INTRODUCTION If any principle of international law seemed certain, it was that no nation could lawfully send people to places where they faced torture. Moreover, given President George W. Bush's long-standing rhetorical posture against torture,' and his attempts to outlaw torture worldwide,2 the United States might have seemed a most unlikely candidate to abduct people and send them to third countries for interrogations applying torture.3 1. For example, President George W. Bush told high school seniors designated "Presidential Scholars" (one from each state) that "the United States does not torture and that we value human rights."
