Comerford and Dr Denise Dunne October 2009 SUMMARY This thesis assesses the political life of Brendan Corish, (1918-90), who was a Labour TD for Wexford from 1945 up until his retirement in 1982. He first entered politics in the December 1945 by-election, which was held due to the death of his father, Richard Corish, (1886-1945). His father played a major role in the local Labour movement and was also TD and Mayor of Wexford. Hence, the mantle of responsibility was great. Three years after entering Leinster House, Corish was promoted as Parliamentary Secretary to the Ministers for Local Government and Defence in the first Inter-Party Government, (1948-51). The coalition government was dissolved three years later. In 1954, he became Minister for Social Welfare in the second Inter-Party Government, (1954-7). The thesis demonstrates that Corish’s second experience of coalition government was negative overall and as a result, he was adamant that Labour would not enter another coalition. In 1960, Brendan Corish was elected party leader. Under his guidance, Labour was completely transformed. The party became radical, socialism was adopted, new policies were developed and new recruits were enlisted. After an improved performance by Labour in the general elections of 1961 and 1965, Corish predicted that a majority Labour Party government would be elected in 1969. -

Education Policy in Ireland since the 1940s Barney O’Reilly Education Policy in Ireland since the 1940s Barney O’Reilly1 _________________________________________________ Abstract: This paper maps education policy in the Republic of Ireland from 1947 to 1973, 1973 to 1980, and 1980 to date and examines how and why these policies were or were not actualised. The paper reveals policy processes have swung from being determined by single ‘heroic’ government leaders to more participatory processes including the production of papers, acts and consultation. In this analysis the participation of key groups such as the Catholic Church, Committees, governing bodies, Unions, teachers and parents are identified. The paper also illumiates continuities and changes in a move for comprehensive education that meets the spiritual and cultural needs of students and education to produce human capital and meet economic growth. Here the links between the expansion of education provision to equalise educational opportunities for all to reach their potential are revealed as central to educational policy, but the implementation of such reforms has been sluggish. The constituency files are headquarters records which document the relationship between headquarters and individual constituencies over a period of twenty years from 1954; and reflect the state of party organisation at both local and national level. -

Dail Deputies: "The 1969 Generation". BRIAN FARRELL As the Eighteenth Dail's life drew to a close, a major change in Irish political life was anticipated. The expectations were not confined to the national mass media, although the subsequent results tempted some politicians to suggest that the closed world of television, radio and national press had misread the mood of the nation. At the local level too, throughout the campaign, newspapers spoke of the "Strong Desire for Change"1 and saw the contest as the promise of "one of the great watersheds in Irish political history".2 The same term was used in a fairly typical comment on the decline of governmental vigour and support in the Western People's editorial at the end of the campaign: We believe the people desire a change, as much for the sake of democracy as for the humanisation of a once great party which can find itself again and its roots afresh in the cause of the little man. This is why quality control at the ballot box is the greatest need of an election that is a watershed in Irish politics.3 The sense of change was commonly related to the impact and side effects of the vigorous campaign by the Labour Party with its assertive slogan "the seventies will be socialist". The Kerry man commented editorially: It is a new growth for the Irish political scene where a pragmatic centrism has always ruled and where ideological straightjackets of one kind or another have never quite fitted. With this election Labour faces the public for the first time in doctrinaire dress.4 However, perhaps the most frequent comments and most persistent news coverage related to the apparent generational change in Irish politics marked both by the disappearance of so many senior sitting members and by the appearance of new "prestige" candidates in all parties. -
