2020 Spring Meeting Teleconference April 19, 2020

1. The meeting was called to order at 10:00 am

2. Minutes of September 2019 meeting were approved with no corrections.

3. Financial Report – attached – was approved a. Budget Report– Mary Turner presented – updated report attached Committee – Mary Turner, Mike Seip, Nadine Johnson, Anna Summerfeld, Marco Greico Long discussion on Open Water Championship funding. Previously had $5000 budget line – now only $2000 Amendment to proposed budget – Increase budget by $3000 so $5000 will be allocated to Open Water Championships. LSC breakout groups were done. Motion carries for amendment. Mary Turner will line item Open Water Championships as $5000, then 2 open water circuit meets at $2000 each. Question was called – Motion carries.

5. Report of Officers: a. Zone Director report – Tristan Formon and Tim Husson - report attached. General Chairs recommend approval of the Technical Planning Committee proposal to cancel AG and SR Zone meets LC 2020. b. Technical Planning – Jerry Adams – report attached 1. Updated time standards for LC Age Group Zone meet now that 15-18 are not attending. Makes room for more younger swimmers. Senior Zone LC times are unchanged. 2. 3 items were presented and recommended form tech planning for approval: 1) Cancel 2020 Eastern Zone LC Age Group and Sr. Championship meets Approved 2) Spring 2021 Long Course Sectional Meet is run in a 4-day format 3) Spring 2021 Short Course Sectional meets (2) run in 3 ½ day format All 3 motions are carried 3. A motion was made by Tech Planning to make the beginning of the qualifying period for all 2021 Zone Championship meets as January 1, 2019 – motion carries. 4. There is now a sub committee for Open Water charged with working with Tech Planning on planning and developing the Open Water Circuit. Committee members are: Bob Menck, NE, Jenn Lyman, CT, Pat Collins, NJ, Nicholos Poulos, MD, Ellie Soska, NE. c. Zone Championship Coordinator – Bud Rimbault – report attached All bids for 2022 are due by the September Eastern Zone meeting at USAS Virginia and Star Swimming have but in bids for Super Sectional LC for May 13-16, 2021. All bids will be due to Bud no later than May 15, 2020. Discussion on whether to open 2021 meets to out of LSC clubs – tabled until September meeting. d. Athlete Representative – Sara Gaston Athletes are doing good in the zone – Sara has been in touch with athlete reps. All good interactions. If any athlete reps have not been in touch – please send her their name and cell number. e. Age Group Chair – John Yearwood Spring meets were good – no summer one meets. Trying to touch base with age group chairs to see how they are doing and what they are doing. f. Diversity, Equity, and Inclusion Chair – Nadine Johnson – report attached Nadine reported DEI committee meets monthly and are focused on new by-laws. 50% of EZ LSC’s have DEI chairs as voting board members. DEI camp in 2021. 2020 Multi-cultural meet was canceled – reschedule for 2022 – off year from camp. g. Officials Chair – Bob Menck Tough times for all – Will be having an official’s chair meeting via teleconference. Working on ways to keep them interested, updating certs and new ideas. h. Safe Sport Chair – Greg York – attached Congratulations to Maryland for leading in Safe Sport Recognized clubs! Greg will be having a safe sport coordinators meeting. i. Disability Coordinator – Amanda Pope – Amanda was not able to attend the meeting

6. Unfinished Business – Mary Turner – the By-laws task force is looking at other zones by-laws. The Zone Director Council may provide a template. Task force will see if it meets what the EZ needs – they will wait and see and then decide.

Sandi Blumit and George Ward are advising that USA Swimming insurance will be increasing At convention – session on Air and Water quality – do not miss it! Make sure any virtual training meets guidelines and coaches’ certs are up to date b. Mary Turner – Registration Approved Certification extension info was sent out from USA Swimming to clubs. Extensions done due to social distancing and the instructors cannot teach classes. Lifeguard and CPR extensions must be requested from a trainer. Changes are coming to Flex membership – USA BOD to discuss holding off on increase until 2022. c. Mike Switkowski – Diversity, Equity, and Inclusion Task forces for DEI – LSC board member training in DEI, Outreach manuals, update job descriptions, increase Outreach budgets coming though crisis – more will be in need. d. Tom Avichious – USA Swimming - attached Tom spoke about the 5 new programs from USA Swimming Zoom license for clubs – contact Paula D’Amico – [email protected] Insurance for coaches for mental health Last Gold – movie now available to watch for free Virtual Swim Biz – April 27 One America – available for financial questions Also – USA Swimming is re-doing their web site. They are also requesting from the USOC viewing privileges to Olympic races. e. Scott Colby – USA Swimming There are many webinars available on USA Swimming. Scott is available to do live webinars with teams – please email him – [email protected] f. Triston Formon – Age Group Development We should be discussing how to support teams / coaches in the aftermath. I’m less concerned now but will be when we Start to return. No one knows what the landscape will look like. Less kids| Less athletes permitted in facilities | Same pool rental costs - hence the need for differing competitive models.

GENERAL CHAIRS MEETING: COVID 19 Unanimous recommendation from the EZ General Chairs Meeting AND EZ Technical Committee Meeting to support the cancellation of the 2020 Summer Age Group and Senior Zone Championships. LSCs can prioritize and appropriate funds as needed during COVID19. Other discussions included: Athlete mental health concerns, Expanded Outreach population as a result of the impact of COVID19. LSCs should look to become Local Swim Communities working together.

EZ DIVERSITY EQUITY & INCLUSION COMMITTEE The EZ DE&I Committee continues to meet on a monthly basis via teleconference seeking to identify opportunity to BUILD THE BASE. With the ongoing impact of COVID19, these efforts will become even more important as we all navigate the uncertain times ahead.

ZONE DIRECTOR COUNCIL The ZDC continues to meet with USA Swimming staff on a bi-weekly basis via teleconference. COVID 19 We are continuing to monitor the current health situation with respect to the Coronavirus (COVID-19). We hope everyone is staying safe and healthy through this pandemic. We will take direction from USA Swimming concerning resuming competition. They are only making decisions a month at a time. State and local will make the decision when facilities open and practices can resume. USA Swimming reminds us to all work together when that happens in the best interest of all our athletes.

APPROVAL OF 2019 JUNE ZDC MEETING MINUTES (Attached) MSA

ADDITIONS TO THE AGENDA None - MSA

DIVERSITY, EQUITY & INCLUSION MJ and Nadine MJ gave a comprehensive overview of the existing processes and potential adjustments: 1. Zone Diversity Select Camps – have caps selected by certain dates, usually by January 1, of the year that it will be hosted. Staff is looking for at least 5 months of planning. • Bid process – to have it January 1 – February 28; recommendation; of the year before the camp.Approved There is concern in getting facilities to commit that far out in advance. The long window allows for the possibility of delays. • Standards – create a pathway to the next level camps. To use as “AA” standard. National camp is the “AAA” for 13-14. – The athlete needs to come prepared for training. Eastern have also used the IMAX scores. • Future – Morgan, from staff, will be brought in for the coronation of the amps starting in 2020 • Funding, Budget, Financials – reviewing what the 2020 budget with at least $5,000. The 10,000 is a grant and will need receipts to get the full amount, 5K can be asked upfront. It is receipt driven. All moneys should go through the LSC’s; not the zone or USA Swimming. This will help liabilities. 2. Communication flow – when the Zone diversity coordinators send out information the ZD should be included.

3. Process to handle complaints (DEI related) at the LSC and Zone level. – Everything is vetted and checked. Decisions are made if it for the local level of at the national level. If safe sport and/or law enforcement should be included. If it racially motivated, bulling, it could sent to the US Center for Safe Sport. If we feel that it is something that can be done at the local level, we can see it sent back and let the National Office.

ZONE ATHLETE LEADERSHIP Update from the Zone Athletes – WZ – started the process of increasing leadership at the LSC level, started social media; Instagram; CZ – started dialog to get more input from the athletes and to ask if the Zone athletes can also be included in the Zone/LSC workshop in May. If the Zone wants to offer to cover the cost of the athletes, they can. SZ – working on getting leadership opportunity for the athletes, have a summit. USA Swimming is willing to help. EZ – a number of athletes appointed to EZ Committees by Sara.

USA SWIMMING BOD MEETING USA Swimming Updates will be provided by Sean Redmond and Tristan Formon moving forward. Sean and Tristan will be attending the USA Swimming BOD Meeting on November 23rd 2019 in LA.

What is the direction of the ZD council – to pass on information and guidance to the LSC from the National BOD. The minutes from our meeting should be sent to USA Swimming; Joel; and to the LSC GC. Of value is for the Council to have a ZD road map for the new ZD. Make the transition easier. Pam is willing to be part of the task force and JB will be asked to help with this.

2020 CZ / SZ AND EZ / WZ WORKSHOP – have the ZD meet on Sunday morning. How much time will be allocatedApproved for the ZD to meet with the GC from the Zones. The following content was shared with Jane Grosser for consideration when developing content and tracks for the 2020 Workshops: • The Art of the Governance Committee • Increasing Volunteers & LSC education for boards / rotating on going education every three years • Governance committee hints/tips/structure & Volunteers (how to bait but more important how to hook) • Education/Better understanding of USA Swimming camp structures or even training groups w/in the LSC., especially w/talk of distance swimmers getting together to train. • LSC LEAP came in and education was tremendous • Registration Best Practices / Governance Tips

• Strategies to get teams to be proactive & invested in the LSC versus being reactive @ HODs / increasing Athlete Involvement and engagement. • How to apply safe sport at a local meet, such as bathrooms, cameras, etc; and how to enforce these new rules. • With a volunteer board, what fiduciary duty does the board have and when there is a violation of this duty, how do we use the "code of conduct" to remove officers? • New ideas for coaching and athlete clinics.

USA SWIMMING EVENT CALENDAR Content provided by the ZDC was shared with USA Swimming in September for inclusion in the USA Swimming Event Calendar. A PDF of that draft version with the Zone content included is attached.

ZONE DIRECTOR COUNCIL BIOS A PDF of the document that was shared is attached with details received to date. Michael White suggested this become a shared google document. Michael has offered to assist in bringing all ZDC documents into the 21st Century. Joel Shinofield indicated that USA Swimming would post on the web site.

CLUB FEE INCREASE The feedback received thus far here also revolved around the "plan" or lack of a plan for proposed expenditure of the additional monies raised. It will be suggested that a collaborated / unified effort to educate the LSCs in order to “sell” this prior to 2020 USAS. The Zones need to actively engage the LSCs to gather feedback ahead of time. Some folks may potentially be more open to speaking openly and expressing concerns to the ZD than directly to HQ. – Joel would like to have the ZD to help get the word out and open the communication.

ZONE BY LAWS & POLICYApproved MANUALS – Pam is willing to be on the task force to help with this. JB might be interested. Anyone interested should let Tristan or Pam know. They are looking at for the commonalities between the zones. Seeking two ZD to spearhead an effort to create some degree of equity in experience across the USA Swimming with each of the respective Zones. Pam Lowenthal and John Bradley made this suggestion back in the spring. I spoke with Pam last night after our call and I think we had a good idea that would help us change our posture from being “reactive” to “proactive” as a functioning leadership group within USA Swimming. What if we had a group made up of people like Julie Bare and Kate Chronic work together to standardize the bylaws of our zones? The contents could still be somewhat individualized but the foundation of the bylaws would be the same for each zone. This exercise would help us figure out what is important in each zone and might give us an idea of how we can be more effective as an age group governing body vs. a collection of regions.

EZ: The EZ have appointed a Task Force to begin the process of reviewing its By Laws and Policy Manual to identify and remove redundancy. Regardless of the outcome of the ZDC efforts for standardization, the EZ felt this process was a necessary process to commence in the meantime.

TECHNICAL SUIT RESTRICTIONS UPDATE COMING FROM TOM AVISCHIOUS - From June Meeting: USA Swimming / AG Development plan to roll out an educational component as we move forward into the mid to late summer. This is initial educational connection will occur approximately 12 months prior to the September 1 2020 implementation date. Tom Avischious provided a detailed outline of a robust communication plan via email. Joel outlined the plan briefly on the call. -

ADDITIONS TO THE AGENDA Dave Smith: Athlete inclusion/participation at the 2020 Zone Workshops

ZONE ATHLETE LEADERSHIP Ryan Gibbons: The Zone Athletes gave an update to the process underway to ensure legitimizing inclusion of athletes within the ZD Council. Details and resulting recommendations were shared from the recent conference call with Lucinda McRoberts Chief Administrative Officer and General Counsel for USA Swimming. While the Zone Athletes did acknowledge the full support for Zone Athlete involvement of the existing ZDC, official placement of Zone Athletes on this council will ensure ongoing increased athlete engagement.

USA SWIMMING BOD MEETING Notes taken at the 2020 January BOD meeting attached. Sean Redmond, Dale Ammon, Michael White and Tristan Formon were on the teleconference / ZOOM Meeting. Approved Joel Shinofeld provided a brief update to the Athletes First Initiative. Discussions have now moved towards the proposed Online Registration which with permit USA Swimming to be the first point of contact for all members. This level of access will allow for direct communication and education with parents and families. Cathy Durance is heading a small group of 5-6 registration chairs from across the nation made up of a combination of paid office staff and volunteers. USA Swimming are planning to invest in the people, training the trainers, that will assist with the proposed April 2021 roll out.

2020 CZ / SZ AND EZ / WZ WORKSHOP Friday Afternoon/Evening: ZDC and Zone Athlete Leadership 1-hour ZDC Council Meeting (This would be similar to our regular call-in meetings) Saturday Morning: ZDC and Zone Athlete Leadership 90 minute to 2-hour meeting setting priorities and strategy for the next 18 months

Sunday Morning: 8:00am - 9:30am: Individual Zone Meetings to discuss priorities and priorities within each Zone, include all LSC Reps at the workshop and led by the Zone Directors and General Chairs. 10:00am – 11:30am: Town Hall Meeting / LSC Round Table Discussions with all four Zones, led by ZDC and Staff to discuss priorities for USA Swimming and Zones for the coming year, take feedback from individual zone meetings.

Joel Shinofeld: A brief overview was shared as to where USA Swimming were on the planning on the upcoming educational / engagement event in Chicago.

Dale Ammon requested that sufficiently detailed proposed content be shared with LSCs so informed decisions could be made regarding potential attendance / participation.

Dave Smith stated that Jim Kelly and he had met at 2019 USAS to discuss potential SZ funding for the inclusion of both the SZ Senior and Junior Athlete Representatives to attend the workshop should this not be within the USA Swimming budget/plans for the event. Each of the other three zones indicated they in turn would support the attendance of their respective Zone Athlete Representatives. Once the final number of attending Zone Athletes is finalized, this should be shared with Sydney Pinello USA Swimming and Cathy Durance USA Swimming for accommodation planning purposes.

Joel Shinofeld, Sean Redmond and Tristan Formon will connect offline to discuss content for the Sunday ZDC sessions.

2020 ZONE WORKSHOP: May 01-03, 2020 at Renaissance Chicago O'Hare Suites Hotel Contact: Sydney Pinello. Instead of two different workshops, USA Swimming will be hosting one for all four zones to collaborate, share and learn together. USA Swimming will provide housing (space is limited so some rooms may be double occupancy) and meals. The schedule is tentatively dinner and keynote speaker Friday night, working sessions all day Saturday and Sunday morning. Sessions are scheduled for the following LSC positions: General Chairs, Admin Vice Chairs, LSC Executive Directors/Senior Office Staff, DEI Chairs, Safe Sport Chairs, Officials. More information will be sent directly to each of these LSC positions in early 2020, including detailed agendas for each session.

CLUB FEE INCREASE USA Swimming established a taskforce to review the 2019 proposal and develop a re-submission for 2020. Joel Shinofeld outlined where the taskforce in collating recently requested feedback by Tom Avischious. The goal would be to have some suggested wording for presentation / dissemination and subsequent open dialog at the Approvedupcoming Zone Workshop. The Zone Workshop could certainly provide an optimal environment for free flowing dialog prior to the 2020 USAS Convention. (Note: ZDC members Brad Jacobs, Ryan Gibbons and Tristan Formon all serve on the taskforce)

ZONE BY LAWS & POLICY MANUALS Update from Pam Lowenthal / Mary Turner. Mary Turner will provide an update on the EZ Task Force to begin the process of reviewing its By Laws and Policy Manual to identify and remove redundancy. Mary reported that two versions of proposed new EZ Bylaws were circulated with the taskforce, one with formatting changes and a second with her suggested content changes. Pam Lowenthal outlined the goal to have discussion points prepared in advance of the 2020 Zone Workshops. The subsequent goal was to have templates for both new Zone Bylaws and Policy Manuals that would include some mandatory / optional positions and content with positions being elected / appointed. This exercise is focused upon seeking commonalties between the four zones while being respectful of each of the four Zones traditions and current practices. Dale Ammon raised the concept of seeking assistance from Governance Experts

within the sport. (Julie/Herb). Pam indicated that one volunteer per Zone would be sought to assist in reviewing any proposed language. Tristan Formon: During the course of the Zone Athlete discussions with USA Swimming, Lucinda McRoberts did state that each of the Zone Bylaws must be updated to reflect the removal of the ZBOR and Zone Directors as members of USA Swimming.

The goal of this process would be to limit each of the Zone Bylaws pushing as much content as permissible to the respective policy manuals. All suggestions and thoughts on required versus optional content should be sent to Pam Lowenthal. The ZDC acknowledged Mary Turner’s participation in the meeting.

ZONE GENERAL UPDATES CZ – Nothing to report EZ – Two ZSAPs. Tim Husson stated that the process worked well, panels were convened, complainants and LSCs were both engaged, and determinations rendered. SZ – Dave Smith asked how USA Swimming suggested local Zone disputes be handled with the elimination of the ZBOR. The SZ had a process in place to mediate and diffuse some situations that arose. That mechanism has subsequently been removed with the abolition of the ZBOR. WZ – Dale Ammon announced that although the WZ had been without an Open Water Chair, that position had now been filled by Michael Kinross (Sandpipers of Nevada). Work is already underway to develop a new bid process for WZ Open Water events.

Questions for Joel: Joel confirmed for Pam Lowenthal that following the January 2020 USA Swimming BOD actions the flex members would still have the same level of competitive restrictions. Joel further stated that a communication would be forthcoming from USA Swimming re: the new look Flex categories / levels.

CEO & STAFF UPDATES Mike Unger: 2020 US Olympic Trials – 140+ days. Planning going well, working with the venue, one entire day is sold out, 6/8 days have less than 250 tickets left. 1150 athletes qualified as of today. It’s a little lower than anticipated at this time. Over 29,000 hotel nights ~ USA Swimming and the Omaha organizers while benefit with rebates. In 2016 1700+, 2012 1800+ total qualifiers. In 2016, at this point on the calendar there were 1400 qualifiers. Seating capacity, 14,500 for spectators. USA Swimming are ready for trials that will wrap up in 5 months’ time.

FINA Annual Meeting Mike Unger and Tim Hinchey Approvedattended; discussion items included: Open Water at the games. FINA have been proactive regarding Open Water and have a good back up site should it be needed with cooler water etc. There was some discussion on the process for a potential venue change for Open Water, there are many players in this process/determination. Athlete Safety is paramount. Collaborating with FINA on Coach Education. FINA has its own Coach Education program with over 26,000 coaches engaged. USA Swimming’s education program will be “grandfathered in” if USA Swimming merges its education program with FINA. FINA considering Officials Education also.

USA Technical Coaches Summit Update Leaders: coaches, officials, committee members, staff gathered for a two-day summit in Denver to look at progression opportunities from Zones-Sectionals-Futures. Also looking at non-USA Champ Meets: ISCA, YMCAs etc. Camps were also discussed in depth, selection, dissemination of information etc.

NATIONAL TEAM UPDATE – Lindsay Mintenko Working on preparations for the games. On-line therapy assistance program was reviewed/outlined. 8 athletes currently using the Athlete Assist Program.

SPORT DEVELOPMENT Joel Shinofield Membership Update – Dues increase proposal from USAS. FLEX has been utilized more than anticipated.

Numbers are down some. Pat Murphy, 80% of membership numbers are in. Flex Membership Proposal – MSA Motion:  Ages 10&Under: $20.00 ($10 USA-S, $10 LSC): Two meets, multiple Flex registrations. This price matches the minimal dues clubs often charge for their entry-level/novice/pre-competitive programs and allows clubs to register these new athletes as USA Swimming Members, rather than seek lower cost/lower value options in the marketplace.  Ages 11-12: $35.00 ($25 USA-S, $10 LSC): Two meets, multiple Flex registrations, no downgrades from Premium. This is an entry point for athletes who have possibly competed in summer league or other rec programs and are likely competing in other sports, which can charge a similar membership fee.  Ages 13-18: $45.00 ($35 USA-S, $10 LSC): Two meets, 150-day limit, multiple Flex registrations, no downgrades from Premium. This is an entry point for athletes coming from other sports, summer league, or middle school/high school swimming experiences. Also allows entire high school teams or summer league teams to join for a season. No downgrades to Premium after the age of 10.  Flex Plus (Seasonal) $45.00: Future considerations. We believe all part-time memberships should be branded under the Flex umbrella.

Membership Projection Assumptions Two Core Assumptions  We assume 0% growth rate in athlete membership -> this is the conservative approach we want to take with a potential Olympic year bump.  We assume 60% of eligible FLEC members will sign-up for FLEX by 20204 (under current FLEX rules: there are 135K current Premium and FLEX members that eligible for FLEX, in the proposed FLEX state, there are on 83Keligible FLEX members)

The new model could/would lead to a $6m variance in revenue flows to USA Swimming. Tom Ugast, without any changes, revenues will continue to trend down and programming will suffer. There was significant discussion revolving around FLEX. How can USA Swimming become more strategic with FLEX? Looking at avenues to move athletes / participants from FLEX through to PREMIUM.

Website Redesign: Plan to launch to all consumers on April 30th. USA Swimming are looking to validate the website ahead of the launch date. EZ Diversity, Equity & Inclusion Committee Report 2019 -20

The EZ Diversity, Equity & Inclusion committee continues to convene via conference call on, a monthly basis. There has been an average of approximately 70 – 80% LSC representation in attendance for meetings. We have 100% of our LSC’s represented with DEI Chairs/Coordinators and working on the overall USA Swimming goals, as they are communicated via the Eastern Zone Coordinator, who participates on the National Committee. The meeting included the following discussion: 1. Initial focus upon return from Convention was to work with LSC boards to include the DEI Chair position as a voting member of the board despite the New Board structure template oversight of including it. It was identified that at least 5 of the EZ LSC’s have adopted or kept the DEI Chair as a voting member of the Board. 2. Following the first area of focus, the committee continued to focus on development and planning of the opposite year of the DEI Camp and Summit, having an event that would bring athletes together and enhance their experience outside of their LSC’s. Following up on last years approval for EZ supportive funds for this event. a. Identifying a multi-cultural meet to have athletes from each LSC attend as a unit for an inspiring experience. b. A budget and logistics were planned by a sub-committee c. The idea was developed, finalized and adopted to attend the Cinco De Mayo Meet in Saint Antonio TX. d. We meet the challenge of most LSC’s not being able to attend as it was not in their budgets and plans were made to have quite a few LSC, All-Star teams attend other multi-cultural meets. e. When voted on at the March, meeting the Committee collectively decided to forgo attending the meet as it would not be in the best interest of our athletes given the currentApproved circumstances of COVID-19 f. The request has been made that if possible, could the funds be held over for the event in 2022 allow the team to have an allocation of $10,000 and potentially allowing more athletes to attend. 3. As a collective group we’ve had some interesting sharing and cultivation of ideas 4. We spent some time researching what Multi-cultural meets are being held in the Eastern Zone –as requested by USA DEI National Committee wanting to be able to have this information to compile a full list inclusive of all Zones. 5. Discussion around the idea of LSC’s having DEI Training for Boards, Officials and Athletes, perhaps starting at the HOD so that the membership is aware that DEI is a priority and taken seriously. Understanding this isn’t a “one and done” or “quick fix” approach but an investment to ensure that all athletes have equitable opportunities. Conclusion: Overall, we’ve had a positive and productive season to date. The current challenge is to ensure the activation and support of new LSC Chairs and/or DE& I representatives, are provided information from their LSC’s of what has previously worked well in there LSC, job descriptions, and what was if any the develop a plan & budget for programming that is supportive of under- represented and marginalized groups within their locality. The goal is to have LSC DEI Chairs and/or representatives, understand the commitment and time this role requires including leadership of a committee. One of the programs that the Committee felt strongly about and had detailed discussion around, athlete access to meets being supported by way of meet fee reimbursements. Our December meeting didn’t have a full quorum; however, the time was used for valuable discussion. In addition, the group has had discussion on resources such as Asset Forfeiture Funds potentially available for swim programs (i.e. Buffalo City Swim Racers). Other resources Diversity In Aquatics and Workshop being put on by USA Swimming. On the Horizon: Bids from LSC’s for hosting the EZ DEI Camp and Summit are due by June 1st, 2020 for review. • We have welcomed Steve Levine, who has replaced George Ward as USA Swimming’s Risk Management Director. George retired on 4/3/20. Steve’s extensive risk management background includes working in the same capacity for the USOC. • Sandi Blumit and George Ward have warned us USA Swimming will probably see a 30-50% increase in insurance premiums next year. Given the increase in dues did not pass last September, consideration is being given to billing clubs for the increase in liability costs incurred. • It is expected club dues as well as LSC dues may see an increase due to the insurance costs. There are claims from 1980-89 that are pre-captive and may come out of USA Swimming’s pocket. • The Committee will hold a session on “Air and Water Quality” at the 2020 Convention. • Clubs need to be reminded how important it is to make sure all certifications areApproved kept current. Having a coach not current could have devastating affects on an insurance claim. • Remind clubs to abide by the outlined procedures for all virtual dryland and virtual contact with athletes. Zoom (https://www.zoom.us/), an enterprise video conferencing with real-time messaging and content, has become one of the most prominent virtual tools during the Coronavirus crisis. For many members, the program has helped facilitate continued athlete engagement, virtual training and business continuity.

Beginning today, we have secured ‘Enterprise’ licenses, which provide the greatest number of features, for USA Swimming clubs for a 90-day period. Access requests should be sent to Paula D’Amico at [email protected].

In addition to the one Enterprise license per club, we also encourage you to register for free Basic accounts as needed.

USA Swimming Employee Assistance Program (EAP) mental health services for Coaches

During the COVID-19 pandemic coaches can now utilize the online/phone USA Swimming Employee Assistance Program (EAP) mental health services. The program provides health and wellness information as well as online resources and assistance for concerns such as: coping with Stress and Anxiety, Financial Fitness, Managing Work and Career, Parenting Resources, Older Adult Resources, Mental Health Conditions, Overcoming Depression and Grief, Relationship Resources and more.

THE LAST GOLD MOVIE

Members can now watchApproved The Last Gold free of charge. This documentary film was produced by USA Swimming in 2016.

Narrated by Emmy-winner Julianna Margulies, The Last Gold is a feature-length documentary film that reveals one of the greatest untold stories in Olympic swimming history. Forty years ago, at the 1976 Montreal Games, a team of doped East German athletes thrashed their rivals from the United States, until a remarkable final race.

The central player was a transcendent American athlete denied her due and since lost in time: Shirley Babashoff. Babashoff and her teammates were surrogates in a Cold War struggle, who battled a tragic conspiracy with a blazing honesty and a ferocious, endless tenacity. In 1976, the U.S. Olympic swim team entered the Games in Montreal looking forward to its usual dominance. The men did not disappoint, delivering the most dominant performance in Olympic swimming history. They won every race but one, and in that race won the silver and bronze medals.

For the women, it was a completely different story. They were overwhelmed by an East German machine that had emerged on the world stage leading up to the Games with frighteningly fast performances. In a competition where 15 American records were set, the U.S. women had only four silver medals and one bronze medal to show for it. After an entire competition of disappointing results, winning no races and facing a critical media that heaped on additional pressure, the U.S. women finally came together to do as a team what they could not do individually. It was the final race when four women stepped to the blocks in an attempt to do what nobody thought possible... win The Last Gold.
