1. Agreement

For the purpose of this report the following agreement was made between the client and the Knowledge & Information Management Directorate.

This work was requested by DCFO Hagen and received November 2010.

The Manager1 has approved this report/ piece of work can be undertaken by the Knowledge & Information Management Directorate.

If the scope of the work changes, authorisation must be again obtained and would be noted within the version control document sheet.

It was agreed that this report would be produced in draft format by January 2011, and would be sent electronically to the Director of Knowledge & Information Management Directorate and Client for comment.

The Manager / Client agreed that their comments would be received back by January 2011.

The final report, which will always be in PDF format, would be produced by January 2011, subject to receiving comments.

2. Summary

This report provides an overview of deliberate secondary fire incidents attended in Liverpool during the 2010 Bonfire Period, with a comparison against previous years. The key points in Liverpool are as follows: There was a reduction of 8 (2.5%) deliberate secondary fires between the 2009 Bonfire Period and 2010 Bonfire Period. Between the 2006 and 2010 Bonfire Periods there has been an overall reduction of 418 (57.7%) deliberate secondary fires. The reduction of 39 (18.5%) “Refuse” fires was the sole contributor the overall reduction in deliberate secondary fires. “Grassland” fires increased by 15 and “Intentional Burning / Bonfires” increased by 11 from the 2009 Bonfire Period to the 2010 Bonfire Period. When comparing the 4th - 6th November in 2010 and 2009, there was an overall increase of 19 (19.8%) incidents. However there was a reduction of 7 (10.6%) incidents when comparing the 5th individually across the two periods. The majority of incidents were once again focused in the north of the district, with: , Kensington & Fairfield and all witnessing numerous incidents. Of the wards in the south of Liverpool, -Garston and Riverside witnessed several incidents during the 2010 Bonfire Period, as was the case during the 2009 period. The City Centre station ground accounted for the greatest increase in incidents, with 14 more incidents during the 2010 Bonfire Period. station ground witnessed the greatest number of incidents during both the 2009 and 2010 Bonfire Periods. The greatest reductions were witnessed in the , Speke- Garston and Croxteth station grounds, with reductions of 10, 9 and 9 respectively. Clubmoor was once again the ward to witness the greatest number of incidents during the 2010 Bonfire Period. However the ward witnessed a reduction of 15 (36.6%) incidents, the greatest reduction of any ward in Merseyside. The most incidents during the 2010 Bonfire Period occurred on the 5th and 6th November, as was the case with previous years. The peak hour for incidents during the 2010 Bonfire Period was 20:00-20:59, an hour later than during the 2009 Bonfire Period. Two of the three Violence at Work (VAW) incidents occurred in hotspot areas for deliberate secondary fires, the Richard Kelly Drive (Clubmoor) and Boaler Street (Kensington & Fairfield) areas.

3. Introduction

Traditionally the Bonfire Period leads to heightened numbers of incidents, specifically Deliberate Secondary Fires, this report focuses on such incidents. Secondary Fire incidents include Bonfires, Refuse Fires, Grassland Fires and Fires in Derelict Structures.

This report presents an analysis of incidents during the 2010 Bonfire Period in Liverpool, in relation to previous years, in particular 2009 and a 5 year retrospective. For the purpose of this report the Bonfire Period covers the following time frame: 00:00:00 19th October to 23:59:59 7th November, allowing for a direct date-to-date comparison.

This report aims to assess the impact of initiatives led by Merseyside Fire and Rescue Service, as well as partner agencies within this period.
