While COVID-19 related-research is now in overdrive, most other research has been slowed down or stopped due to pandemic-induced closures of campuses and laboratories. We are deeply concerned that the people who comprise the research workforce – graduate students, postdocs, principal investigators, and technical support staff – are at risk. While Federal rules have allowed researchers to continue to receive their salaries from federal grant funding, their work has been stopped due to shuttered laboratories and facilities and many researchers are currently unable to make progress on their grants. Additionally, researchers will need supplemental funding to support an additional four months’ salary, as many campuses will remain shuttered until the fall, at the earliest. Many core research facilities – typically funded by user fees – sit idle. Still, others have incurred significant costs for shutting down their labs, donating the personal protective equipment (PPE) to frontline health care workers, and cancelling planned experiments. Congress must act to preserve our current scientific workforce and ensure that the U.S.

While the latest report from the Centers for Disease Control and Prevention lists West Virginia, Ohio, New Hampshire, Pennsylvania, and Kentucky as the five states hardest hit, all of us know this crisis has ravaged other states, too. The statistics are heartbreaking: on average 115 Americans die every day from an opioid overdose – that is nearly 5 people per hour. I said it before and will say it again. Now more than ever, we must come together and strengthen our commitment to fight this scourge – it requires an all-hands-on-deck approach. Today’s hearing is the first of three legislative hearings on combating the opioid crisis. It is the product of the Member Day the Health Subcommittee held last October, where over 50 bipartisan Members of Congress – both on and off the Energy and Commerce Committee – shared their personal stories on how the opioid epidemic has devastated their communities while also offering potential legislative solutions. Since then, our teams have been hard at work examining these policies and engaging the relevant stakeholders. There are two panels of witnesses before our subcommittee today. However, we remain alarmed by the continuation of Saudi Arabia’s unconscionable blockade of Yemen. Particularly in light of a CNN investigation finding that “the U.S.-backed Saudi blockade is leading to deadly fuel & food shortages in Yemen, where hospitals are full of starving children,” we urge you to use all available U.S. leverage with the Saudi regime to demand an immediate and unconditional end to its blockade, which threatens 16 million malnourished Yemenis living on the brink of famine.1 We are deeply concerned by CNN’s reports that the major port of Hodeidah “is now a ghost town,” and that “hundreds of food aid trucks sit parked in a line stretching for miles,” without fuel, as their cargo spoils. “Saudi warships have not allowed any oil tankers to berth at Hodeidah since the start of the year,” CNN reporter Nima Elbagir observed, citing the World Food Programme, which documented that more than a dozen ships carrying 350,000 metric tons of commercial fuel have been prevented from
