HRCP/CHRI 2010 POLICE ORGANISATIONS IN PAKISTAN Human Rights Commission CHRI of Pakistan Commonwealth Human Rights Initiative working for the practical realisation of human rights in the countries of the Commonwealth Human Rights Commission of Pakistan The Human Rights Commission of Pakistan (HRCP) is an independent, non-governmental organisation registered under the law. It is non-political and non-profit-making. Its main office is in Lahore. It started functioning in 1987. The highest organ of HRCP is the general body comprising all members. The general body meets at least once every year. Executive authority of this organisation vests in the Council elected every three years. The Council elects the organisation's office-bearers - Chairperson, a Co-Chairperson, not more than five Vice-Chairpersons, and a Treasurer. No office holder in government or a political party (at national or provincial level) can be an office bearer of HRCP. The Council meets at least twice every year. Besides monitoring human rights violations and seeking redress through public campaigns, lobbying and intervention in courts, HRCP organises seminars, workshops and fact-finding missions. It also issues monthly Jehd-i-Haq in Urdu and an annual report on the state of human rights in the country, both in English and Urdu. The HRCP Secretariat is headed by its Secretary General I. A. Rehman. The main office of the Secretariat is in Lahore and branch offices are in Karachi, Peshawar and Quetta. A Special Task Force is located in Hyderabad (Sindh) and another in Multan (Punjab), HRCP also runs a Centre for Democratic Development in Islamabad and is supported by correspondents and activists across the country. -

PREFACE Soil erosion is called the 'creeping death' of the soil. It is a world-wide problem, but it is much more assertive in under developed countries where the modern discoveries in scientific know ledge have not been applied commensurate with their needs in agriculture. It works out its serious effects through this process : loss of surface soil, plant-food and sub-soil water, silting up of water channels, disruption of communications, reduction in productivity of land and ultimately lowering the already low standard of living of the peasantry. Soil erosion has affected vast areas of our fertile land, rendering them completely unfit for cultivation. In Rawalpindi Division alone about 5 lakh acres of productive land have become uncultivable while another 10 Jakh acres are seriously affected. The menace of soil erosion is fast spreading. 1t needs effective measures for combating it. It need hardly be emphasiseC: that soil is a basic national resource and its conservation is the prime necessity. For, without ita due care, we may not be left with enough land to raise food and commercial crops for our growing economy. -

Mr. Ramesh Lal: (Deferred during 5th Session) Will the Minister for Interior be pleased to state: (a) whether there is any proposal under consideration of the Government to construct roads and streets in Rehman Town and Model Valley, Sector H-15, Union Council No.45, Islamabad; if not, the reasons thereof; and (b) the time by which the construction work will be completed in the above said area? Minister for Interior (Sheikh Rashid Ahmed): (a) There is no proposal uncle consideration of CDA to construc roads and streets in Rehman Town and Model Valley, Sector H15, Union Council No. 45, Islamabad. As per Master Plan of Islamabad Northern Half of Sector H15 is earmarked for Green/Buffer Zone and Southern Half for Special Institutions. Moreover, as per ICT Zoning Regulations 1992, Sector H15 falls in Zone1 of Islamabad and it has to be acquired and developed by CDA. This Sector has not yet been acquired by CDA. Rehman Town and Model Valley are not planned Housing Schemes. These are unplanned settlements, extension of old abadis. (b) Not applicable. 6. Mr. Muhammad Aslam Khan: (Deferred during 10th Session) Will the Minister for Interior be pleased to state: 2 (a) whether it is a fact that a Sewerage Nullah is being constructed in Chakki Bagh, Sohan, Islamabad; if so, the percentage of work completed thereof; and (b) the time by which development work will be completed on this Nullah in order to facilitate residents of the said locality?
