Congress of the United States Washington D.C. 20515 April 29, 2020 The Honorable Nancy Pelosi The Honorable Kevin McCarthy Speaker of the House Minority Leader United States House of Representatives United States House of Representatives H-232, U.S. Capitol H-204, U.S. Capitol Washington, D.C. 20515 Washington, D.C. 20515 Dear Speaker Pelosi and Leader McCarthy: As Congress continues to work on economic relief legislation in response to the COVID-19 pandemic, we ask that you address the challenges faced by the U.S. scientific research workforce during this crisis. While COVID-19 related-research is now in overdrive, most other research has been slowed down or stopped due to pandemic-induced closures of campuses and laboratories. We are deeply concerned that the people who comprise the research workforce – graduate students, postdocs, principal investigators, and technical support staff – are at risk. While Federal rules have allowed researchers to continue to receive their salaries from federal grant funding, their work has been stopped due to shuttered laboratories and facilities and many researchers are currently unable to make progress on their grants. Additionally, researchers will need supplemental funding to support an additional four months’ salary, as many campuses will remain shuttered until the fall, at the earliest. Many core research facilities – typically funded by user fees – sit idle. Still, others have incurred significant costs for shutting down their labs, donating the personal protective equipment (PPE) to frontline health care workers, and cancelling planned experiments. Congress must act to preserve our current scientific workforce and ensure that the U.S.

  • Congresswoman Debbie Dingell Represents the 12Th District of Michigan in the U.S
Congresswoman Debbie Dingell represents the 12th District of Michigan in the U.S. House of Representatives. Before being elected to Congress, Dingell was the chair of the Wayne State University (WSU) board of governors. An active civic and community leader, she is a recognized national advocate for women and children. For more than 30 years Dingell served one of Michigan’s largest employers, the General Motors (GM) Corporation, where she was president of the GM Foundation and a senior executive responsible for public affairs. In her commitment to job creation, Dingell led the effort to bring the 10,000 Small Businesses Initiative, a $20 million partnership designed to help create jobs and economic growth, to southeast Michigan. She is a past chair of the Manufacturing Initiative at the American Automotive Policy Council. With values instilled by her Catholic education, Dingell’s activism took root in her passion for issues important to women and children. She successfully fought to have women included in federally funded health research and advocated for greater awareness of issues directly related to women’s health, including breast cancer and women’s heart health. She is a founder and past chair of the National Women’s Health Resource Center and the Children’s Inn at the National Institutes of Health (NIH). She has served on numerous boards related to women’s issues, including the advisory boards for the NIH Panel for Women’s Research, Michigan Women’s Economic Club, Susan G. Komen Foundation, and the board of the Michigan Women’s Foundation. She was a co-founder of both of the first Race for the Cures in Michigan and Washington, DC.

Chairman Michael C. Burgess, M.D. Opening Statement Energy and Commerce Subcommittee on Health Hearing “Combating the Opioid Crisis: Helping Communities Balance Enforcement and Patient Safety” February 28, 2018 Our nation remains in the unrelenting grip of the opioid epidemic. While the latest report from the Centers for Disease Control and Prevention lists West Virginia, Ohio, New Hampshire, Pennsylvania, and Kentucky as the five states hardest hit, all of us know this crisis has ravaged other states, too. The statistics are heartbreaking: on average 115 Americans die every day from an opioid overdose – that is nearly 5 people per hour. I said it before and will say it again. Now more than ever, we must come together and strengthen our commitment to fight this scourge – it requires an all-hands-on-deck approach. Today’s hearing is the first of three legislative hearings on combating the opioid crisis. It is the product of the Member Day the Health Subcommittee held last October, where over 50 bipartisan Members of Congress – both on and off the Energy and Commerce Committee – shared their personal stories on how the opioid epidemic has devastated their communities while also offering potential legislative solutions. Since then, our teams have been hard at work examining these policies and engaging the relevant stakeholders. There are two panels of witnesses before our subcommittee today. First, I would like to welcome Susan Gibson, Deputy Assistant Attorney in the Diversion Control Division at the Drug Enforcement Administration (DEA). Ms. Gibson, we look forward to hearing your thoughts on the progress DEA has made to stem the flow of opioids through our neighborhoods and how these legislative proposals would strengthen the agency’s efforts in what is now a public health emergency for the country.

April 6, 2021 The Honorable Joseph R. Biden President of the United States The White House 1600 Pennsylvania Avenue, NW Washington, D.C. 20500 Dear Mr. President: We greatly appreciate your first steps toward ending U.S. support for the war in Yemen, including announcing an end to U.S. military participation in offensive Saudi actions; a review of weapons sales to Saudi Arabia for use in its six-year air war in Yemen; and a revocation of President Trump’s terrorism designation against the Houthis, with the express purpose of averting a hunger crisis. However, we remain alarmed by the continuation of Saudi Arabia’s unconscionable blockade of Yemen. Particularly in light of a CNN investigation finding that “the U.S.-backed Saudi blockade is leading to deadly fuel & food shortages in Yemen, where hospitals are full of starving children,” we urge you to use all available U.S. leverage with the Saudi regime to demand an immediate and unconditional end to its blockade, which threatens 16 million malnourished Yemenis living on the brink of famine.1 We are deeply concerned by CNN’s reports that the major port of Hodeidah “is now a ghost town,” and that “hundreds of food aid trucks sit parked in a line stretching for miles,” without fuel, as their cargo spoils. “Saudi warships have not allowed any oil tankers to berth at Hodeidah since the start of the year,” CNN reporter Nima Elbagir observed, citing the World Food Programme, which documented that more than a dozen ships carrying 350,000 metric tons of commercial fuel have been prevented from

Democrats retained their majority status in the House, with a reduced margin of 219 Democrats and 211 Republicans.1 Democrats also won control of the Senate, with Vice President Kamala Harris breaking the tie between an equally divided chamber of 50 Democrats2 and 50 Republicans. This 50/50 split of the Senate has only happened three other times in history, leading to weeks of discussions between Senate Majority Leader Chuck Schumer (D-NY) and Senate Minority Leader Mitch McConnell (R-KY), who brokered a power-sharing deal. With a deal in place, Senate leaders joined the House in appointing committee and subcommittee chairs and completing committee assignments, which are detailed below. Changes are marked in red. Congressional Leadership Rep. Nancy Pelosi (D-CA) was re-elected as the Speaker of the House, marking her third session in this role. Sen.
