Unlike other major refugee groups in the region, such as Palestinians or, more recently, Syrians, Iraqis in Jordan during this period were overwhelmingly educated, middle-class professionals. They self-settled throughout Amman and were generally financially better off than many of their Jordanian hosts. While most eventually registered with the UN in the hopes of being resettlement outside of the Middle East, many did so several years after being in Jordan. Based on 18 months of fieldwork with Iraqis in Amman between 2010 and 2013, this dissertation is an examination of the dynamics of Iraqi mobility into and out of Jordan following the US-led invasion. Specifically, it explores how concepts and experiences of home were being reimagined and reconfigured among Iraqis. As Iraqis spoke to me of their departures from Iraq and as I shared their lives in Jordan, it became clear that they experienced their ‘displacement’ less as an ‘event’ that had occurred to them than as an ambiguous and open-ended process that extended over time and across places. They sought to construct a sense of home that was fundamentally affective—what they termed “a sense of comfort” in the world. As Iraqis moved across the destabilised terrains of Iraq, Jordan, and beyond, how was their sense of comfort—of being at home in the world—alternately cultivated and undermined? Drawing on Heidegger’s notion of “equipment,” I argue that Iraqi experiences of displacement and of home should neither be understood as binary (home / not home) nor as dominated solely by legal or financial concerns. Iraqis assessed the comfort, and thus liveability, of various places in ways that were multi-layered, contradictory, and shifting. In illustrating this, I contend that Iraqi patterns of mobility and emplacement were intimately tied not only to the specific configurations of laws, people, and opportunities available to them in various places, but also—and especially— to the amount of labour that was required to sustain a sense of comfort. 3 Résumé Dans la décennie qui suivi l’invasion de l’Irak en 2003, des milliers d’Iraquiens se sont installés en Jordanie voisine, où ils ont passé plusieurs années. À la différence des autres populations réfugiées dans la région, comme les Palestiniens ou, plus récemment, les Syriens, les Iraquiens en Jordanie durant cette période sont principalement des ménages de classe moyenne, généralement instruits. Installés en majorité à Amman, ils sont bien souvent plus aisés que beaucoup de leurs hôtes jordaniens. Si la plupart se sont enregistrés auprès des Nations-Unis dans l’espoir de pouvoir se reconstruire une vie en dehors de la région, beaucoup ont attendu des années pour franchir ce pas. Cette thèse analyse les dynamiques de mobilités des populations iraquiennes vers, et depuis, la Jordanie, à la suite de l’invasion américaine. S’appuyant sur un travail de terrain de 18 mois effectué entre 2010 et 2013 à Amman, elle explore, en particulier, la manière dont les concepts et les expériences de ‘chez soi’ ont été ré-imaginés et reconfigurés parmi les Iraquiens en Jordanie. Comme ces derniers me l’ont confié, et comme j’ai pu le constater par moi-même en partageant leur quotidien, leur ‘déplacement’ a été vécu moins comme un ‘événement’ en tant que tel, que comme un processus ouvert et ambigu, qui se prolonge dans le temps, et à travers l’espace. À bien des égards, ces Iraquiens ont cherché à construire un sens du ‘chez soi’ fondamentalement affectif, qu’ils ont appelé un « sens du confort » dans le monde. Pour ces Iraquiens qui ont connu, et traversé, les terres instables d’Iraq, de Jordanie, et d’ailleurs, comment leur sens du confort—ce sens d’être ‘chez soi’ dans le monde—a-t-il été cultivé ou ébranlé ? En mobilisant la notion « d’outil » chez Heidegger, cette recherche suggère que les expériences de déplacement et de ‘chez soi’ chez les iraquiens, ne sont ni binaire (‘chez soi’ / pas ‘chez soi’), ni uniquement façonnées par des considérations légales ou financières. Ces populations évaluent le confort des multiples lieux qu’ils ont connu, et donc leur habitabilité, de manière multiple, mouvante, et parfois contradictoire. Introduction There has historically been a great divide at the heart of refugee policy and scholarship in the Middle East, between Palestinian refugees and all others. This intellectual and policy divide runs throughout political discourse, governmental and United Nations administration, and civil society activism. It poses a challenge to the coherency of forced migration studies in the Middle East. There is now a significant and growing inter- disciplinary literature about refugees of many nationalities in the region, but the largest and most visible refugee group in the region has been traditionally treated as “a case apart,” to borrow a phrase used recently in the Forced Migration Review (Couldrey and Morris 2006). Any scholarly attempt to synthesize this expanding knowledge into a coherent theoretical or research agenda – especially if one aims for this research to have practical application – will likely founder so long as this remains the case. The division between Palestinian and non-Palestinian refugees has been driven by the assumption – what Michael Dumper has called an “orthodoxy” -- that the Palestinian refugee case is unique, and should be treated as such (Dumper 2007, 347). But this assumption has always been questionable, and (more important) it is increasingly being questioned.1 In this paper, I argue that while the Palestinian refugee case does indeed bear some unique characteristics and thus should be treated separately in some ways, the predicament of Palestinian refugees also bears much in common with other refugees.

The webpage of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) states that: “All Palestine refugees in Jordan have full Jordanian citizenship with the exception of about 120,000 refugees originally from the Gaza Strip, which up to 1967 was administered by Egypt”; the latter being “eligible for temporary Jordanian passports, which do not entitle them to full citizenship rights such as the right to vote and employment with the government”.

    i Abstract Title of Thesis: Distinctions in Diaspora: A Comparative Study of Palestinian Identity in Jordan and Saudi Arabia Erin Hahn, Bachelor of Arts, 2020 Thesis directed by: Professor Victor Lieberman The Palestinian refugee crisis is an ongoing, divisive issue in the Middle East, and the world at large. Palestinians have migrated to six out of seven continents, and formed diaspora communities in all corners of the world. Scholars affirm that the sense of Palestinian national identity is recent, only having formed as a response to the Israeli occupation of the 20th century. This thesis explores the factors that constitute that identity, and asks the question: How have the policies implemented by the Jordanian and Saudi Arabian governments influenced the formation of a national identity among Palestinians in both countries? Through conducting semi-structured interviews, it became apparent that policies of the host countries can have a powerful influence on the formation of identity among groups of displaced people. I argue that Palestinians in Jordan have widely developed a dual sense of national identity, in which they identify with both Jordan and Palestine, to varying degrees. In contrast, due to the more exclusive policies enacted by Saudi Arabia, Palestinians living there feel more isolated from their community, and do not identify as Saudi Arabian.     IRAQ Iraq, with a population of approximately 29 million, is a republic with a freely elected government led by Prime Minister Nouri Kamal al-Maliki. On December 22, the new government was sworn in after the parliament, the Council of Representatives (COR), approved a power-sharing agreement reached by all of the country's major political blocs on November 11, approximately nine months after the March 7 elections. Despite the controversy surrounding the January 15 decision by Iraq's Independent High Electoral Commission (IHEC) to ban approximately 500 candidates for alleged ties to the banned Ba'ath Party, and violence before and on election day, the COR elections met internationally recognized standards for free and fair elections, and the results of these legislative elections reflected the general will of the voters. Iraqi security forces (ISF) reported to civilian authorities, but continuing violence, corruption, and organizational dysfunction undermined the government's ability to protect human rights. It consists of polygenic conglomerates, detrital limestones (conglomeratic limestone), and highly fossiliferous limestones of reef- fore-reef facies with occasional interbedding of terrigenous sediments. Tectonically, the formation is important for its location in the very active Sanandij-Sirjan (Suture) Zone and for its deposition in Middle Miocene, which was assigned previously as an age of continental-continental colliding of Zagros Fold-Thrust belt. Additionally, it is overlaying different rocks units of pre-Miocene, especially resting on the Qulqula Radiolarian Formation in an angular unconformity relationship.
