INTRODUCTION Introduction 1.1 BWB Consulting Ltd have been appointed by the ‘Client to preparethis Travel Plan for a proposed residential development comprising a maximum of 55dwellings on land situated to the south east of Shelford Road, Radcliffe-on-Trent,Nottinghamshire. 1.2 The proposed site layout plan is included in Appendix 1 for reference. 1.3 The Local Planning Authority is Rushcliffe Borough Council (RBC). Definition of a Travel Plan 1.4 The National Guidance on Travel Planning and Decision-taking states that a Travel Plan is “a long-term management strategy for an occupier or site that seeks to deliver sustainable transport objectives through positive action and is articulated in a document that is regularly reviewed”. 1.5 A TP involves the development of agreed targets and outcomes which are linked to an appropriate package of measures aimed at reducing the need to travel, encouraging more sustainable travel, and reducing single occupancy car use, for all trips to and from the development. 1.6 This TP contains a set of recommendations for the necessary aims, objectives, targets and measures to reduce the number of single occupancy car trips generated by the proposed development and increase the number of pedestrian, cycle and public transport trips. It also includes proposed methods for implementing and monitoring travel patterns and updating the Travel Planning report over a five-year period. 1.7 Once operational, the TP would deliver the following: • Partnership approach to influence the travel behaviour of future residents to and from the site; • Safe and viable alternatives to single occupancy car travel to the site and to work; • Fewer vehicle trips and a reduction in overall vehicle mileage; • Inform future residents of the social, environmental and economic costs of their travel choices, and; • Improved accessibility for all. Report Structure 1.8 This Transport Assessment is structured as follows: • Section 2: Existing Conditions – describes the local highway network, sustainable infrastructure and review of existing road safety and traffic conditions; • Section 3: Development Proposals – provides details of the proposed development and access arrangements, including review of parking provision and site servicing; • Section 4: Objectives – outlines the objectives of the Travel Plan; • Section 5: Measures and Incentives – describes the measures that the Travel Plan will provide for the occupants of the development; Page | 5 Land at Grooms Cottage Travel Plan November 2020 GCO-BWB-GEN-XX-RP-TR-0001_Travel Plan • Section 6: Targets – determines appropriate targets and time frames against which the effectiveness of the measures to be taken will be reviewed; • Section 7: Implementation & Management – outlines who is responsible for delivering each stage of the Travel Plan and for implementing the proposed measures, actions and targets and how this will be managed; • Section 8: Monitoring – provides details of the arrangements that will be put in place to monitor the plan; • Section 9: Review – describes the methods of how the Travel Plan will be reviewed; and • Section 10: Summary & Conclusions – provides a summary of the Travel Plan proposals. EXISTING CONDITIONS Site Location 2.1 Radcliffe is located approximately 4.5 miles to the east of Nottingham City Centre and the site is located to the northeast of the centre of Radcliffe, on the outskirts of the village. The site is situated on land to the south east of Shelford Road and adjacent to Grooms
