Oregon Schools Superintendent Susan Castillo issued a proclamation in support of 2005 as The Year of Languages in the state’s public schools. Castillo said, “Studying other languages has been shown to increase academic skills and performance for students and contributes to career preparation by providing students with the necessary skills in a global marketplace." Portland Mayor Tom Potter has also issued a proclamation designating 2005 as The Year of Languages in the City of Roses. Potter said, “We have growing economic ties to the global community which offer great opportunities but also present challenges as we try to communicate with our international partners.”

Governor Kulongoski proclaimed January 2005 as Language Appreciation Month to kickoff 's YOL. The American Council on the Teaching of Foreign Languages is sponsoring the national celebration. Nationwide activities for April focus on language programs at the college and university level. May events focus on local media promotion of language learning. June activities focus on language education for adults and the role languages play in the workplace and in leisure activities.

The Year of Languages in the United States is similar to celebrations around the globe. 2001 was designated the Year of Languages in Europe and since then, Europeans celebrate one week of language promotion yearly. 2006 has been designated the Year of Languages in China and Chinese citizens are reportedly excited about the opportunity to learn additional languages to prepare for the 2008 Olympics in Beijing.
