Independent Evaluation of Community Based Health Services in Bangladesh Independent Evaluation of Community Based Health Services in Bangladesh Independent Evaluation of Community Based Health Services in Bangladesh Contributors and acknowledgements to the report The report – Independent evaluation of community based health services in Bangladesh was produced under the overall direction of Professor Dr Abul Kalam Azad, Director General, Directorate General of Health Services (DGHS), Dr Makhduma Nargis, Vice President, Community Clinic Health Trustee Board and Professor Dr Md Abul Hashem Khan, Line Director, Community Based Health Care (CBHC), DGHS. The concept and design of the report was led by Dr Valeria de Oliveira Cruz and Dr Murad Sultan from WHO Bangladesh with valuable contributions from Tasmia Islam, Ai Tanimizu, Dr Tahnin Nur-A-Tasmin and Inga Williams from WHO Bangladesh and Dr Md Jahangir Rashid, Dr Barendra Nath Mandal, Dr Gita Rani Debi and Dr Farzana Taher Munmun from CBHC, DGHS. Are You Ready? wek¦ gvZ…`y» mßvn: 1-7 AvMó, 2009 ) 1 The first week of August is celebrated as breastfeeding week all over the world. BBF has been celebrating the World Breastfeeding Week since 1992. Every year world breastfeeding week is celebrated based on a specific theme that is massively important for the protection, promotion and support for breastfeeding. This year World Breastfeeding Week was observed based on the theme of “Breastfeeding- A Vital Emergency Response. Are You Ready?” For Bangladesh this year breastfeeding week is significant in many ways. The honorable Prime Minister of Bangladesh Sheikh Hasina inaugurated the week. Government showed its wholehearted interest towards working in collaboration with BBF. The Prime Minister declared henceforth the week would be celebrated as a national event. The Prime Minsiter streesed the need for ensuring appropriate maternal nutrition for a better future generation. She pointed out That it was responsibility of the fathers of the unborn abies and neonates to ensure adequate food, rest and mental peace of the mothers. Dr. S. K. Photo: Odhikar. 2 Foreword Odhikar was formed in 1994 and it has been diligently working to protect and promote the civil, political, social, economic and cultural rights of the people since its inception. Odhikar, being an organisation of human rights defenders in Bangladesh, has always been consistent in creating mass awareness of human rights by several means, including reporting violations perpetrated by the State and advocacy and campaign to ensure internationally recognised civil and political rights of citizens. We unconditionally stand by the victims of oppression and maintain no prejudice with regard to their political leanings or ideological orientation. -

HUMAN RIGHTS REPORT 2014 ON BANGLADESH In countries like Bangladesh, where democratic transformation remains unaccomplished, the human rights movement is directly constitutive of democracy. Constituting the state on the principles of human rights, particularly to respect, defend and protect the values of life and related spiritual and material embodiments, are what determine the future trajectory of the people in an increasingly competitive global economic world and the system of states. Odhikar defends the dignity, freedom and rights of the people as human beings as well as citizens; consistent with declarations, covenants, protocols and principles of human rights. Odhikar unconditionally stands for the victim and acts to bring offenders to justice. We investigate (through fact-finding missions), expose and analyse human rights violations and hold abusers accountable. Odhikar considers dignity, rights and duties as historically achieved global consciousness without essentialising human rights as abstract international laws. Educating and organising oppressed people to stand against inequality, injustice and discrimination is a necessary condition for peace and stability for all, both individually and collectively Odhikar considers the human rights movement in Bangladesh as constitutive of democracy and integral to the just struggle of the people of Bangladesh to have a democratic constitution; and a state corresponding to it. 2 | ANNUAL HUMAN RIGHTS REPORT 2014 CONTENTS Contents...........................................................................................................................................3 -

Therefore, the individual freedoms and democratic aspirations of the citizens – and consequently, peoples’ collective rights and responsibilities - must be the foundational principles of the State. The democratic legitimacy of the State is directly related to its willingness, commitment and capacity to ensure human rights, dignity and integrity of citizens. If the state does not ensure full participation in the decision making process at all levels – from the lowest level of administration to the highest level – it cannot be called a ‘democratic’ state. Citizens realise their rights and responsibilities through participation and decision making processes. The awareness about the rights of others and collective benefits and responsibilities, can be ensured and implemented through this process as well. The Parliament, Judiciary and Executive cannot and 1 should not, have any power to abrogate fundamental civil and political rights through any means, as such rights are inviolable and are the foundational principles of the State.
