts, vide G.O No. 670 dated. 11.10.2016. This office is headed by Assistant Director, under whom 5 Drugs Inspectors, staff were ordered to serve by the Government as detailed below:

1) Drugs and Cosmetics Act 1940 and Rules, 1945 2) Drugs Price Control order, 2013 3) Drugs and Magic Remedies (Objectionable Advertisement) Act,1954 and Rules 1955 and to ensure safety, efficiency, purity and quality of drugs and to make the availability of drugs at authorized prices to public by carrying out inspections and picking samples for analysis from different cross - sections of trade. Implementation of Departmental and Legal actions against the violations.

The Department of Youth Services and Sports is performing the activities as mentioned below.

➢ Skill Development Training Centre is at , Shamirpet is in progress. And getting ready to inaugurate by the higher officials once date is confirmed by the Head of the Department.

➢ Conduction of Telangana Sports School Selections every year for Mandal Level District Level in June and July 2019 for admissions into IV class.

➢ Conduction of games for employees on the eve of Independence Day, Republic Day and State Formation Day Celebrations 2019.

➢ Consolidation of old Yuva Chethana (Youth Association)Groups and Updation of New Yuva Chethana(Youth Association) Groups.

➢ Conduction of Summer Coaching camps every year in the month of May.

➢ We celebrate important days like National Youth Day (12th January), Acharya Kothapalli Jayashankar Birth Anniversary (6th August),National Sports Day(29th August), Sri Kaloji Rao Birth Anniversary(9th September), Gandhi Jayanthi (2nd October), National Unity Day(31st October) and United Nations Day (24th October), etc.,

EXISTING STADIUMS IN MEDCHAL DISTRICT

1) Development of Stadium Repair works (Construction of compound wall, rest room removal of rocks And bushes) are completed at Shamirpet with estimated cost of Rs 50.00 lakhs.

2) Development of Stadiums Repairs works(Repairs of rest room, Constructions of Steps and Gallery, levelling of ground removal bushes and constructions drain) are in progress at Medchal with estimated Cost of Rs.40.00 lakhs respectively.

3) 130.00 lakhs sanctioned for development of Jyothi Rao Pulle Stadium Gandimisamma Stadium and works in process.

1) Ghatkesar: Administrative sanction Rs 80.00 lakhs, Required 6 acres land and 2.65 crores required for Construction work.

LEGAL METROLOGY Objective: All the weights, measures, weighing & measuring instruments and Petrol pump dispensers are verified against standard weights & measures annually or biannually stamped/scaled by the department. The department of legal metrology registers cases against the traders for short weighment and measurement of goods and also selling goods at an excess price as against the printed MRP on the package.

Staff Position:

The Medchal District comprises District Legal Metrology Office and Inspector Office. The total strength of employees are 6(Six). District Legal Metrology Officer 1Inspectors 1, No. of Technical Assistants 1, No. of Senior Technical Assistants 1, No. of Office Sub-ordinate 2. Budget Allocation:

28. EMPLOYMENT AND TRAINING

The Employment Department from 2018 Employment Exchange work such as Registrations, Renewals, Maintenance, Incoming and Outgoing transfers and sponsoring the candidates to State, Central and Private Sectors has been done through online system.

14319 candidates have been registered their educational qualifications till 30-11-2019 in the Online portal. The Job Melas were conducting and job opportunities have been providing to the un-employed youth. The Employment has been provided to unemployed youth in different Government sectors through outsourcing agencies and also sending the candidates to different types abroad jobs through Telengana Overseas Manpower Company Ltd, Telangana, Hyderabad.

PMKVY: The Pradhan Manthri Kaushal Vikas Yojana Scheme was implemented by Central Sponsored State Managed Scheme in the State Government from 2017. In our District the PMKVY Scheme (11) Training centers are running and giving trainings to un-employed youth in various job-roles and also providing placements.

In this scheme still now (480) candidates were completed the training and (180) students are undergoing training.

29. TRANSPORT

ORGANISATION OF THE DEPARTMENT: It is to submit that the Transport Department in Medchal-Malkajgiri District is reorganized from the erstwhile Rangareddy District. The District is headed by District Transport Officer, Medchal, and the offices under D.T.O. are Regional Transport office, Uppal headed by R.T.O. located at Uppal and Unit Office Kukatpally headed by Motor Vehicles Inspector located at Kukatpally.

The Chairman Regional Transport Authority is District Collector and Secretary, Regional Transport Authority is District Transport Officer, Medchal and the Assistant Secretary, Regional Transport Authority is R.T.O Uppal. The staff working in all the three offices of the department in the District offices is as below:

The following services are provided to the citizens of Transport Department: • Issue of Learning Licenses/Driving Licenses/Related transactions. • Registration of Motor Vehicles and related transactions. • Issue of Fitness Certificates to all type of the Motor Vehicles. • Issue of Road Permits to all type of the Motor Vehicles. • Collection of Taxes in respect of Motor Vehicles. • Issue of Authorization to the dealers of Motor Vehicles to issue Temporary Certificate of Registration. • Issue of authorization for establishment of Motor Driving Schools. • Issue of authorizations for establishment of Pollution Testing Stations. • Enforcement work by the Motor Vehicles Inspectors and Asst. Motor Vehicles Inspectors to check the Motor Vehicles and to book the cases for violation of Motor Vehicles Act and Rules made there under. • Inspection of Motor Vehicles involved in accidents under section 304 (A) of IPC. • Conducting of Road Safety Awareness Campaigns on Road Safety related matters is done on quarterly basis regularly. • Issue of valuation and condemnation certificates to the Motor Vehicles by the Executive Staff.

The Revenue collected in the Transport Department from 01.01.2019 to 01.02.2020 is Rs 607.84 Crores and the present vehicle strength as on 01.02.2020 is 1601670.

32. TELANGANA STATE CIVIL SUPPLIES CORPORATION LIMITED

Telangana Sate civil supplies Corporation being a State Govt Agency is entrusted to carry out welfare activities like Distribution of Rice and other essential commodities under PDS at subsidized rates, Procurement of paddy at Minimum Support price declared by Govt from time to time to protect the farmers from distress sale.

Apart from the above, TSCSCL is also carrying out the prestigious scheme of Govt of Telangana of supply of sannabiyyam to the inmates of schools and hostels under MDM and Hostels & Welfare Institutions scheme.

(A) Public Distribution System: • TSCSCL is a State Agency appointed by the State Government for distribution of rice under PDS along with other essential commodities. I.e Rice Sugar Wheat

(B) MID DAY MEALS SCHEME: • Mid day meals (MDM) Scheme is a Central Government Scheme to provide meals to Primary and upper primary school children and to IX & X Class children.

IT initiatives like SCM(Supply Chain Management), OPMS(Online Paddy Management System), GPS(Global Positioning System) and FMS(Financial Management System) were introduced in Corporation to bring more efficiency and transparency in the system.

• OPMS(Online Paddy Management System): Real time Paddy procurement operations from paddy purchases at PPCs till delivery of CMR at Godowns are captured online in OPMS application.

• Enables online payment to Farmers Accounts directly in time.

• SCM(Supply chain Management): End to end computerisation of receipt and distribution of rice under PDS.

• GPS(Global Positioning System): Vehicles loaded with GPS helps in tracking of vehicles used in stage-I and Stage-II movement to avoid diversion of PDS stocks.

• FMS(Financial Management System): Online real time accounting system.

• CC TV cameras: Installation CC Cameras at all MLS points to monitor the operations at District and Head office level.

33. FACTORIES

Profile of the Department:

Safety, welfare and health of workers in the factories registered under Factories Act 1948 are under the purview of the Factories Department.

There are 4401 factories registered under Factories Act in the District. 1,54,136 Male workers and 24,536 female workers are working in these factories.

Inspection of these factories is undertaken as per the norms prescribed under Ease of Doing Business. Factories are randomly selected by using soft ware every month and these factories are inspected and reports are uploaded in 24 hours. Inspecting officials are also randomly selected through computer.

Budget: Except the budget for the establishment of the offices like salaries, allowances, no separate budget is provided for the department. Department is not implementing any schemes.

Plan approvals of factories coming under the purview of Factories Act 19148 and licences under Factories Act are given through TSiPASS. This is done through online in a transparent method.

Approvals are given within a week. There is no need to submit physical documents in the offices. No physical targets are fixed for the above however the above have to be approved within 7 working days. All the approvals are accorded within stipulated time.

137 plans are approved and 100 licences are given under Factories Act during the year 2019 07 plans are approved and 06 licences are given during the month of January 2020

34. FIRE SERVICES

a) Introduction: It is to submit that, the Medchal-Malkajgiri District consists of (05) Fire Stations. Vide Proc.Rc.No.227/E1/1998 Dt:06-12-2019 & Dt:06-01-2020 of the Director General of State Disaster Response & Fire Services, Telangana, Hyderabad the re-organization of Fire Department has been made and fire stations functioning state are bifurcated for smooth functioning of administration and accordingly the fire stations in the Medchal – Malkajgiri District are named as Kukatpally Division and Malkajgiri Division.
