Yusuf Abramjee is the Head of News and Current Affairs at Primedia Broadcasting. Yusuf is a born newshound, a pillar of his community, an activist and a leader that never rests in his pursuit of the truth and making a difference for South Africa and its people. His passion for community service is evident from his role as a Lead SA activist and his work at the helm of Crime Line, an anonymous tip-off service that is credited with making an enormous difference in fi ghting crime in South Africa. His contribution to community service was recognised in 2013 when he received the Order of the Baobab, Silver from President Jacob Zuma. A National Order is the highest award a country can bestow on its citizens. He is the Second Vice President of Crime Stoppers International (CSI) and also serves as a trustee of the South African National Aids Council (SANAC) Trust.

Alexander MacDonald served with the Bermuda Police Service for thirty-three years before retiring in February 2011 to take up the role of Operations Manager for the Perot Group of companies based in Bermuda.

During Mr MacDonald’s last twelve years with the Police Service, he was assigned the additional task of Police Coordinator for Crime Stoppers Bermuda. His work with the local programme brought him into contact with Crime Stoppers International, which he has serves as Regional Director and later Chairman for the Caribbean/ Bermuda and Latin American Region, and Global Vice President of Crime Stoppers International, and in January 2013, he took up the role of CSI President. During this time with the global organization, Mr MacDonald has assisted local communities in Antigua, Bahamas, Barbados, British Virgin Island, Turks and Caicos and Mexico establish Crime Stoppers programmes within each community.

In 2010 Mr MacDonald was award the Colonial Police Medal (CPM) for Meritorious Services from Her Majesty Queen Elizabeth for his work within the Bermuda Police Service and Crime Stoppers. Mr MacDonald has a Bachelors Degree in Management from University of Maryland (USA), and a Masters of Business Administration from Queens University (Canada)

DR GILBERT LAWRENCE @WesternCapeGov Head of Department Department of Community Safety Western Cape Government Welcome from the Western Cape Government 09:25 - 09:40 His previous positions have included medical superintendent, Groote Schuur Hospital Region, Red Cross Children’s Hospital Regional, Provincial Academic Hospitals, Cape Town and Director: Health for the Western Cape Regional Services Council. He has also lectured at several different institutions throughout South Africa on subjects including community health, philosophy (Paediatrics) and family and child health. Diana Buttu was born to Palestinian citizens of Israel who moved to Canada to protect their daughter. From the discrimination they faced in their homeland. Ms.Buttu was raised Canadian and didn’t really identify as Palestinian until 1987, when she visited Palestine just days before the fi rst Intifada began. After this life- Ðchanging trip, Diana began to work for civil rights and fair application of international law for Palestinians.

Commissioner Dr Simfukwe is a Malawi national seconded to INTERPOL. He is the Head of the INTERPOL Regional Bureau for Southern Africa which is the extension of the INTERPOL General Secretariat and has its head offi ce in Harare, Zimbabwe. He has worked in this position since September 6, 2009. By virtue of his offi ce, he also coordinates the Southern African Regional Police Chiefs Cooperation Organisation (SARPCCO) which is the Law enforcement agency of the Southern African Development Community (SADC). He has a Doctorate degree in Business Administration (DBA) obtained from the Atlantic International University (AIU) in June, 2014; a Master’s degree in Business Administration (MBA) from the Eastern and Southern Africa Management Institute (ESAMI) in 2007; a Bachelor’s degree in Human Resource Management (BA HRM) from the University of Malawi in 1999 and a Diploma in Education from the University of Malawi in 1977.

General Riah Phiyega was appointed as National Police Commissioner in June 2012. Prior to her appointment, she was vice chairperson for the Independent Commission for Remuneration of Public Offi ce Bearers, and chairperson of the Presidential State Owned Enterprise Review Committee. General Phiyega holds a BA in Social Work from the then University of the North, a BA (Hons) from the University of South Africa, and a Master’s in social science from the University of . General Phiyega has been very active in community development and women’s empowerment, having served as a social worker with Pretoria Child Welfare, as director for Development at the National Council for Child Welfare, and as chairperson of the National Welfare Forum.

NKHOSINATHI NHLEKO Minister of Police Republic of South Africa Keynote Address 10:40 - 11:00

Minister Nkosinathi Nhleko was appointed as the Minister of Police on Sunday, 25 May 2014. Minister Nhleko’s commitment to serve the country began at an early age as a student and political activist, a trade unionist and later as an ANC MP. His professional career includes serving as the head of the Special Anti-Corruption Unit in the Department of Public Service and Administration, and as Deputy Municipal Manager for uMhlathuze Municipality. He is the former Regional Commissioner of the Department of Correctional Services in KwaZulu-Natal, and served as a Member of Parliament (MP) from 1994 to 2005. The Minister was previously appointed Director General in the Department of Labour in 2011. As an MP, he served in various capacities, including as Chairperson of the ad-hoc Committee on Funding of Represented Political Parties, Chairperson of the Portfolio Committee on Public Service and Administration, Chairperson of the ANC Caucus, ANC Chief Whip and as a member of the Judicial Services Commission. Minister Nhleko holds a diploma in Labour Law from the Graduate Institute of Management and Technology. He also has a Master’s degree in Leadership and Change Management. The South African Police Service (SAPS) is optimistic that Minister Nhleko will lead the SAPS to greater heights in its effort to become a trusted and effective crime-fi ghting organisation. In 1995, Kalyani was appointed as State Attorney for Johannesburg and later went on to head up the Systems Management and Optimisation Unit at the DOJ as a General Manager. Prior to joining SABRIC, Kalyani served as a Special Director of Public Prosecutions where she also headed up the International Co-operational division for the NPA as well.

DR DAVID LEWIS @Corruption_SA Executive Director Corruption Watch

David Lewis is the executive director of Corruption Watch, a not-for-profi t NGO dedicated to combating corruption. Lewis received his training in economics from the Universities of the Witwatersrand and Cape Town. Between 1975 and 1990 he worked in the trade union movement, in what is now the South African Transport and Allied Workers Union. From 1990 Lewis directed the Development Policy Research Unit, a UCT based research group specialising in trade and industrial policy. Between 1994 and 1996 Lewis was Special Advisor to the Minister of Labour and co- chaired the Presidential Commission on Labour Market Policy.Lewis was a member of the Task Team responsible for drafting the Competition Act. With the promulgation of the Act in 1999 Lewis was appointed Chairperson of the Competition Tribunal, a position which he held until 2009. He was Chairman of the Steering Group of the International Competition Network. Lewis has served on the boards of the National Research Foundation, the Industrial Development Corporation, the Johannesburg Development Agency and South African Airways. He is the author and editor of several books including the recently published ‘Thieves at the Dinner Table’, an account of the fi rst 10 years of competition law enforcement in South Africa. Advocate Vas Soni holds an MA (Philosophy) and LLB degrees respectively, both of which he achieved with distinction. Soni has extensive experience in the law, appearing as counsel in most courts – from the High Court to the Constitutional Court. He has also led investigations in commissions of enquiry, including the Jali Commission of Enquiry into Corruption in Prisons in South Africa, of which he was the Chief Evidence Leader. On various occasions Soni has been appointed as an Acting Judge of the Labour Court and the High Court. He is currently the Head of the Special Investigating Unit (SIU), a position he holds since October 2013.

Marc, a South African Chartered Accountant, is a Partner in the Risk Advisory team of Deloitte South Africa. He transferred over from the UK in January 2013, where he has spent 19 years working with a wide range of clients, in both retail banking , asset management and insurance. He has worked extensively on fi nancial crime related projects over the past 12 years including a number of large Banking AML reviews. Over the past 12 years, Marc has specialised in running large, complex regulatory and remediation projects covering AML, Basel II, Solvency II and Risk Transformation. Marc was seconded to Barclays as acting Head of AML for 9 months and has a led a number of fi nancial crime projects focused on improving the effectiveness and effi ciency of fi nancial crime risk management. He led the internal audit review at Bank of Scotland in 2001 that resulted in the fi rst KYC fi ne in the UK as well as the KYC remediation project for a large global broker-dealer. She is currently the Head of the Victim Identifi cation Center of the South African Police Service. For the last 16 Years, she has been actively involved in DVI efforts, including a number of INTERPOL Disaster Victim Identifi cation (DVI) deployments in the African region and elsewhere. A member of the INTERPOL Standing Committee since, 2001, Brig Ras served as the Chairperson of the INTERPOL Steering Committee from 2004 until 2007, and resumed the post from May 2012 for another two years until May 2014. She has also been serving on a number of international and national working groups in different forensic disciplines. Brigadiers Ras has received merit awards from the United Nations, INTERPOL and the U.S Diplomatic Service Anti-Terrorism Assistance Program. Academic qualifi cations include a B.Sc. (Hons) degree, Higher Education Diploma (HED) and a Diploma in Criminal Law and Forensic Auditing. Brigadier Ras graduated with a B.Sc. Since its creation, Offi cer Zucker has instructed over 15,000 law-enforcement personnel across the United States and six Latin American countries. The goal of this presentation is to educate law enforcement on the global reach of Mexican Drug Cartels that goes far beyond the borders of Mexico.

Brigadier Gérard Labuschagne PhD is the Section Head of the South African Police Service’s (SAPS) Investigative Psychology Section (IPS). The IPS is responsible for assisting the SAPS with investigations of psychologically motivated crimes such as serial sex offences. The Section is also the only unit with a mandate to compile offender profi les for the SAPS. Labuschagne is a clinical psychologist with the Health Professions Council of South Africa and a criminologist with the Criminological Society of Sothern Africa. Labuschagne has testifi ed over 90 times in the High Court and magistrates courts of South Africa. He consults to the National Institute of Justice of the Department of Justice in the USA, and he is a fellow of the International Academy of Investigative Psychology. He is an adjunct faculty member of the California School of Forensic Studies at Alliant International University in the USA and Professor Extraordinarius at the Department of Police Practice at UNISA. He also holds also holds an Honourary Associate Professorship in the Division of Forensic Medicine and Pathology at WITS University. Over the past 12 years he has assisted in the investigation of over 110 serial murderers and over 200 serial rapists. He has provided training to the Belgium Police’s Profi ling Unit, the Australian Federal Police, Scotland Yard, Monroe Country Sheriff’s Department in Florida, and the Los Angeles Sheriff’s Department in California, and Botswana

TINUS ODENDAL 1st Past President of the International Association of Auto Theft Investigators (IAATI) – South African Branch General Manager Operations Zonke Unicode Motor Vehicle Theft 10:00 - 10:30 Tinus Odendal joined the South African Police in 1977 and served in various divisions until he was transferred to the Vehicle Crime Investigation Unit in 1983. He resigned from the Police in 1997 as a Lt Colonel (nationally Second-in-Command of the Vehicle Crime Investigation Units in SA) and was enlisted into the South African Police Reservists where he still serves in a voluntary capacity as a Colonel at Head Offi ce, Detective Service, National Investigation Unit. In 1997 he joined Tracker SA (the Lo-Jack licensee in South Africa) as the National Manger Operational Services until 2010. Tinus then took a sabbatical and re-joined the vehicle crime investigation arena in 2012 as the National Manager Operations at Zonke-Unicode, a company acting as the electronic gateway between Police and the Private Sector on vehicle data. Tinus is a member of The International Association of Auto Theft Investigators (IAATI) since 1990 and is the First Past President of the Southern African Branch (SAB) of IAATI and also still serves on the SAB Board and as Director on the International Board. During his career he received numerous medals and commendations as well as the IAATI and IAATI SAB Director’s Awards for his contribution in the fi ght against vehicle related crime.

Myburgh was responsible for establishing and managing the Computer Forensic capacity of a large Auditing fi rm in SA, and was the Chairman of the Interpol African Working Party on Cyber-crime from 2000 to 2005. He received training in computer crime, Internet and hacking investigations by the FBI and French Police. Jean-Pierre Smith was born on 13 July 1971 in Stellenbosch. Growing up in Kuilsriver, Cape Town, he attended Micro Primary School and matriculated at De Kuilen High School, both in Kuilsriver. He continued his studies at Stellenbosch University where he achieved a B.A. Degree (English) while volunteering at Radio Matie as a DJ and management committee member. He also served on the English Society Committee and Socratic Society (Philosophy Society) and was selected as a Student Assistant Teacher for English Special (English Communication Skills / English Second Language), while doing his English Honours degree..

In 2001, he was elected as Chairperson of the Good Hope Subcouncil (which includes the wards from Hout Bay to the Atlantic Seaboard, the City Bowl through to Woodstock and Observatory and from Pinelands and Langa through to Milnerton).The 2006 local government election saw him being returned to offi ce as ward councillor for the Atlantic Seaboard and being elected again as Chairperson of Good Hope Subcouncil until being asked by the Mayor to serve as the Mayoral Committee Member for Safety and Security, which position he was again appointed to after the recent local government elections in May 2011. In 2004 he started the Yellow Bib Neighbourhood Watch in Sea Point and Green Point with the Sea Point Community Police Forum.

JP currently holds the position of Mayoral Committee member for Safety and Security in the City of Cape Town, which includes the Metro Police, Traffi c, Law Enforcement, Fire and Emergency Rescue Services, Disaster Risk Management and the Public Emergency Call Centre. He is a Proportional Councillor assigned to Langa and serves on the Regional Executive of the Democratic Alliance.

Mr Moyane has served as National Commissioner at the Department of Correctional Services, as Chief Executive Offi cer for the Government Printing Works, as managing director for Engen Mozambique as well as regional coordinator for the regional spatial development initiatives and as chief director for industry and enterprise development at the department of trade and industry. During his period in exile he worked for government departments in Mozambique and Guinea Bissau.

Mr Andrek Panyaza Lesufi , commonly known as Panyaza Lesufi , was Acting Director General of the Department of Basic Education and Special Advisor to the Minister of Basic Education before his appointment as MEC for Education in Gauteng. He also co-chaired the Forum of South African Directors General’s Human Development Sub-committee. He has been a member of the Provincial Executive Committee since 2007, and attended almost all National Conferences and Policy Conferences of the ruling party. He serves in the National Communications Forum, as well as on various ANC sub-committees. Mr Lesufi is the Founding Leader of the Association of Senior Managers of the State (ASMOS) – a body that coordinates the affairs of senior managers in government. He is currently studying towards a Master of Business Administration (MBA) Degree.

The Deputy Minister of Police, Ms Makhotso Maggie Sotyu (MP) was deployed to Parliament by the ruling party, the ANC, in 1999. She served as the Chairperson for the Parliamentary Portfolio Committees of Safety and Security (2003-2009) and Environmental Affairs (2009 –2010). Deputy Minister Sotyu was appointed to the position of Deputy Minister of Police by the President on 1st November 2010, and re-appointed in May 2014.

With her vast experience and passion for the SAPS and its employees, the Deputy Minister will actively support the Minister in his critical mandate of ensuring that everyone in South Africa is and feels safe. Deputy Minister Sotyu has thus been tasked to support the Minister of Police in overseeing the Department of Police Administration (Programme 1) and Visible Policing (Programme 2).

The SAPS is well-pleased that our Deputy Minister, Ms Makhotso Magdeline Sotyu, has been retained as our Deputy Minister. This reappointment is undoubtedly a vote of confi dence in the Deputy Minister of Police and her support of the new Minister of Police in transforming the SAPS into a professional, caring and trusted organisation.

The Deputy Minister of Police holds a Diploma in Economic Policy (University of the Western Cape) and a Certifi cate in Sustainable Development Challenges and Opportunities from the Malawi Institute of Management in Lilongwe.
