1. INTRODUCTION Introduction 1.1 BWB Consulting Ltd have been appointed by the ‘Client to preparethis Travel Plan for a proposed residential development comprising a maximum of 55dwellings on land situated to the south east of Shelford Road, Radcliffe-on-Trent,Nottinghamshire.

1.2 The proposed site layout plan is included in Appendix 1 for reference. 1.3 The Local Planning Authority is Rushcliffe Borough Council (RBC). Definition of a Travel Plan 1.4 The National Guidance on Travel Planning and Decision-taking states that a Travel Plan is “a long-term management strategy for an occupier or site that seeks to deliver sustainable transport objectives through positive action and is articulated in a document that is regularly reviewed”. 1.5 A TP involves the development of agreed targets and outcomes which are linked to an appropriate package of measures aimed at reducing the need to travel, encouraging more sustainable travel, and reducing single occupancy car use, for all trips to and from the development. 1.6 This TP contains a set of recommendations for the necessary aims, objectives, targets and measures to reduce the number of single occupancy car trips generated by the proposed development and increase the number of pedestrian, cycle and public transport trips. It also includes proposed methods for implementing and monitoring travel patterns and updating the Travel Planning report over a five-year period. 1.7 Once operational, the TP would deliver the following: • Partnership approach to influence the travel behaviour of future residents to and from the site; • Safe and viable alternatives to single occupancy car travel to the site and to work; • Fewer vehicle trips and a reduction in overall vehicle mileage; • Inform future residents of the social, environmental and economic costs of their travel choices, and; • Improved accessibility for all. Report Structure 1.8 This Transport Assessment is structured as follows: • Section 2: Existing Conditions – describes the local highway network, sustainable infrastructure and review of existing road safety and traffic conditions; • Section 3: Development Proposals – provides details of the proposed development and access arrangements, including review of parking provision and site servicing; • Section 4: Objectives – outlines the objectives of the Travel Plan; • Section 5: Measures and Incentives – describes the measures that the Travel Plan will provide for the occupants of the development;

2. EXISTING CONDITIONS Site Location 2.1 Radcliffe is located approximately 4.5 miles to the east of Nottingham City Centre and the site is located to the northeast of the centre of Radcliffe, on the outskirts of the village. The site is situated on land to the south east of Shelford Road and adjacent to Grooms Cottage. 2.2 Figure 1 below displays the indicative location of the proposed development. Figure 1. Existing Use 2.3 The existing site is currently undeveloped grassland. The site is bounded by Shelford Road to the north, residential development to the west, a construction site to the south and Grooms Cottage to the east. Vehicular access to the site can be gained directly from Shelford Road to the north. Local Highway Network 2.4 Shelford Road is subject to a 30mph speed limit along the site frontage increasing to 60mph to the north outside of the village. There are footways on both sides of the carriageway and it is lit. 2.5 The footway on the southern side of the carriageway routes between two grassed verges and measures circa one metre wide, whilst the footway on the northern side measures circa two metres wide. The carriageway measures approximately seven metres wide.

2.6 Shelford Road continues north and forms part of the key routes towards Shelford, East Bridgford and Gunthorpe. Shelford Road ends at its junction with East Bridgford Road and Main Street, East Bridgford Road provides direct access onto the A6097 via a signal- controlled crossroads. Along most of its length is subject to a 60mph speed limit. 2.7 To the south Shelford Road continues until it meets Main Road and Bingham Road via a priority controlled compact roundabout. Bingham Road routes east and provides access to the A52 via a signal-controlled crossroads. Main Road also provides access to the A52 via a signal-controlled T-junction but routes west from its junction with Shelford Road. Both Bingham Road and Main Road are subject to a 30mph speed limit and offer excellent opportunities for pedestrians with wide lit footways on both sides of the carriageway as well as zebra crossings in the village centre. Sustainable Travel and Local Facilities Pedestrian Travel 2.8 The Guidelines for Providing for Journeys on Foot (GPJF) document describes acceptable walking distances for pedestrians without mobility impairment. GPJF suggests that the maximum walking distance for town centres is approximately 800m, commuting/schools is approximately 2km and for other facilities is approximately 1.2km. 2.9 GPJF states that an average walking speed of approximately 1.4m/s (5km’s/hr) can be assumed. The walking distance thresholds for commuting and other facilities set out in the GPJF document (within table 3.2) are summarised below in Table 1. Table 1. 2.11 In the vicinity of the site, Shelford Road has footways along both sides of the carriageway, which varies in width between 1.2 and 2 metres. On the western side at the site frontage the footways are wider, reducing in width to the south of the site boundary. Although the footway is reduced in width on the western side, a grass verge is introduced which allows separation between pedestrians and vehicles travelling on Shelford Road. There is street lighting present on both sides of the carriageway. There are no obvious pedestrian crossing facilities on Shelford Road in the vicinity of the site frontage including Platt Lane. Cycle Travel 2.12 Local Transport Note (LTN) 1/04 states that there are limits to the distances generally considered acceptable for cycling. The mean average length for cycling is 4km (2.4 miles), although journeys of up to three times this distance are not uncommon for regular commuters. It is widely considered that cycling has the potential to substitute for short car trips, particularly those under 5km, and form part of a longer multi modal journey by public transport. Cycling is therefore an important journey to work mode that has the potential to substitute for short car journeys. 2.13 Figure 3 shows a 5km cycling distance centred at the proposed development site.

2.14 To the south of the development site there is a footway/cycleway which routes along the northern edge of the A52 between Bingham to the east and Gamston to the west. The route then continues westbound on Radcliffe Road and along the between and Lady Bay. Cyclists then re-join the carriageway at the Radcliffe Road/Lady Bay Bridge/Trent Boulevard signal-controlled junction which provides advance cycle stop lines. 2.15 The provision of this cycle route would provide residents of the proposed development with a safe cycle alternative for those commuting to the city for employment and could reduce the number of single occupancy vehicle trips. 2.16 In addition to the cycle provision on the A52, National Cycle Route 15 routes between Grantham and West Bridgford and through Radcliffe. The route is predominantly on road however there is a small section of the route near West Bridgford and Lady Bay which is car free as well as the sections on the A52. The route is generally rural and therefore vehicle flows are low. 2.17 Overall, the site is reasonably located to encourage journeys by bicycle in preference to journeys by car. Local Facilities 2.18 The majority of trips that will be made by sustainable modes are for the purpose of commuting, short shopping trips, access to leisure facilities, trips to school and other destinations. Of particular interest are the levels of facilities and services that can be accessed locally including car parking facilities which allow visitation to the site.

Public Transport Bus Services 2.20 The closest bus stops to the site are located at the site frontage on Shelford Road, there are stops located on both the northbound and southbound sides of the carriageway. Both stops on the northbound and southbound carriageways are located within 100m of the site access. There are bus stops present along the length of Shelford Road towards Radcliffe Village Centre. 2.21 The northbound bus stop includes a flag and pole with a board timetable information, the southbound bus stop includes a traditional wooden bus shelter with flag and pole and with timetable information displayed. 2.22 Table 3 set out the typical weekday (Wkday) and Saturday (Sat) bus services as appropriate. 2.23 Table 3 and demonstrate that the site is served by an hourly bus from morning until evening, Monday-Saturday. There are no services on Sundays. 2.24 In addition to the Rushcliffe Villager service, there are three other limited services (11, N65 and S4) which are mainly school services running once a day. 2.25 Mainline is another bus service which routes through Radcliffe on Trent however it routes through the village centre along Main Road and Bingham Road. The closest stops for this route are located on Bingham Road 800m to the south of the site. The Mainline service operates at a much more regular frequency than the Rushcliffe Villager. Rail Services 2.26 The nearest railway station is located 1100 metres walking distance to the south west of the site within Radcliffe; vehicular and pedestrian access is achieved from Shelford Road. There is a small carpark at the station which provides free parking. There are two platforms at Radcliffe Station which have shelters, timetable information and speakers giving timetable updates. 3. PROPOSED DEVELOPMENT Introduction 3.1 The proposed development comprises up to 55 dwellings, consisting of: • 20 No. two-bedroom units; • 25 No. three-bedroom units; and • 10 No. four-bedroom units. 3.2 A copy of the indicative site layout is included within Appendix 1. Access 3.3 There will be a new proposed site access onto Shelford Road, a 5.5 metres wide carriageway routing into the site. Two metres wide footways are provided on both sides of the carriageway which connect with existing pedestrian infrastructure on Shelford Road. Pedestrian and Cyclist Access 3.4 Pedestrian access is given through the provision of 2 metres wide footways within the development connecting with existing network of pedestrian infrastructure in the vicinity of the site. 3.5 There are opportunities for pedestrian links between the proposed development and the residential scheme proposed on the adjacent land through a pedestrian link connecting the site to a link road south of the site boundary. Parking Provision 3.6 In accordance with paragraph 3.174 of the 6Cs Design Guide, for developments in excess of five dwellings, the current parking guidance for residential developments in Nottinghamshire comprises the document ‘Residential Car Parking Research for Nottinghamshire – Highway Development Control Guidance’ [NCC, 2010]. Within this document the recommended parking provision is based on the number of habitable rooms in each dwelling, and the proposed ratio of allocated and unallocated parking spaces. 3.7 As the planning application is for outline permission only, the masterplan for the proposed development is not yet far enough advanced to be able to determine these factors at this stage, and therefore the recommended parking provision has not been determined. 3.8 Nevertheless, the developer is fully committed to providing a mutually agreeable number of car and cycle parking spaces at the development based on the guidance contained within the above document and agreed with the local highway and planning authorities.

4. OBJECTIVES 4.1 A Travel Plan is a package of practical, sustainable measures aimed at addressing the travel and transport needs of a development. Alternatively, The Good Practice Guide defines a travel plan as ‘a long-term management strategy for a site that seeks to deliver sustainable transport objectives through positive action and is articulated in a document that is regularly reviewed’. 4.2 This Travel Plan proposes measures to encourage accessibility via a variety of sustainable transport modes, which will be implemented across the site. 4.3 The specific objectives of the Travel Plan lie in the delivery of sustainable transport objectives which aim to: • Improve the accessibility of the site by means other than the single occupancy private car; • Ensure the Travel Plan meets the needs of the residents; • Make residents aware of the environmental, financial and health benefits to be derived from the Travel Plan; • Minimise the level of vehicular traffic generated by the development; • Enable the development to protect and enhance the environment; and • Manage car parking demand in a sustainable and responsible manner.

5. MEASURES & INCENTIVES Introduction 5.1 The following measures should be implemented to promote and support the use of sustainable travel modes, including walking, cycling, public transport and car sharing. This will help minimise car dependency to achieve the TP targets. 5.2 The proposed measures focus on providing future residents with the appropriate information to allow them to take ownership and make informed decisions about their travel choices. However this promotion will need to be undertaken in a sensitive manner, so that it is not viewed as a mandatory requirement but rather an information process which allows them to make decisions on their selected transport mode whilst highlighting the benefits of alternatives to the private car use. 5.3 The measures relate to the potential for reducing the need to travel, and where travel is necessary, promoting and increasing travel by walking, cycling, public transport and car sharing amongst all residents. M1 The Developer will appoint a Travel Plan Coordinator (TPC) for the scheme. The TPC will be in post 3 months prior to first occupation. M2 Residents will be provided with a Travel Information Pack upon first occupation. This pack will address methods of travelling to and from the site by walking, cycling and public transport and will also include general information e.g. on how to drive in a fuel-efficient manner. The packs will include, but not be limited to the following items:

• An introduction to the site and the Travel Plan process that is being undertaken; • Information on the local cycling facilities in the area; • Information on walking routes, public realm, public rights of way etc; • Information on the public transport services in the area, including up to date timetables, bus stop locations and suggested walking routes to the appropriate bus stops. This will include contacts which can provide friendly, detailed advice on all forms of public transport. M3 The developer’s webpage will contain information on how to travel to the site by various methods of transport and demonstrate a commitment to sustainable travel. M4 There are a number of national and local car share matching services which will be advertised to all residents of the development in information packs. M7 All prospective residents will be encouraged to access the site via sustainable transport modes for viewings etc. M8 Cycle parking provision will be provided within the curtilage of each dwelling. 5.4 Table 5 provides a summary of these measures along with designated responsibility and timescales for implementation. Summary 5.5 The TPC would be responsible for implementing, promoting and monitoring the TP measures and incentives. Specific timescales and indicators to measure the success of these incentives would be undertaken as part of an action plan, which is produced to monitor the implementation process of the TP. 5.6 This TP is considered a live document, and is implemented over a five-year period, therefore the targets, measures and incentives are open to be revised and updated as necessary. Beyond this initial five-year period a Steering Group would be established to continue the TP process as they see fit to ensure the site continues to operate sustainably.

6. TARGETS 6.1 Targets are measurable goals which are set in order to assess whether the objectives of the plan have been achieved. They need to be realistic and take into account the particular circumstances and location of the proposed development. 6.2 In order to enable effective monitoring, the Target should be ‘SMART’ i.e. they must be: • Site-specific • Measurable; • Achievable; • Realistic; and • Time-bound. 6.3 In order to determine suitable targets for the development, it is essential that the baseline conditions are established. This will be achieved by undertaking an informal residential baseline travel survey within three months of occupation of the 30th dwelling of the residential development. This information will guide the production of targets for the development. 6.4 Surveys will be undertaken annually on the anniversary of the baseline survey. Therefore, the initial survey will be used to establish the proportion of residents using various modes of travel and the surveys in the first year will assist to establish trends. 6.5 These targets must not be omitted or changed without prior consultation with the Council. 6.6 In lieu of baseline information specific to this development being available for interrogation, initial targets have been set to give an indication of the impact that the Travel Plan will have on multi modal trips. 6.7 To this end, these targets are established below, based on the existing modal splits in Rushcliffe 003 and the expectations of the Travel Plan. It is expected that this type of data would form the basis of any future Targets of the Travel Plan through the review period and will also set a benchmark in the initial period to monitor the impact of a number of measures, such as bus stop improvements, against which the Targets can be reviewed from the outset. 6.8 Therefore, reference is made to the current national, regional and local travel patterns from the 2011 census. Table 6 sets out the existing modal splits and shows that Rushcliffe 003 Mid Layer Super Output Area (MSOA) is approximately same for people commuting by car across county.

6.9 Therefore, given the location of the site and its mode share when compared to Nottinghamshire, maintaining the current mode shift is considered appropriate. 6.10 For the purpose of setting these initial targets, it is considered that the 2011 Census mode share will be maintained. 6.11 Targets are measurable goals which are set in order to assess whether the objectives of the plan have been achieved. They need to be realistic and take into account the particular circumstances and location of the proposed development.

7. IMPLEMENTATION & MANAGEMENT 7.1 For a Travel Plan to work successfully it is essential that a person be appointed as Travel Plan Coordinator (TPC). The TPC duties are to be an overall point of contact for travel issues and to promote, coordinate, monitor and review the Travel Plan. 7.2 The TPC will be appointed 3 months prior to initial occupation and will make themselves known to the Council’s travel plan team at the start of their appointment. The Council’s travel plan team will be advised of any changes to the TPC which may take place from time to time. 7.3 The TPC will be appointed in time to produce leaflets and informative materials related to the Travel Plan to go into Unit Marketing and Welcome Packs. Initially, the principal duty of the TPC will be to promote the Travel Plan to prospective residents. 7.4 Administration of the Travel Plan involves the maintenance of the necessary systems and on-going promotion. The annual updating of the Plan records is part of the responsibilities of the TPC. 7.5 The initial goal of the Travel Plan, on occupation of the development, is to implement the measures and opportunities for sustainable travel identified.

8. MONITORING 8.1 Residential travel surveys will be undertaken on an annual basis. 8.2 The TPC will arrange for a multi-modal traffic survey to be provided which will seek to identify the changes in attitude of the residents towards the Travel Plan objectives and targets. 8.3 Surveys will be undertaken around the first anniversary of the baseline surveys and thereafter every year for five years. All travel surveys should take place around neutral times avoiding the Christmas season, school holidays or bank holidays and the result of these surveys will be submitted to the Council within 3 months of completion and an Annual Action Plan will be prepared and agreed.

9. REVIEW Travel Plan Monitoring Report 9.1 It is the responsibility of the TPC to ensure that three months after the questionnaire surveys have been carried out, and then every year after until the end of the Travel Plan period, a Travel Plan Monitoring Report is produced and submitted to the Council. 9.2 The Travel Plan Monitoring Reports will indicate the current status of the Travel Plan and contain an annual programme of measures designed to help achieve the targets on travel mode share. It will clearly set out the tasks involved, the person(s) responsible, and dates by which the measures will be achieved over the next 12 months. 9.3 Following the submission of the Travel Plan Monitoring Report, if required, the TPC will meet with the Council to discuss the progress of the Travel Plan. 9.4 Information on the plan, its progress, impacts, benefits and successes will be disseminated to residents through site-based leaflets summarising the site-specific sustainable travel options. These leaflets will be developed by the TPC.

10. SUMMARY AND CONCLUSIONS 10.1 This Travel Plan has been prepared by BWB in support of a residential development for up to 55 dwellings on land to the south of Shelford Road in Radcliffe on Trent. 10.2 It provides details of measures that will be implemented at the Road site in order to minimise the use of the single occupancy private car in making journeys to and from the site. 10.3 This document also clearly outlines the role and responsibilities of the TPC.
