Response to Comment: ODOT acknowledges Mr. Cruz’s preference on the Design Option 5.1C.2 in Segment 5. The Preferred Alternative includes Design Option 5.2D in Segment 5. ODOT selected this option for the following reasons. Design Options 5.1C.2 and 5.1D.2 would each remove 56 residences, while Design Option 5.2D would remove 48 residences. Design Options 5.1C.2 and 5.1D.2 would displace residential units on both sides of 11th Street between Columbia Street and Wynooski Street and would close 11th Street. Design Option 5.2D would displace residential units only on the south side of 11th Street and keep 11th Street open to traffi c. Design Option 5.2D alignment impacts more of the SP Newsprint property, reducing residential and neighborhood impacts. With this design option, some displacement of SP Newsprint structures and facilities could occur; however, these can be relocated elsewhere on SP Newsprint property. Design Options 5.2D is above-grade. The fully depressed option, Design Option 5.1C.2, would have construction costs that are about twice as much as the recommended option (5.2D) due to related dewatering issues associated with the fully depressed option. Currently, Kreder Road is being used as a cut-through movement by eastbound traffi c on Oregon 18 that would otherwise be turning left on Oregon 99W heading toward McMinnville. Kreder Road is also used as a cut-through by eastbound traffi c on Oregon 99W that would otherwise be turning right (or westbound) on Oregon 18. With construction of the Bypass, the Oregon 18/Kreder Road intersection will be closed. All traffi c on Oregon 99W and Oregon 18 will use the Dayton interchange. Direct access to Oregon 18 will not be possible from Kreder Road after the Bypass is constructed, thereby eliminating the potential to make either of the “cut-through” movements mentioned in the comment. Newberg Dundee Bypass N-150 Tier 2 FEIS Appendix N: Public Comments and Responses Your comment also mentions that Kreder Road would be connected to the Dayton Interchange and that would increase traffi c on Kreder Road. ODOT selected the design option that connects Kreder Road to Ferry Street in Dayton via a new bridge over the Yamhill River. As a result, traffi c to and from the Dayton Interchange will not have direct access to Kreder Road. ODOT does not see a reason to conduct traffi c studies on Kreder Road because, after the Bypass is constructed, traffi c on Oregon 18 will not have direct access to Kreder Road and Kreder Road will not connected to the Dayton interchange. ODOT did not examine the addition of an eastbound on-ramp and a westbound off-ramp during project development because the signalized intersection at Oregon 99W and East Dundee Connector Road would operate at a very good level of service in the year 2030 and the ramps would be very costly. Adding an eastbound on-ramp and a westbound off-ramp would: Require constructing the ramps on structure parallel to Oregon 99W and next to the Willamette and Pacifi c Railroad (WPRR) right of way, Newberg Dundee Bypass N-153 Tier 2 FEIS Appendix N: Public Comments and Responses P-17 Require additional right of way and property acquisition from businesses near Dundee and could impact the WPRR, Require a wider structure over 99W and additional lanes on the East Dundee Connector Road for merge lanes, Interfere with traffi c operation at the new Dayton Avenue-Fox Farm Road intersection, Increase project costs.
