Summary Manager’s Report Fiscal Year 2015 National Monuments, National Conservation Areas, and Similar Designations Grand Staircase-Escalante National Monument, Utah Page 2 Summary of Manager’s Reports for Fiscal Year 2015 - National Monuments and National Conservation Areas Highlights of Fiscal Year 2015 The Bureau of Land Management’s (BLM’s) National Landscape Conservation System (National Conservation Lands) manages 873 units, including 46 National Monuments, National Conservation Areas (NCAs), and similar designations. The National Conservation Lands are uniquely diverse. They encompass red-rock deserts and rugged ocean coastlines, deep river canyons and broad Alaskan tundra. Many areas are remote and wild, but others are surprisingly accessible. The National Conservation Lands also protect our cultural legacy. They safeguard American Indian cliff dwellings and cultural sites and preserve the remaining traces of our nation’s historic trails. These units are the most well-known and well-visited of the National Conservation Lands. The management of these special units supports the BLM’s mission of sustaining the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. This report summarizes the successes and challenges from each unit as reported through the annual “Manager’s Reports” for fiscal year 2015. APPENDIX D.2 Plant Survey Memorandum Athos Memo Report To: Aspen Environmental Group From: Lehong Chow, Ironwood Consulting, Inc. Date: April 3, 2019 Re: Athos Supplemental Spring 2019 Botanical Surveys This memo report presents the methods and results for supplemental botanical surveys conducted for the Athos Solar Energy Project in March 2019 and supplements the Biological Resources Technical Report (BRTR; Ironwood 2019) which reported on field surveys conducted in 2018. BACKGROUND Botanical surveys were previously conducted in the spring and fall of 2018 for the entirety of the project site for the Athos Solar Energy Project (Athos). However, due to insufficient rain, many plant species did not germinate for proper identification during 2018 spring surveys. Fall surveys in 2018 were conducted only on a reconnaissance-level due to low levels of rain. Regional winter rainfall from the two nearest weather stations showed rainfall averaging at 0.1 inches during botanical surveys conducted in 2018 (Ironwood, 2019). In addition, gen-tie alignments have changed slightly and alternatives, access roads and spur roads have been added. PURPOSE The purpose of this survey was to survey all new additions and re-survey areas of interest including public lands (limited to portions of the gen-tie segments), parcels supporting native vegetation and habitat, and windblown sandy areas where sensitive plant species may occur. The private land parcels in current or former agricultural use were not surveyed (parcel groups A, B, C, E, and part of G). METHODS Survey Areas: The area surveyed for biological resources included the entirety of gen-tie routes (including alternates), spur roads, access roads on public land, parcels supporting native vegetation (parcel groups D and F), and areas covered by windblown sand where sensitive species may occur (portion of parcel group G). -

Krapu, Kenneth J. Reinecke', and Charles R. Frith2 of Colorado, Wyoming, and Nebraska. The Platte begins near North Platte, Nebraska, U.S. Fish and Wildlife Service, at the confluence of the North and South Platte Rivers (Figure 1). The River loops Northern Prairie Wildlife Research Center, southeastward to form the Big Bend reach before crossing eastern Nebraska and Jarnestown, North Dakota joining the Missouri River near Omaha. The headwaters of the North Platte River are in north central Colorado, about 90 miles (145 km) northwest of Denver, and Introduction those of the South Platte about 60 miles (97 km) southwest of Denver (Figure 1). -
Chapter 3 – Community Profile
Chapter 3: COMMUNITY PROFILE The Physical Environment, Socio-Economics and History of Fremont County Natural and technological hazards impact citizens, property, the environment and the economy of Fremont County. These hazards expose Fremont County residents, businesses and industries to financial and emotional costs. The risk associated with hazards increases as more people move into areas. This creates a need to develop strategies to reduce risk and loss of lives and property. Identifying risks posed by these hazards, and developing strategies to reduce the impact of a hazard event can assist in protecting life and property of citizens and communities. Physical / Environment Geology Much of Fremont County is made up of the 8,500 square mile Wind River Basin. This basin is typical of other large sedimentary and structural basins in the Rocky Mountain West. These basins were formed during the Laramide Orogeny from 135 to 38 million years ago. Broad belts of folded and faulted mountain ranges surround the basin. These ranges include the Wind River Range on the west, the Washakie Range and Owl Creeks and southern Big Horn Mountains on the north, the Casper Arch on the east, and the Granite Mountains on the south. The center of the basin is occupied by relatively un-deformed rocks of more recent age. Formations of every geologic age exist in Fremont County. These create an environment of enormous geologic complexity and diversity. The geology of Fremont County gives us our topography, mineral resources, many natural hazards and contributes enormously to our cultural heritage. Topography Fremont County is characterized by dramatic elevation changes. -

The following WSAs are recommended as nonsuitable for wilderness designation: Lankin Dome, WSA 030-120 (6,316 acres), Split Rock, 030-122 (12,749 acres), Savage Peak, 030-123a (7,041 acres), Miller Springs, 030-123b (6,429 acres), and Copper Mountain, 030-111 (6,858 acres). For the Sweetwater Canyon WSA, 030-101 (9,056 acres), 3,518 acres are rec ommended as nonsuitable for wilderness designation; the remaining portion (5,538 acres) is recommended for wilderness designation.
