Schwab Chair of the Supervisory Committee: Associate Professor James D. Long Department of Political Science This dissertation examines the determinants, effects, and implications of contemporary United States foreign policy tools, with a focus on U.S. foreign aid programs which provide military equipment, weapons, and security sector training to foreign countries – generally known as military aid or security assistance. I focus on how and why U.S. policymakers have used these foreign policy tools to pursue various strategic interests and goals around the world – primarily from the end of the Cold War through the late War on Terror – and question the effectiveness of this these programs for achieving such goals. In the first chapter, I study how the U.S. uses military aid as a way to promote U.S. arms exports in the competitive global arms market. I argue that the U.S. utilizes military aid as a way to maintain its market share dominance in arms importing countries, in order to prevent recipients from turning to competitor arms suppliers, such as China and Russia. The analysis that follows constitutes the second case study as part of a comprehensive ex- amination of two representative major international business trans- actions in the capital-intensive petroleum and energy sector. The first case study, entitled Partnershipswith Monarchs in the Search for Oil: Unveiling and Re-Examining the Patterns of "Third World" Economic Development in the Petroleum Sector, was published in the previous issue of this Journal. The first part of the "twin series" ("First Article" or "Case One") explores and critiques the current patterns of "Third World" economic development in the explora- tion for, development, and production of petroleum resources. The instant Article ("Case Two") focuses specifically on the devel- opment of energy resources once petroleum has been extracted. Case Two dissects an Independent Power Project ("IPP") and then re-evaluates the role played by Multilateral and Project Financing in such a project. The instant Article, or Case Two, should be read as a continuation of the First Article, Case One. DESCH* Introduction ‘No one loves a political realist’, Robert Gilpin once lamented.1 A major reason for this hostility towards realism is its sceptical view of the role of ethical norms (principled beliefs about state action) in international relations. Some critics dislike realism because they think it leads to an immoral international order.2 Thucydides’ famous adage that the ‘strong do what they can and the weak suffer what they must’ is widely interpreted as evidence that one of realism’s founding fathers was an advocate of an immoral approach to statecraft.3 Niccoló Machiavelli’s well-known advice to his Prince that it is politics that determines ethics, not vice versa, reinforces these widely- held views of realism’s amorality.4 The fact that modern realism has been influenced by unsavoury individuals like the German theorist Carl Schmitt, whose indisputable intellectual brilliance was tainted by his overly close association with the Third Reich, leads many to see a continuing link between realpolitik and evil in the international system.5 Thus, Richard Ashley spoke for many when he concluded that [Realism] is a tragic tradition. It is a tradition whose silences, omissions, and failures of self- critical nerve join it in secret complicity with an order of domination that reproduces the expectation of inequality as a motivating force and insecurity as an integrating principle.6 * For helpful suggestions I thank Theo Farrell, John Mearsheimer, Marc Trachtenberg, and Stephen Walt.
