Balochistan Earthquake, Pakistan Update 6 29 September 2013 Debris of houses in Awaran, Balochistan (Source: Islamic Relief) Humanitarian situation • As per the initial data provided by IR assessment team, out of 8 union councils of Awaran district, 5 have been adversely affected from the earthquakes of 24 th and 28 th September. NDMA has confirmed death of 359 person s (313 and 46 in Awaran and Kech districts respectively), w hereas more than 765 persons are injured and of wh ich around 300 injured persons have been airlifted to either Karachi or neighbouring districts. • IR team from Aawaran reported that majority of the relief efforts is focus ed on the Awaran tehsil. • In district Awaran a forum has been formed by the name of Awaran Disaster Response Forum by Commissioner Kalat Division. The forum is being chaired by D eputy GM NCHD who will be responsible to coordinate with all I/ NGOs and provide support in case of any issue s. • IR assessment team in Awaran reported that despite efforts by PDMA, NDMA and other organizations, support has not reached several villages of Mashkay and Awaran tehsil. During their meetings with affected people, government health department and NGOs , following immediate needs were identified: • Safe and clean drinking water • Food Items • Tents • NFI (House hold kits, Kitchen Kits) • Hygiene Kits Government Response • Chief Minister Balochistan and Chief Secretary remain in Awaran to supervise the relief and rescue operations. • As per military sources , Pak Army and FC have distributed 30 tons of food items, 2,500 tents, 1,000 blankets and a huge quantity of medicines and other goods in Awaran, Terteej, Malar, Mangoli, Bazdad and Mashkay. • Government has also received 3 ,350 tents, 240 gasoline generator, 180 water Purification equipment, 200 emergency lights, life saving medicines/kits and surgical equipments from the Government of China. IR Response • IR assessment team after reaching Awaran conducted focus group discussions with the affected community in 4 disaster affected villages. PDMA has assured of providing NoC but it is conditional to the permission from Chief Secretary Balochistan. • IR team has negotiated with the local administration, Army and FC who have provided assurance to allow IR to carry out distribution of relief goods on their own. • IR is in process of transporting essential emergency relief items. Three ten-wheeler trucks carrying initial consignment of 500 tents will reach Awaran hopefully in next 72 hours. • IR has deployed more human resource to the affected are to strengthen its ‘Balochistan Relief Operation 2013’. IR is also establishing a logistics hub at Bela Town in Lasbela district. This will assist in arranging appropriate warehousing of relief items and easy transportation to affected areas on small vehicles as the roads to Awaran are not accessible by large vehicles. Security Situation • 28 September, militant groups opened fire on the Army team who were engaged in relief activities in Mashkay, Awaran district. No causalities reported. • 28 September, clash between the militant groups and FC personnel in Panjgur district of Balochistan. Casualties of four FC personnel reported.
