MAP DRAWING PANELISTS MOON DUCHIN TISCH COLLEGE SENIOR FELLOW DIRECTOR, SCIENCE, TECHNOLOGY, AND SOCIETY PROGRAM TUFTS UNIVERSITY Moon Duchin is a mathematician at Tufts University who runs the MGGG Redistricting Lab as part of the Tisch College of Civic Life. Her research group has specialists in math, computation, law, geography, and public outreach, and they have developed the Districtr software package for drawing districts and communities of interest. The Redistricting Lab will be working in eight states in 2021 to assist commissions, legislatures, and parallel public processes with public input collection and/or map evaluation. Duchin's work on the geometry of redistricting has been recognized by the Guggenheim Foundation and the Radcliffe Institute for Advanced Study. Recently, one area of research focus is the use of computing to enable districting that better comports with the aims of the Voting Rights Act. Duchin has also worked and lectured on issues in the history, philosophy, and cultural studies of math and science, such as the role of intuition and the nature and impact of ideas about genius. She holds a PhD in Mathematics from the University of Chicago, a Master of Science in Mathematics from the University of Chicago and a Bachelor’s Degree in Mathematics and Women's Studies from Harvard University. He is also director of the Social Science Data Analytics Initiative, a College- level center focused on interdisciplinary data science. He is a geographer with research and teaching strengths in spatial methods and models. Before attending graduate school, he worked in the GIS industry, both in the public and private sectors. He has worked widely on the impact of spatial data error on applications that use such data, and has worked for years with the state of Michigan on policy questions related to the access of Michigan’s citizens to health care services. He has published dozens of peer-reviewed articles, book chapters, and refereed conference papers, and has presented more than 120 papers in national and international conferences on Geographic Information Science research. Smidt is an Associate Professor and Interim Chair in the Department of Political Science at Michigan State University. He primarily studies sources of change in American party politics at the mass and leadership level but has published recent work on redistricting. He previously served as president of the Michigan Political Science Association and has recently been applying election science findings to Michigan, which include predicting turnout and identifying areas of weaker party support. He devotes his research interests to ethics and public policy, professional ethics, and methods of election and representation. FORD SCHOOL OF PUBLIC POLICY UNIVERSITY OF MICHIGAN Tom Ivacko is the executive director with the Center for Local, State, and Urban Policy (CLOSUP) at the University of Michigan’s Gerald R. Ford of Public Policy. He joined CLOSUP at its founding in 2001. Ivacko directs the Center's Michigan Public Policy Survey (MPPS) program, and has been the lead or co-author on more than 90 MPPS publications covering a wide range of state and local government policy topics. He previously served as study manager, program manager and administrator for 11 years with the American National Election Studies at the University of Michigan's Institute for Social Research. Outside of work, Ivacko serves as a board member and past president of a nature area nonprofit organization focusing on stewardship and elementary school environmental educational opportunities in Ann Arbor, MI. Eguia, PhD, is a Professor of Economics and (by courtesy) of Political Science at Michigan State University, and a faculty affiliate of the Institute for Public Policy and Social Research. His research focuses on the areas of political economy, collective choice, and institutional design. He has authored several academic publications on the topics of voting and elections, and in his most recent work, he studies partisan fairness in redistricting maps. [email protected] 517.353.6621 220A Marshall-Adams Hall East Lansing, MI 48824 \ ERIC GUTHRIE STATE DEMOGRAPHER STATE OF MICHIGAN Eric Guthrie serves Michigan as the State Demographer and in that capacity advises and counsels colleagues, the media, and the public on the use, production, and analysis of demographic data. He is a liaison to the U.S. Census Bureau for the state of Michigan and serves on the Federal and State Cooperative for Population Estimates (FSCPE) and the Federal and State Cooperative for Population Projections (FSCPP). He participates in meetings and workshops as an expert in demographic processes and methods. Guthrie has focused on aggregating public microdata into custom geographies and unique subpopulations. This work has resulted in analyses on topic such as post-secondary graduates, youth migration, and the concentration of poverty among pre-K youth in the 3- and 4-year-old age groups. MATT GROSSMANN DIRECTOR, PROFESSOR OF POLITICAL SCIENCE INSTITUTE FOR PUBLIC POLICY AND SOCIAL RESEARCH MICHIGAN STATE UNIVERSITY Dr. Matt Grossmann is Director of Michigan State University’s Institute for Public Policy and Social Research. He is also a Professor of Political Science at MSU. A nationally known political scientist, Dr. Grossmann is an expert on American politics and government whose research spans national and state policymaking, election campaigns, interest groups, and political parties. He has authored numerous journal articles on policy change, political party networks, the legislative process and public opinion. His latest book, Red State Blues was recently made available through Cambridge University Press. He is also editor of the volume New Directions in Interest Group Politics, from Routledge. He received a bachelor’s degree from Claremont McKenna College, a master’s degree in political science in 2002 and doctorate from the University of California, Berkeley, in 2007.
