The 80th All India Presiding Officers’ Conference is being held in Kevadiya, Gujarat on 25th and 26th November, 2020. This Profiles Handbook, brought out by the on the occasion, contains brief biographical information on the Presiding Officers and Secretaries General/ Principal Secretaries/Secretaries of Legislative Bodies in India. The profiles have been prepared on the basis of information received from the respective Legislature Secretariats and also on the basis of information contained in a similar Handbook brought out during the 79th All India Presiding Officers’ Conference held in in December 2019. It is hoped the Publication will be found useful by all the Delegates.

Hospital, the biggest in Kota region and the New Medical College Hospital, Kota wherein free blankets and beds are provided - Started organising from 2006 onwards, the historic and patriotic programme Azadi ke Swar on the eve of Independence Day every year to instill patriotism in the common man, especially the youth to remember sacrifices made by the martyrs and for inculcating the spirit of nationalism and character- building in the new generation. It is being organised as a festival in Kota every year - Organized felicitation programmes for the senior citizens of Kota and Bundi. Through the Programmes, the experience of senior citizens was sought for development of Kota city - In March 2015, Ek Mutthi Ann Rahat Abhiyaan, a campaign to give relief to farmers affected by hailstorms, was launched. Foodgrains were collected by going home to home and made available to hailstorm affected farmers in rural areas 4 - As Parliamentary Secretary to the Government of Rajasthan during 2004-2008, provided help to the poor, needy and medically serious patients by giving them financial assistance upto Rs. 50 lakh through the State Government

- Led the relief team during rescue operations to help the flood victims during the devastating flood in Kota city on 15-16 August 2004 by providing shelter and medical facilities to them in Kota city

- Helped Cancer and Thalassemia patients through various voluntary and social organizations; Launched a special campaign to provide aid including free motorized cycles (battery-operated), tri-cycles, wheel chairs and hearing aids to empower the differently-abled

- Launched Green Kota Campaign with the collaboration of social, religious and trade organizations to plant one lakh trees in Kota to protect the environment. Saplings, including Tulsi, were distributed to all households

11 Other Information - During the 35 years of Government Service, held various positions in the State Government of Madhya Pradesh and also served in various capacities in different Ministries of Government of India such as Ministry of Home Affairs, Ministry of Finance and Ministry of Law and Justice. Retired as Secretary, Department of Justice, Ministry of Home and Justice on 30 September 2017. In the very initial years of appointment, as Assistant Collector, Indore- and SDM, Mhow, worked on developmental agenda of the Government and handled various law & order situations in the District Indore and Sub-Division Mhow in the State of Madhya Pradesh. During the last posting as Secretary, (Department of Justice) an ambitious project of Computerization of 16,000 Courts was under implementation; pendency reduction through Judicial Reforms was also undertaken. Also, while serving the State Government, actively associated with the finalization of the Non Conventional Energy Policy; dealt with matters related to State Industrial Policy; processed & prepared State Budget for 3 years; took special interest in the environment management & labour welfare issues in the Mining Sector; School & Higher Education; Land Management, farmers issues & Disaster Management; etc. As Principal Secretary, Culture and as a Trustee of Bharat Bhawan organized many functions. While serving in the Govt. of India as Director (Infrastructure), processed and analyzed the various policy

12 issues pertaining to Telecom, Roads, Ports, Shipping, Railways & Airports. As part of the National Highway Development Project, negotiated Grand Trunk Improvement Project of US $ 590 Million with IBRD; also worked on preparing and notifying all the rules and regulations under the newly enacted Foreign Exchange Management Act, 1999. As Joint Secretary (Admn.) CBDT, dealt with personnel management of Indian Revenue Service; As Chief Vigilance Officer, RITES investigated complaints and took preventive measures and made efforts to promote transparency; As Special / Additional Secretary, Department of Financial Services, Ministry of Finance, dealt with Banking, Insurance & Pension Funds and was Government appointed Director on the Boards of Industrial Development Bank of India (IDBI), General Insurance Corporation (GIC) & National Bank for Agriculture & Rural Development (NABARD) Since I joined as Secretary General, Lok Sabha on 1st December, 2017, some of the works undertaken are: - To make Lok Sabha a paperless office, introduced e-office for files, e-leave management system - Annual performance Appraisal System in electronic form which have greatly reduced the use of paper in Lok Sabha Secretariat - Bio-metric attendance system was introduced to streamline the attendance registration process and

13 bring it at par with Government of India standards - Supervised the work of constitution of 17th Lok Sabha resulting in completion of registration process of Members of Parliament in minimal possible time in an IT enabled environment. Permanent Identity cards to Members of Parliament were provided immediately at the time of registration for the first time. A lot of paper work was also reduced after introducing online forms to get filled up by the elected MPs - Took several environment friendly measures including banning single use plastic and reducing printing work for saving number of trees
