Scentre Group was created on 30 June 2014 through the merger of Westfield Retail Trust and interests of each of these entities in Australia and New Zealand with retail real estate assets under management valued at $45.7 billion and shopping centre ownership interests valued at $32.3 billion. Each of these shopping centres operated under the Westfield brand and are an essential part of the In 2016, over 525 million customers visited a Westfield shopping centre, spending more than $22 billion across the Australian and New Zealand Portfolio of 39 shopping centres. Thirteen (13) of these centres, or 33% of its current portfolio is located within Metropolitan Sydney, its largest market. Given this market presence within Sydney, Scentre Group has a long history of participation and engagement in land use planning matters that affect its property and business interests and again is pleased to be making this submission. The table overleaf provides a summary of the town planning status of all Westfield Shopping Centres throughout Sydney. It provides current zoning as well as a comparison of the centre designation within which each shopping centre is located under both the 2014 Metropolitan Strategy and latest DDP. The Sydney metropolitan area accommodates 64% of the state’s retail space with the remaining 36% located within regional NSW. • Growth in retail spending in NSW for the 12 months to May 2007 was 4.78%, up from 2.88% the previous year. Whilst this represents a strong increase on the previous years growth, it continues to lag the Australian total 5-year average of 5.93%. • Despite sluggish growth in the state economy and in retail spending, the NSW retail sector managed a healthy total return of 17.27% for the year to March 2007 (PCA/IPD), supported by low vacancy rates underpinning steady rental growth, a pick up in retail spending and yield compression on the back of strong investor demand across all retail asset classes. • Rental growth was experienced across all retail asset classes in the 12 months to July 2007. Sub-regional centres experienced the strongest growth with net rents increasing 4.2%. Bulky goods centres faired the worst with rents increasing just 1.8% over the period. Incentive levels remained tight across all retail asset classes. • A total of 302,000 sq m of new retail space is due to enter the market in 2007, before surging in 2008 when a further 593,000 sq m is due for completion. -

Chapter Four How the West was Won: Retail Development in Sydney’s Western Suburbs This chapter examines shopping centre development in the outer west of Sydney during the 1970s – the decade when ‘Western Sydney’ became a ‘distinct region [of the city] with a definite identity’, and when Australia, along with much of the Western world, entered a new era of economic and social change.1 The long boom came to an uncomfortable end as the economy suffocated under steep increases in oil prices; consumer spending dropped; several major property companies collapsed; inflation went through the roof and unemployment rose; retailers warned of union-driven wage increases; and real discretionary income declined.2 Despite these difficulties, shopping centre development and expansion planned during the 1960s boom continued fairly steadily, although a slow down in the latter half of the decade can be seen as a direct result of the economic problems of the first. Some of the major shopping centres in the Western suburbs which were developed in the 1970s were: Penrith Plaza (1971), Westfield Liverpool Shoppingtown (1972), Westpoint Blacktown (1973), Westfield Shoppingtown Parramatta (1975), and Macarthur Square, Campbelltown (1979). From the Sixties onwards, the west was the city’s major area of industrial and demographic growth, and a key area in the expansion programs of major retailers.3 This chapter will focus on four shopping centres which followed and helped stimulate this growth in Liverpool, Blacktown, Parramatta and Campbelltown. Liverpool and Blacktown illustrate the importance of big retail development to local government and communities in the outer west.
