The panel was comprised of 18 commissioners who are highly regarded as experts in the field, as well as over 25 professional staff members with a broad range of acquisition expertise. Included on the panel was Col. Harry Culclasure, the panel's IT team lead, who worked with Dobbeleare while he was the Project Manager for Army Enterprise Systems Integration Program under the Program Executive Office for Enterprise Information Systems. Housing Executives, Army Leaders Discuss Plan of Action Three major actions must happen to course correct the state of Army housing, said the four-star General Officer responsible for Installation Management during a forum with the presidents of the Residential Community Initiative companies, April 26. During an RCI CEO roundtable at Redstone Arsenal, Alabama, to address widespread reports of deficient housing conditions, Army Materiel Command Commander Gen. Gus Perna told the seven executives responsible for privatized housing across the Army to maintain focus on Soldiers and families through the phases. "The bottom line is that we must win back the trust of our residents," Perna said. "It is about action, not words." First, the current focus and response to the issues must continue, including timely completion of work orders, proper quality control measures to ensure standards are met, quarterly town halls to keep residents informed and additional oversight and involvement by Garrison Commanders, said Perna. Big Changes Coming To the Future of Army History The Army Center of Military History realigned under Army Training and Doctrine Command May 1 to better promote history at schoolhouses across the force, officials recently announced. The center's mission will remain the same and its activities will continue at Fort Belvoir, Virginia; and Fort McNair in Washington, D.C. Under TRADOC, a four-star command, the center will have further access to inspire and educate Soldiers from trainees in basic combat training to officers at staff colleges. "It allows us to much more effectively do what we do on behalf of the Army," said Charles Bowery Jr., the center's director. (More: www.army.mil/article/217965)

US Military, Partner Nations Assess Future Warfighting Capabilities The U.S. Army Joint Modernization Command is supporting Joint Warfighting Assessment 19, a joint multinational military exercise conducted at Yakima Training Center, April 8, 2019 to May 11, 2019. JWA is the U.S. Army's largest annual joint multinational live exercise in which the U.S. military and partner nations assess 28 future warfighting concepts, capabilities and formations in a large-scale and realistic battlefield exercise. "JWA 19 is the Army future and modernization training ground," said U.S. Army Brig. Gen. Johnny K. Davis, the commanding general for the Joint Modernization Command. "When we peer into future operational environments and consider our capabilities within that environment, we need an avenue to assess and evaluate our capabilities. That's where JWA 19 comes in." Community Strengths and Themes Assessment (CSTA) The Rock Island Arsenal Commander’s Ready and Resilient Council (CR2C) is conducting a comprehensive Community Strengths and Themes Assessment (CSTA) to assess the RIA community for health-related risk factors and needs. The CSTA takes a holistic approach to assess the community’s perception of health, quality of life, health-related concerns, and the availability of programs and services to meet your needs within the environment of an Army Installation. The survey can be accessed during the period May 1-31. The responses to this survey are anonymous and no effort will be made to identify any individual. The results will provide the opinions and values of the RIA community. This information, combined with the perspectives of the senior leaders, service providers, and subject matter experts on the Council, will be used to create the CR2C’s Community Health Improvement Plan (CHIP). The CSTA is open to all members of the RIA Team, which includes all service members and their family members, all Army civilians, defense and federal partners, retired service members and their family members, and contractors. STRONG B.A.N.D.S. Campaign Encourages Everybody to 'Reach Your Peak' "Reach Your Peak" is the theme for the U.S. Army's ninth annual STRONG B.A.N.D.S. campaign in May, emphasizing physical health and well-being as vital components of readiness and resiliency. Seventy- seven Army garrisons and locations will hold STRONG B.A.N.D.S. (Balance, Activity, Nutrition, Determination, Strength) programs and activities that support health and physical fitness in May. The Installation Management Command's G9 Family and Morale, Welfare and Recreation's Army Sports, Fitness and Aquatics program is coordinating the 2019 campaign. The campaign is timed to coincide with National Physical Fitness and Sports Month. The program is open to all Soldiers, Family members, veterans, retirees and military civilian employees. The Mississippi Valley Regional Blood Center is hosting a blood drive in the room outside the CRD Room (in Bldg. 60), on May 10 and 17. ASC Blood Drive: ASC is hosting a blood drive on Thursday, April 18, in the mobile donor bus parked in front of Building 390. Morel Mushroom Hunting Prohibited on Arsenal Island Due to operational security, liability, and safety issues, Morel mushroom hunting and picking is prohibited throughout Arsenal Island. This includes both the general public, the Arsenal Island workforce, and RIA housing residents. Morels are one of the most desired wild mushrooms in the world. They are not farmed like most grocery store mushrooms, Cremini, Portobello, Oyster, etc. but gathered in the wild. The part that we eat is the fruiting body of the underground organism called mycelium that has a complex symbiotic relationship with trees. Every spring mushroom enthusiasts, foraging chefs, and an ever growing group of commercial harvesters hunt these little forest treasures. Morels vary tremendously in appearance. Their shape can be oblong to bulbous. Their color can be blonde to grey. Their size can be smaller than your fingertip to larger than your hand. Their most identifiable characteristic is what’s typically described as a honeycomb like exterior. Bees are more methodical though. The ‘combs’ or pits on the outside of morels can be tight or loose and form an imperfect pattern. The inside of morels are hollow and white'ish and up close you can detect a goosebump-like texture. The base of the cap joins to a white'ish stem which can be short or tall and the hollow of the cap runs continuous into the stem (this is important to distinguish it from some false morels).

Free Boating Safety Classes The U.S. Army Corps of Engineers Project announces they will be offering multiple opportunities to attend a free boating safety education class. The classes will be held on Saturday, April 27, and Saturday, May 11 and 18. Each class will run from 8 a.m. - 4:30 p.m., and only one 8-hour class is required to complete your certification. This class is recommended for people who are new to boating, families that enjoy weekend boating adventures, or seasoned boaters who would like to brush up on their safe boating knowledge. Anyone age 12 and over can be certified. This is a classroom based safety course and will not include any on-the-water experience. Upon successful completion of the class and exam, participants will be issued an Illinois DNR Boat Safety Certification which is honored in both Iowa

Remembering Our Fallen National Touring Memorial Exhibit A very emotional memorial exhibit, "Remembering Our Fallen," will be on display in the North lobby of the Isle Casino Hotel at 1777 Isle Parkway in Bettendorf, Thursday, May 2, through Sunday, May 12. This national memorial of Remember Our Fallen and the state memorial of Remembering Our Fallen from Iowa reminds Americans of the ultimate sacrifice made by those who died from wounds suffered in Iraq and Afghanistan while wearing our country's uniform. The free exhibit will be open to the public each day from 6 a.m. to 10 p.m. "We're extremely proud to host this incredible exhibit at the Isle Casino Hotel," says Nancy Ballenger, Vice President and General Manager, Isle Casino Hotel. "Our veterans and fallen soldiers have done their duty to defend our freedom. Many have given a lot, while countless others have given all. It's our duty to honor them." The memorial includes 31 tribute towers with military and personal photos of more than 5,000 of our nation's Fallen since Sept. 11, 2001. This memorial was unveiled nationally at the steps of the Lincoln Memorial in Washington, D.C. on Thursday, Sept. 7, 2017. "We are humbled to have an opportunity to remember our country's heroes through the Remembering Our Fallen National Touring Exhibit," said Dave Herrell, President and CEO, Visit Quad Cities. "The sacrifices made by so many brave men and women is a sobering reminder that our freedom and hope for a better nation is built by the ultimate sacrifice by patriots. We are extremely grateful for the partnership with Patriot Productions, the Isle Casino Hotel, and the City of Bettendorf as we display this exhibit for visitors and Quad Citizens to pay tribute and remember these brave Americans." Organizers of the exhibit are asking for help in contacting Gold Star families to include every single American who has died since Sept. 11, 2001, in The War on Terror. There is no fee to families. They are asked to visit www.patrioticproductions.org and provide basic information and two photos for their Fallen loved one. A directory of the Fallen, along with the tour schedule and additional information, are available at the same website. During the Remember Our Fallen memorial exhibit, the Vietnam veterans reunion will take place at the Isle Casino Hotel from May 2-5. A Vietnam veteran's memorial will also be on display during the reunion in the same location. Several hundred veterans from across the United States will be coming to the Quad Cities for the reunion. Additionally, from May 9-12 the Army Divisions Association of Military Reunion Planners will stay at the Isle Casino Hotel for a Quad Cities familiarization tour. The association represents 26 military divisions. During their visit, they will tour the Quad Cities and Rock Island Arsenal to learn more about our area to host future military reunions here. Isle Casino Hotel, Visit Quad Cities, and the City of Bettendorf look forward to hosting our military in the Quad Cities, remembering the sacrifices our men and women in uniform have made for us and our country, and showing our pride for our U.S. military.

NDIA Iowa-Illinois Chapter 12th Annual Midwest Government Contracting Symposium The National Defense Industrial Association Iowa-Illinois Chapter will hold its 12th Annual Midwest Government Contracting Symposium Wednesday and Thursday, May 22-23, at the TaxSlayer Center in Moline. Memorial Day Flag Placement Cemetery volunteers are needed for placement of American flags on Thursday, May 23. The Rock Island National Cemetery is seeking volunteers to place American flags at the headstones of fallen service members in honor of Memorial Day. Work to place the flags will begin at 4 p.m., Thursday, May 23, rain or shine. Please plan to arrive early due to the incredible support from the greater Quad Cities area, which will result in high traffic into the Cemetery. In the event of severe weather, flag placement will be 4 p.m., Friday, May 24. All volunteers need to show up inside the cemetery to receive flags and instructions. Work to remove the flags begins at 8 a.m., Tuesday, May 28, weather permitting.

Show Support for National Poppy Day The American Legion Family has called upon Congress to designate May 24, 2019, as National Poppy Day to expand awareness and provide support everywhere for all who have served and sacrificed in the U.S. armed forces. “The American Legion is pleased to bring Poppy Day to the United States, joining countries around the world who use the symbolic flower to remember our fallen and support the living,” American Legion National Commander Charles E. Memorial Day Ceremony A Memorial Day Ceremony will begin at 10:45 a.m., Monday, May 27, at Rock Island National Cemetery. There will be no parking at the cemetery for this ceremony except for individuals who are wheelchair bound. Parking for all others will be behind Memorial Park in the large lot. Buses will be transporting people from the parking lot to the cemetery and will run 9 a.m. to 1 p.m. Visitors should arrive early to ensure enough time to park their vehicles and be transported to the cemetery. Memorial Park is located off of the main Island road, Rodman Avenue at the corner of East Street. For more information, call 309-782-2094. Memorial Day represents a day of national awareness and reverence, honoring the military men and women who gave their lives in defense of the nation and its values. Memorial Day honors fallen service members while Veterans Day is an opportunity for Americans to publicly recognize living military veterans. Memorial Day was originally known as Decoration Day. It was first widely observed on May 30, 1868, to commemorate the sacrifices of Civil War Soldiers and a day to honor the nation's Civil War dead by decorating their graves. Maj. Gen. John A. Logan, commander-in-chief, Grand Army of the Republic, proclaimed May 30 as Decoration Day by General Order No. 11. The Uniform Monday Holiday Act moved Memorial Day from May 30 to the last Monday in May. The law took effect in 1971 at the federal level. In 2000, Congress established the National Moment of Remembrance on Memorial Day.

Each group will participate in two structured activities:  Three-minute speed networking with seven community and seven senior Army Arsenal leadership.  Three 15-minute segments on tactical leadership with Patrick Allie, director of the Arsenal Museum, using historical battlefield facts and artifacts to give lessons that are relevant for the leaders of today. Don't worry - there will be time for general networking with all leaders and participants as well. Honor Flight of the Quad Cities Honor Flights are free to veterans who served during a time of conflict (such as WWII, Korea and Vietnam). While there, veterans will get to see the monuments erected in their honor. The public is urged to attend the welcome home at the Quad City International Airport at 10 p.m. The next flights will be:  Thursday, May 30  Thursday, Sept. 12  Thursday, Oct. 31 Honor Flight of the Quad Cities asks that you do not call, but wait for them to call you. Veterans are assigned slots in order of date that applications were received, with WWII and Korean veterans being given priority. RIA Transportation Office Personal Property Peak Season FY19 The busiest time of year for personal property movement within the Department of Defense is quickly approaching. CVMA 39-4 Annual Patriot Ride On June 15, the Combat Veterans Motorcycle Association, Chapter 39-4 will be raising money for veterans and their families in the Quad City area. The motorcycle ride will be an all-day event and end with a silent auction, live band, gun raffle, food, and drink. 17th Annual Illinois Motorcycle Freedom Run The Illinois Motorcycle Freedom Run will take place Saturday, June 15, at the Middle East Conflicts Wall Memorial, 200 Riverfront Dr., in Marseilles, Illinois. Arsenal Traffic/Construction

 Installation Service Status Due to flooding in downtown Davenport, the Government Bridge and the Davenport Gate are closed until further notice. All inbound and outbound traffic entering and exiting the Arsenal on the west side of Island will have to use Rock Island Gate. To enter the Rock Island Gate all vehicle traffic will have to use Highway 92. The Arsenal viaduct and Fort Armstrong will be open to Arsenal traffic only, all other traffic should use a different route. Fort Armstrong with be closed at the intersection of Beck and Fort Armstrong and vehicle traffic will not be allowed to cross the Government Swing Bridge into Iowa. The Rock Island Gate will open Monday through Friday at 4:30 a.m. for inbound and outbound traffic and close at 8 p.m. The Rock Island Gate will be open normal hours on Saturday and closed on Sunday. Blunt Road is closed until further notice. On-Post Road Closures Apply To Vehicles, Pedestrians Law Enforcement has noticed an increased amount of pedestrians walking on Davenport Drive between the boat ramp and the Davenport House and on Blunt Road. As a reminder these roads are still closed to all pedestrian and vehicle traffic until further notice due to the high river levels. Once these roads are safe to walk on another message will be put out. Below is a list of all roads and gates that are still closed to pedestrian and vehicles until further notice:  The Government Bridge is closed until further notice.  The Davenport Gate is closed until further notice.  Blunt Road is closed to pedestrian and vehicle traffic until further notice.  Davenport Drive between the boat ramp and new the new housing area is closed to pedestrian and vehicle traffic until further notice.

Blunt Road Continued Closure during High Water Because of high water river levels on the Mississippi River, the Directorate of Public Works is continuing the closure of Blunt Road and the levee along Blunt Road to all pedestrians, bicyclist and non-emergency vehicle traffic until further notice. There is no imminent danger, but this closure provides another level of safety and helps ensure the integrity of the levee is maintained. Dyke Road from the Tank Test Track located behind the cemetery and Cannon Flats to the Moline Arsenal Bridge is also closed because of high water. These areas will remain closed until further notice.

Repairs to Building 110 Northeast Entrance Steps Effective May 1, the Directorate of Public Works began a project to repair the northeast entrance steps to Bldg. 110. The steps have been closed since last fall due to safety reasons. The project will include demolition of the current steps and installation of new steps and a handicap ramp. The project is scheduled to be completed by Tuesday, July 9, dependent on weather.

Viaduct Work Affects RIA Gate Hours, Traffic Effective April 22 through Thursday, Aug. 1, repair work will be done on the Rock Island viaduct. The viaduct will be closed nightly for repair work during the week from 8 p.m. until 5 a.m., Sunday night through Thursday night. The viaduct will be open for normal operations between 5 a.m. on Friday morning through 8 p.m. Sunday evening. The work includes removal and replacement of the parapet wall and street lighting. Both the Davenport and Rock Island gates will be opened at 4:30 a.m. each weekday morning for access from the Government Bridge. Traffic control measures will be placed at appropriate locations. Please use caution when traveling in or near the area.

Rock Island Viaduct Sidewalk Remains Closed to Pedestrians "Sidewalk Closed" signs remain at either end of the Rock Island Viaduct sidewalk. These signs were placed because of the tripping hazard that the condition of the sidewalk presents. The suggested alternative route is using the American Discovery Trail and Pedestrian Bridge, which will be the sole way for pedestrians to transit across the bridge as this summer's viaduct repairs will eliminate the sidewalks from the bridge entirely.

Traffic, Gate Hours Change Due to 1-74 Bridge Construction There are now major detours, a lane closure on the bridge, and a thru-traffic bypass demanding the most of motorists' patience. On Arsenal Island, the gate hours at the Moline Gate are unchanged (open 24 hours, seven days a week). The Rock Island Gate hours of operation are extended by one hour and will close at 9 p.m. Monday through Friday (4:30 a.m. - 9 p.m.) and remain the same on Saturdays (8 a.m. – 7 p.m.) and on Sundays (closed). The Davenport Gate hours remain unchanged (Monday through Friday: inbound 5:30 a.m. - 8:15 a.m.; outbound 2-5:30 p.m.; Saturday and Sunday: closed). Traffic changes resulting from the I-74 Bridge Construction include:  Iowa-bound Interstate 74 through-traffic are detoured to I-80 and I-280.  Traffic heading to downtown Moline cannot use Interstate 74 north of Avenue of the Cities. Traffic are instead routed off the interstate and onto 19th Street, which runs parallel to and just east of the interstate. Local traffic can access the one open westbound (Iowa-bound) lane of the existing bridge from River Drive. The other downtown ramp are not accessible.  All on- and off-ramps for Illinois-bound traffic will remain open during the 2019 season.  Local traffic on the Iowa-bound span must exit at Grant Street/U.S. 67 in Bettendorf.  Through May, traffic in Bettendorf is rerouted from Grant Street to 14th Street to Kimberly Road, then Middle Road, to continue westbound. The traffic-pattern changes have long been planned to accommodate the remaining interstate lane expansions in the corridor in addition to the bridge construction. But Iowa DOT officials in charge of the project also are dealing with unexpected developments. The erection of the basket-handle arch is essential to the opening of the westbound span. Until the arch is finished, the contractor cannot lay the road surface on the portion of bridge between the arches. The agreement with lead contractor Lunda Construction had targeted this spring for completion of the arch, which would have made the new Iowa-bound span ready for use in November. But last year's flooding, the anticipated flooding this spring, snows storms, extreme cold and ice in the river have delayed progress on the arches. Under the circumstances, the new target is to have the westbound span open by the middle of 2020. The plan is to move local traffic onto the new lanes before the opening of the westbound span to through-traffic.

Building/Space Closures

 Work to Resume on Project to Re-point Stone Shops, Buildings 102-104 and 108-110 Effective April 1, contract personnel began replacing mortar at the SW corner of Building 102, to complete the final stage of the re-point project. As the contractor moves around the buildings, the areas of work will be fenced off. As work proceeds above doorways, access will be curtailed, exterior barricades will be placed and interior signage will be placed notifying occupants of emergency exit only. Emergency Services will have access to doors at all times and in the case of an emergency, the contractor will cease operation to allow for safe egress of employees. The contractor will erect scaffolding over accessible entrances in order to keep them open during the project. The project completion date is Friday, May 31, but may be extended due to weather or other unforeseen site issues.

 National Military Appreciation Month 2019 National Military Appreciation Month (NMAM) is celebrated every May and is a declaration that encourages U.S. citizens to observe the month in a symbol of unity. NMAM honors the current and former members of the U.S. Armed Forces, including those who have died in the pursuit of freedom. The month of May is characterized by six national observances which highlight the contributions of those who have served. The six national observances during National Military Appreciation Month are:  Public Service Recognition Week (PSRW) o Date: Sunday, May 5 – Saturday, May 11. Celebrated the first full week in May. o About: A time set aside to honor the men and women who serve our Nation as federal, state, county and local government employees and ensure that our government is the best in the world.  Victory in Europe Day AKA V-E Day or VE Day o Date: Wednesday, May 8 o About: May 8, 1945, is the day when Germans throughout Europe unconditionally surrendered to the Allies. This day marked the end of World War II in Europe.  Military Spouse Appreciation Day o Date: Friday, May 10. Traditionally set for the Friday before Mother’s Day. o About: A day to honor military spouses with appropriate ceremonies and activities. Recognizes the important role our military families play in keeping our Armed Forces strong and our country safe.  Armed Forces Day o Date: Saturday, May 18. Celebrated the third Saturday in May every year. o About: A single holiday for citizens to come together and thank our military members for their patriotic service in support of our country. This day honors everyone serving in the U.S. Military branches; Air Force, Army, Coast Guard, Marines, Navy. There is also Armed Forces Week which typically leads up to Armed Forces Day, although it is not an official observance, many activities are planned nonetheless during the week.  Memorial Day o Date: Monday, May 27. A federal holiday observed on the last Monday in May. o About: A remembrance of our veterans. Commemorates the men and women who died while in military service. History of NMAM – In 1999 Senator John McCain introduced legislation to designate the month of May as National Military Appreciation Month. Both the Senate and House of Representatives adopted resolutions calling for Americans to recognize and honor U.S. Service Members during NMAM. These proclamations also urge the President to issue a proclamation calling on the people of the United States to observe NMAM.

Military Spouse Appreciation Day The Army will celebrate Military Spouse Appreciation Day on Friday, May 10, and recognize Army spouses for their tremendous loyalty, strength, and commitment to Soldiers and today's Army. Military Spouse Appreciation Day as part of the National Military Appreciation Month is an annual observance. This day is an opportunity for the Army to reaffirm its unwavering support to Army spouses for their contributions to readiness. On May 23, 1984, President Ronald Reagan issued the first Military Spouse Day proclamation. The proclamation recognized the profound importance of a military spouse's commitment to the readiness and well-being of Service members. The Secretary of Defense later standardized the date by declaring the Friday before Mother's Day as Military Spouse Appreciation Day. In 1999, Congress made Military Spouse Appreciation Day a part of National Military Appreciation Month. Army Spouses are an important part of the Army Family and contribute to readiness by enabling Soldiers to remain focused on their missions. For more than 243 years, spouses have supported Soldiers on the field and on the home front. Army spouses are vital to the strength, resilience, and readiness of the Soldiers and military communities. They are actively engaged in the local communities while helping the Soldiers serve, reintegrate, and remain strong.

The guest speaker will be 2nd Lt. Trang Jorgensen, Rifle Platoon Leader, Iowa Army National Guard. Jorgensen was born in Bien Hoa, Vietnam and immigrated to the states in 2000. Then she enlisted into the Iowa Army National Guard in 2010, attended Basic Training in June 2011, graduated high school in May 2012, and then attended Advanced Individual Training in June 2012. Jorgensen served her enlisted time as a Geospatial Imagery Intelligence Analyst from 2010 to 2016, before being commissioned in August 2016 as an Infantry Officer. She became the first woman in the Iowa Army National Guard commissioned in the infantry. From June to October 2018, she attended Infantry Basic Officer Leader Course and is currently serving as a Rifle Platoon Leader in C Company, 1-168th Infantry Regiment. Jorgensen has a Bachelor's Degree in Psychology and an Associate's Degree in Pre-Engineering. Asian American Pacific Islander Heritage Month is celebrated each year during the month of May. Fatherhood at Camp Abe Lincoln May's Fatherhood Program activity will be held at Camp Abe Lincoln in Blue Grass, Iowa on Thursday, May 16, 5:30-7:30 p.m. Participants will practice their archery skills and learn how to build a fire. Five Love Languages for Couples Growing a successful marriage is no easy task, especially when you add in the stressors of a military life. The discussion will be led by Jocelyn Green, the co-author of the Military Edition of Gary Chapman's Five Love Languages series. Deadline to Transfer GI Bill Benefits Coming This July Soldiers with over 16 years of service who want to transfer their Post-9/11 GI Bill to a dependent must do so before July 12, or risk losing the ability to transfer education benefits. Last year, the Department of Defense implemented a new Post-9/11 GI Bill Transfer of Education Benefits, or TEB, eligibility requirement, which instituted a "six- to 16-year cutoff rule," said Master Sgt. Gerardo T. Godinez, senior Army retention operations NCO with Army G-1. Further, Soldiers who want to transfer their education entitlement must have at least six years of service, he said. All Soldiers must commit to an additional four years of service to transfer their GI Bill. However, Soldiers who are currently going through the medical evaluation board process cannot transfer GI Bill benefits until they are found fit for duty under the new DOD policy. Transfer of Post 9/11 GI Bill Education Benefits, DODI 1314.13 Change 1 The Office of the Secretary of Defense (OSD) released a change to the Transfer of Post 9/11 GI Bill Education Benefits (TEB) instructions, implementing new eligibility requirements in order to transfer benefits to qualifying dependents. There is no change to current provisions. Service members must have at least six years of qualifying service to apply to transfer benefits and must make a four-year commitment in the Armed Forces. However, effective July 12, eligibility to transfer Post-9/11 GI Bill education benefits will be limited to service members with at least six years, but not more than 16 years, of total creditable service. The intent of the changes is to align policy with 38 USC 3319, “to promote recruitment and retention in the uniformed services.”

This Week in Rock Island Arsenal History – May 8-14 On May 9, 1898, the RIA received a war production order for the manufacture of 102 field carriages and limbers, 17 battery wagons and forges. The dam of Locks and Dam 15 was completed on May 9, 1934. On May 10, 1864, the remains of Col. George Davenport were removed from Arsenal Island and taken to Chippiannock Cemetery in the city of Rock Island. Excavation work for the construction of Shop D (Bldg. 61) began on May 11, 1871. Col. Thomas Baylor was appointed commanding officer of the RIA on May 12, 1886.

 Army Research May Be Used To Treat Cancer, Heal Combat Wounds Army research is the first to develop computational models using a microbiology procedure that may be used to improve novel cancer treatments and treat combat wounds. Using the technique, known as electroporation, an electrical field is applied to cells in order to increase the permeability of the cell membrane, allowing chemicals, drugs, or DNA to be introduced into the cell. For example, electro-chemotherapy is a cutting-edge cancer treatment that uses electroporation as a means to deliver chemotherapy into cancerous cells. The research, funded by the U.S. Army and conducted by researchers at University of California, Santa Barbara and Université de Bordeaux, France, has developed a computational approach for parallel simulations that models the complex bioelectrical interaction at the tissue scale. A New Take on Mental Health – Post Traumatic Growth May is Mental Health Awareness month, which provides us with an excellent opportunity to talk about a much-discussed, and often misunderstood, subject that affects all of us. More importantly than just talking, however, are the actions we can take to make a meaningful difference in our own mental health and the mental health of those we care most about. As a society, we mistakenly talk about mental health in binary terms. Either someone has mental health issues or they don’t. If they have mental health issues, they are diagnosed, and their symptoms are treated with a combination of talk therapy and medication. The objective is to make people feel less bad, and success is defined as a meaningful (although often short-lived) reduction in their symptoms. The truth about mental health is much different. We will all find ourselves at different points along the mental health continuum during the course of our lives. We will come to know trauma and triumph, success and struggle, pain and purpose. When we do struggle, we can do far better than just minimizing symptoms; we can learn how to grow, gain strength, and struggle well because of those challenges.  Telehealth Video Technology Is Helping the VA Reach More Vets The Department of Veterans Affairs is at the forefront of digital medical technology innovation. The VA has pioneered telehealth, and recent advances in providing telehealth services have made it the largest telehealth program in the country. For the first time ever, the VA surpassed more than one million annual video telehealth patient visits last fiscal year. More than 393,000 veterans are using video technology to monitor their prescriptions at home, check in with their primary-care teams, and consult with specialists hundreds of miles away. More than 780,000 veterans used one of the VA's three telehealth features during more than 2.2 million interactions with more than 900 VA sites to access clinical care in more than 50 medical specialties.
