1. Extract from the minutes of the 91st Board meeting of TANGEDCO held on 22.11.2019 (Item No.33). 2. (Per.) FB TANGEDCO Proceedings No.13, Dated 29.11.2019. --- PROCEEDINGS: Approval was accorded for direct recruitment of 300 posts of Assistant Engineer/Electrical, 75 posts of Assistant Engineer/Mechanical and 75 posts of Assistant Engineer/Civil and Direct Recruitment of 100 posts of Assistant Engineer/Electrical, 50 posts of Assistant Engineer/Mechanical exclusively for operation and maintenance of the NCTPS Stage-III and orders were issued vide reference (2) above. Further, the details about the selection process has also been issued elaborately vide Proceeding No.13, dated 29.11.2019. In addition to the selection process, the Board’s approval to limit the upper age criterion for the above recruitment is detailed here under. 2) As per Regulation 91 (2) (d), the upper age limit prescribed for specific post will not apply in the case of appointment ‘to a post included in a class of service of a candidate belonging to any of the Scheduled Castes, Scheduled Tribes, Backward Classes, Most Backward Classes and Denotified Communities or destitute widows of all castes who holds a degree of any University recognized by University Grants Commission, if the degree he/she holds is not lower than the degree, if any, prescribed, for appointment to such post and if he/she is otherwise qualified for appointment’. 3) The Assistant Engineer recruited in TANGEDCO have to Executive/ Supervise/ Carry out Distribution & Maintenance works such as the repairing or calibration of instruments, protection, metering equipments, repair of power transformers and distribution transformers, manufacture of special type of structural works like pillar boxes, A.B. switches, breakers, clamps, panels etc., attending break down, overhauling and maintaining of station equipments, maintaining power supply and equipment and should differentiate the terminals (A.B. switches, breakers, clamps, panels etc.,) and if they are posted to Substations, Generation units etc., they have to work in any of the Unit/Offices of Thermal, Hydro Generation Stations of TANGEDCO (Situated in Hill and remote areas) and in certain cases to discharge their duties during emergencies such as Cyclone, Flood etc., and when need arises to climb transformer structure etc. The Assistant Engineer have to act swift in case of emergencies in the Power Houses and must be physically fit to perform such duties. 4) TANGEDCO after considering the work nature, Medical condition and Age factor and taking into account that the persons in the age group upto 35 years would work more effectively than that of the persons above the age of 35 in the Hill regions, Thermal Stations and during emergencies such as Cyclone, Flood etc., and also that person belonging to age group below 35 would have learnt about the latest technologies, equipments and they would be upto date, have decided to limit the upper age criterion to the vacancies to be recruited vide Proceedings No.13, dated 29.11.2019. 5) Based on the approval of the Full Board of TANGEDCO, the upper age limit in the above Direct Recruitment for the post of Assistant Engineer has been fixed as detailed below: A.AGE (as on 01.07.2019):

Note:- (i) For Differently Abled Persons: Differently Abled Persons are eligible for age concession upto 10 years over and above the maximum age limit prescribed above. (ii) In respect of Apprenticeship candidates, age relaxation will be allowed to the extent of the actual period of apprentice training. (iii) For ex-servicemen: a. The maximum age limit is 53 Years for the Applicants who belong to SC, SC(A), ST. b. The maximum age limit is 48 years for “others” (i.e.) Applicants not belonging to any of the above said categories.

(Per) CMD/TANGEDCO Proceedings No.189, (SB) Dated 16.10.2019. 2. G.O.Ms.No.3, Finance (Pension) Department, Dated 06.01.2020. --- PROCEEDINGS: The Government of Tamil Nadu in its order read above, have sanctioned a lump- sum Pongal Prize amount of Rs.500/- (Rupees Five hundred only) to each of the Pensioners who retired from the categories of ‘C’ and ‘D’ and all Family Pensioners. 2) After careful consideration, it has been decided to adopt the said orders of the Government in TANGEDCO and to extend the same benefit to (i) the Pensioners who retired from Class III and IV Service; (ii) all Family Pensioners; and (iii) Exgratia beneficiaries of the Tamil Nadu Generation and Distribution Corporation Limited. Accordingly, the Tamil Nadu Generation and Distribution Corporation Limited hereby sanctions a lump sum Pongal Prize amount of Rs.500/- (Rupees Five hundred only) to each of the Pensioners who retired from Class III and IV Service; all Family Pensioners irrespective of the Class from which the pensioners/deceased employees had retired/died while in service; and Exgratia beneficiaries. 3) The Pongal Prize amount will not be admissible to those employees who retire on or after 06.01.2020 and to the families of those employees who die in harness on or after 06.01.2020. Those employees who have retired/died in harness during the period from 01.05.2018 to 05.01.2020 are also not eligible for the Pongal Prize amount, if they were paid Bonus and Exgratia as per the orders issued in the Proceedings first read above. Further, the Pongal Prize amount will not be admissible to those Family Pensioners who are appointed on Compassionate grounds, if Bonus and Exgratia are paid to them as applicable to the employees in service. 4) The Pongal Prize amount shall be credited in the respective Bank accounts of the eligible Pensioners/Family Pensioners/Exgratia beneficiaries on 13.01.2020 as a special case.

5) In order to ensure correctness of the orders issued in para-3 above, the Pension Sanctioning Authorities are requested to obtain a Certificate of non-drawal of Bonus/Exgratia for the accounting year 2018-2019 from the Pay Disbursing Officers concerned, who disbursed Bonus/Exgratia for the accounting year 2018-2019 and to forward the same to the Chief Internal Audit Officer/Audit Branch. The Chief Internal Audit Officer/Audit Branch shall scrutinize the same and if the Pongal Prize amount has been paid to the ineligible Pensioners/Family Pensioners, the same shall be recovered from their pension/family pension. 6) The expenditure on sanctioning Pongal Prize amount shall be debited under “TANGEDCO Funds – Revenue Expenses - Account No.75.502”.

Of late, it has been noticed that the particulars which are furnished by the Chief Engineer’s/Superintending Engineer’s regarding the service details and pay drawn particulars are not sufficient to compare and justify the pay anomaly. The pay fixations made to the senior and junior are sometimes found erroneous on verification of the Service Books of the individuals. Moreover, the authenticated copy of seniority list is also not furnished by them. In some cases, seniority numbers with reference to temporary promotions are furnished, which cannot be taken into account since temporary promotions shall not confer any rights on the individuals and they are not eligible for stepping up of pay on par with Junior. In some cases, the pay drawn particulars furnished in the comparative statement are contrary to the entries made in the Service Book of both senior and junior. Further, they are not specifying the rule under which the pay anomaly was rectified. 2) Hence, it is considered that it is necessary to issue instructions and to prescribe Application and Format so as to verify the correctness of pay anomaly quickly and to clear the proposals without any delay. Accordingly, a new format is prescribed as annexed to this Memo. For rectification of pay anomaly of junior getting more pay. All the

Chief Engineers/Superintending Engineers and other Officers are requested to furnish all the particulars in the said format. G.O.(Ms) No.76, Energy (D3) department Dated 04.10.2019. ---- PROCEEDINGS: As per the provision of Energy Conservation (EC) Act, 2001, Tamil Nadu Electrical Inspectorate (TNEI) had been notified as State Designated Agency (SDA) vide G.O.(Ms) No.37 Energy (C2) department dated 10.05.2005 to coordinate, regulate and enforce the provisions of this Act within the State, either by assigning additional responsibilities to one of the existing departments of the State Government or by establishing a dedicated Stand-Alone SDA for energy efficiency. 2.0 Subsequently the GoTN vide G.O.(Ms) No.76, Energy (D3) department dated 04.10.2019 has directed to transfer the portfolio of SDA from TNEI to TANGEDCO (i.e., designating TANGEDCO as the SDA). 3.0 Accordingly the Chief Electrical Inspector to Government (CEIG) vide letter dated 30.10.2019 has forwarded a note on SDA activities along with financial status to TANGEDCO. 4.0 CMD/TANGEDCO vide note dated 12.12.2019 has approved to take over the portfolio from TNEI. As SDA, the following are the activities involved: 1. Establishment of State Partnership for Energy Efficiency Demonstrations (SPEED): a) Implementation of demonstration projects. b) Implementation of energy efficiency activities in government schools. 2. Model Energy Efficient Village Campaign. 3. Institutionalization of enforcement machinery at State level. 4. To conduct State Energy Efficiency Research & Outreach Programme. 5. To conduct Workshops/Capacity Building of energy professional. 6. Analysis and survey of the impact of energy conservation activities. 7. Maintenance and updation of internet platform and other database created. 8. Implementing and monitoring Perform, Achieve and Trade (PAT) I&II. 9. Creation of Energy Conservation Building Code (ECBC) Cell and formulation of ECBC and monitoring the implementation of the same. 5.0 In order to enable the SDA to carry out the above activities, BEE has provided manpower support and financial assistance as detailed below: 5.1 Manpower Support: (i) Two nos. Senior Energy Consultants hired by BEE on contractual basis to enable the SDAs to coordinate, regulate and enforce various provisions of the EC Act 2001 are at present working with TNEI. One no. Energy Consultant post for managing funds is vacant at present. 21

(ii) Two nos. Energy Consultant posts for PAT activities are vacant at present. (iii) For establishment of ECBC cell and providing technical assistance to implement ECBC in Tamil Nadu, BEE had hired M/s.Ela Green Buildings & Infrastructure Consultants Pvt. Ltd. This agency has established ECBC cell with three nos. full- time consultants (one architect + two engineers). 5.2 Financial support: BEE is providing financial support to the SDA for the “Strengthening of SDA Scheme” under two heads: 5.2.1. SDA FUND: SDA fund is to be utilised for the following activities: a) To co-ordinate, regulate and enforce efficient use of energy and its conservation (in respect of all related schemes) within the state. b) Expenses for the manpower support. c) Expenses for creation, maintenance and updation of internet platform and other database. 5.2.1.1 The balance amount available under this head is Rs.241.388 lakh. 5.2.2 Contribution to State Energy Conservation Fund (SECF): The contribution under SECF is made to those State Governments/UT Administrations who have created their SECF and finalized the rules and regulations to operate the same. The scheme is for contribution to all the State/UTs with a maximum ceiling of Rs.4.0 crore for any State/UT provided in two instalments of Rs.2.0 crore each. The second instalment of Rs.2.0 crore under contribution to SECF is released only after the states have provided a matching contribution to the first instalment of Rs.2.0 crore provided by BEE. As on date, BEE’s contribution of Rs.2.0 crore alone has been received. The state contribution of Rs.2.0 crore is yet to be received only after which BEE’s second instalment of Rs.2.0 crore will be released. 5.2.2.1 GoTN constituted the SECF by framing ECF Rules, 2007 vide G.O.Ms.No.57 Energy (C2) Department dated 12.06.2007. 5.2.2.2. A State Level Steering Committee (SLSC) on SECF is to be constituted for the purpose of regulating and controlling the fund under the Chairmanship of Principal Secretary/Secretary to the state Government. The notification also states that the SDA shall administer and operate the fund under the guidance of the SLSC. 5.2.2.3. Meeting of the SLSC on SECF must be convened atleast once a year to develop a roadmap for effective utilization of SECF. The funds from the SECF may be utilized to implement energy efficiency projects in the Government Sectors and the same may be recovered from the concerned Government Departments on deemed saving model. The interest component earned from SECF may be utilized by the SDAs for implementation of energy conservation activities/awareness campaigns on grant-in-aid basis. 5.2.2.4. The balance fund available under this head is Rs.186.05 lakh. 6.0. Transfer of SDA from TNEI to TANGEDCO: The GoTN in its lr.no.5447/D3/2018-1 dated 08.01.2019 had sought for the concurrence of the Bureau of Energy Efficiency (BEE) for transfer of SDA’s activities from TNEI to TANGEDCO citing lack of manpower in TNEI. Accordingly, BEE in its lr.no.02/42/SDA/Stand-Alone/2018-2019/10679-80 dated 31.01.2019 addressed to the Principal Secretary, Energy Dept./GoTN, has communicated its concurrence for GoTN’s proposal. In this regard, GoTN has issued G.O.(Ms) No.76, Energy (D3) department dated 04.10.2019 transferring the portfolio of SDA from TNEI to TANGEDCO (i.e., designating TANGEDCO as the SDA). 7.0. Brief account of DSM wing in TANGEDCO: TANGEDCO’s Demand Side Management (DSM) wing was formed in 2013 based on EC Act, 2001 and the Hon’ble TNERC’s notification dated 26.02.2013. EC

22 activities and DSM initiatives in TANGEDCO are dealt with in this wing headed by the Chief Engineer/DSM. Hence, the DSM wing has to take over the portfolio of SDA on behalf of TANGEDCO from the TNEI. 8.0. Accordingly, the following are ordered: 8.1. The Chief Engineer/Demand Side Management (CE/DSM) is authorized to take over the charges from TNEI as SDA along with two nos. senior energy consultants and TNECBC cell (three no. consultants). Additional manpower if any, needed in DSM wing may be decided in due course after taking over of the subject by TANGEDCO and after analyzing the nature of works involved. 8.2. The Chief Engineer/DSM is authorized to act as Chief Executive Officer of SDA. 8.3. Considering the issues and difficulties in opening and maintaining dedicated bank account for SDA, presently available bank account may be operated for the said purpose. A separate account head no. 55.318 shall be used for receipt of funds and account head no.76.000 shall be used for expenditure. 8.4. One Deputy Financial Controller (DFC) in Accounts Branch at headquarters shall look after the fund related activities along with regular TANGEDCO works. 8.5. By virtue of the provisions contained in sub-section (2) (a) of section 185 of the Electricity Act, 2003, the TANTRANSCO being the State Transmission utility/Transmission Licensee and successor entity of Tamil Nadu Electricity Board will exercise the powers of the Telegraph Authority under the provisions of section 164 of the Electricity Act, 2003, which have already been conferred upon the Board under section 51 of the Indian Electricity Act, 1910. 4. Encl: REPORT TO ACCOMPANY THE ESTIMATE This proposal envisages for enhancement of 400/230 kV Inter Connecting Transformer (ICT) capacity from 3x315 MVA to 3x500 MVA at Sriperumbudhur 400/230- 110 kV Substation in Sriperumbudhur Operation Circle of Chennai/South Region at an estimated cost of Rs.5523.41 Lakhs (Gross) and Rs.3619.12 Lakhs (Nett). 2. NEED: The Sriperumbudhur 400/230-110 kV SS is a critical substation and situated nearer to the load centers of both urban and sub urban area. The above 400 KV SS is in service from 13.03.1987 with 3x315 MVA, 400/230KV and 2x200MVA, 400/110KV Auto Transformers and 12. Nos.of 230KV & 110KV feeders. At present this sub-station is catering to the load demand of Korattur, Koyambedu, Taramani, Kadapperi, Oragadam, Kanchipuarm Sub-stations & M/s. Hyundai Motors India Ltd on 230KV side and nearby 110KV sub-stations on 110KV side. The existing 3 Nos 400/230 kV ICTs have reached a peak demand of 282 MVA each and are catering to the loads of the above twelve 230 kV feeders. The load demand in the above 230 KV feeders are growing at an exponential rate. It is evident that all the 315 MVA ICT’s have exceeded 75% of their full load capacity. The feasibility of accommodating the loads of one transformer to another in the event of preventive maintenance and breakdown maintenance is not possible since the peak of the 400/230 kV ICT’s has reached more than 75% of their capacity. The TELK make 315MVA, 400/230KV Auto Transformer-I and CGL make 315MVA, 400/230KV Auto Transformer-II have been commissioned on 16.12.1991 and 13.03.1987 respectively. The above Auto Transformers have served 27 and 32 years of service against the full life period of 25 years. The CGL make 315MVA, 400/230KV Auto Transformer-II was defective three times and major overhauling work was carried out on all the above three occasions. The TELK make 315MVA, 400/230KV Auto Transformer-I is having very low Insulation Resistance value. The loads is Sriperumbudur Industrial Corridor is growing at an exponential rate, thereby the Transformer capacity of the existing 230KV and 110KV sub-stations in and around Oragadam SEZ, Sriperumbudur SEZ, Irungattukottai Industrial Corridor and South Chennai area have to be enhaced for which strong and reliable sources are to be established. Apart from the above, it is to be noted that the establishment of new 230 KV and 110KV sub-stations are also under scrutiny for which necessary feasibility studies are under way. New entrepreneurs are also setting up their companies in and around Sriperumbudur SEZ and hence the expected load growth in this area is going to be very high. The capacities of the following 230 KV sub-stations have to be enhanced so as to accommodate the future load growth as well as to meet the (n-1) contingency. Sl. In the Load flow study report, it has been suggested to enhance the capacity of 400/230 kV ICT from 3x315 MVA to 3x500 MVA at Sriperumbudhur 400/230-110 kV SS.

Further, in the 1st meeting of the Southern Region Standing Committee on Transmission conducted by CEA on 10/06/2019, the proposal of enhancement of Auto Transformer capacity from 3x315 MVA to 3x500 MVA has been approved. Under the above circumstances, in order to increase the operational flexibility and also to cater to the existing loads and to manage future load growth, it has been proposed to enhance the 400/230 kV Auto Transformer capacity at Sriperumbudhur 400/230-110 kV SS from 3x315 MVA to 3x500 MVA. 3. Scope of work: 3.1 Enhancement of the existing 400/230KV Auto Transformer capacity from 3x315 MVA to 3x500MVA 3.2 Strengthening of 230 KV Strung buses: The strengthening of 400 KV buses at Sriperumbudur 400 KV SS does not arise, since the above 400 KV buses are strung by Quad moose conductor. The current carrying capacity of the 400 KV buses are sufficient even after enhancing 400/230 KV ICT capacity to 3x500 MVA. But the 230 KV buses are strung by twin moose conductor and hence the current carrying capacity is not adequate for the proposed enhancement of 400/230 KV ICT. Hence the existing twin moose conductor is to be replaced by quadruple Moose conductor. 3.3 Replacement of RCC gantries of 230 KV Strung buses: As such, the proposed quadruple moose conductor could not be strung on the existing RCC gantries of 230 KV Strung buses sine the same are in highly damaged condition due to corrosion of reinforcement rods and the same are in exposed condition. Hence the RCC gantries are to be replaced by GI steel structure. Also, replacement of the damaged structures is indispensable to ensure safety to both men and equipments and to avoid any anticipated failure of structure. 3.4 Replacement of life expired Isolators/AB switches of 400/230 KV ICT- I & II: Since the 400 and 230 KV equipments of 400/230 KV ICT-I & II have completed/completing its life time of 25 years, it has been proposed to replace the existing 400 and 230 KV breakers, CTs, isolators and LAs of above ICTs by a new one. Since sanction has been already available for replacing the above equipments except isolators under PSDF Scheme, provision has been given in this proposal to replace the life expired Isolators/AB switches of 400/230 KV ICT-I & II. Even though the rating of the above isolators are adequate for the proposed 500 MVA ICTs, the isolators are giving frequent trouble while opening and closed due to aging. 4. Details of work: 1) Supply, Erection and Commissioning of 3 Nos. of 500 MVA, 3 Phase, 400/230 KV Auto Transformer with OLTC and NFIPS. 2) Erection of 230 KV Strung buses with quadruple moose conductor. 3) Erection of new GI steel gantries for 230 KV Strung buses with necessary required civil foundation. 4) Erection of 8 Nos. of 420 KV, 3150 A, 63KA Isolators with double earth, Insulators and support structure. 5) Erection of 10 Nos. of 245 KV, 2000A AB Switch without earth with Insulator with support structure. 6) Dismantling of existing 2 Nos. of 315 MVA, 3 Phase, 400/230 KV Auto Transformer & 3 Nos. of single phase 105 MVA, 400/230 KV Auto Transformer along with all accessories. 7) Dismantling of existing 8 Nos. of 400 KV isolators and 10 Nos. of 230 KV AB switches of 400/230 KV Auto Transformers-I & II. 8) Dismantling of existing 230 KV Strung buses with twin moose conductor including insulators, fittings, Aluminium bus bar etc., 9) Dismantling and clearing of RCC concrete and PCC of existing RCC gantries of 230 KV Strung buses.

10) Modification of existing PCC plinth of Auto Transformers –I, II & III for the erection of proposed 500 MVA, 400/230 KV Auto Transformers. 5. Estimated cost: 5.1 The estimated cost works out to Rs.5523.41 Lakhs (Gross) and Rs.3619.12 Lakhs (Nett). and the estimate is based on the TANTRANSCO cost data and Schedule of Rates for the year 2019-2020. The detailed estimate is annexed.
