Desiree Benet, 7/17/2018 BIDDING THE WORK • Document Distribution via MCTC PlanetBids Vendor Portal • Submit Your Bid via PlanetBids Vendor Portal – Standard Bid Documents – Scope Specific Documents – Buy America • Best Value Selection Process & Scoring Criteria – Price – Approach – Experience – DBE Participation – Overall DBE Goal: 11.3% PROJECT WEBSITE WWW.MCTCJV.COM PAST/FUTURE PROCUREMENT Future Procurements: Reoccurring/Job wide • Stations Procurements: o Wayfinder Signage o Hand/Cable Rail o Finishes, Appurtenances, & o Landscaping & Irrigation Amenities o Roadway Signage o Doors & Hardware o Voigt Drive o Sheet Metal & Roofing o Sealants o Fencing o Masonry – Current Planet Bids Package o Site Concrete – Current Planet Bids Package o Ancillary Buildings – Current o Planet Bids Package MCTC Construction Bench CONSTRUCTION BENCH PROGRAM • Program will assist certified Disadvantaged Business Enterprise (DBE) and Small Business (SB) firms gain access to subcontract opportunities on the Mid-Coast Corridor Transit Project • Program will pre-qualify DBE and SB firms that provide a variety of services • MCTC will seek to include contract ready DBE and SB firms from the pool of firms registered with the Construction Bench • MCTC will be able to expeditiously seek bids and put firms to work to meet ongoing project needs CONSTRUCTION BENCH QUALIFICATIONS To be considered for the Bench program: • Must be certified as either a DBE by the California Unified Certification Program (CUCP) or a SB by the Department of General Services (DGS) • Department of Industrial Relations (DIR) registration • Acceptable Safety Records • California Contractor’s License (NOTE - certain requirements may not be applicable to your scope) CONSTRUCTION BENCH QUESTIONNAIRE Construction Bench Review Process Questionnaire Submission: • Questionnaires submitted to MCTC (Web-Based or PDF Form) • Initial email sent to firm confirming questionnaire received for review • Basic check for missing information performed; Follow-up if any additional info is needed Initial Certification Verification/CUF Check: • Check DBE (with CUCP) and SB (with DGS) databases for certifications • Check NAICS codes against Census database; Make sure codes match scope(s) of work claiming Procurement Manager does final verification • MCTC will reach out for any additional information needed to finalize enrollment • Once completed, final email will be sent confirming Construction Bench approval DBE STATISTICS ON THE MID COAST PROJECT 71 DBEs contracted 82 SBs contracted DBE SUCCESS STORIES • Leinaia’s Transportation • Leinaia won the work on the project, securing a $500,000 contract. • Since then, Leinaia's firm has continued work on the MCCTP, and her contract value has grown to approximately $2.5 million. • Leinaia's trucking fleet now has multiple water trucks, a street sweeper, and a newly purchased semi-bottom dump. • JLM Strategic Talent Partners • JLM Strategic Talent Partners (JLM) attended multiple outreach events, and after months of networking and researching the needsDB20 of the project, JLM was given the chance to provide temporary staffing. • This initial need for administrative relief was not supposed to last longer than 4 weeks, but due to the caliber of staffing, MCTC kept them on-board for 6 months. • Since their initial start on the project, MCTC has turned JLM’s role from a typical vendor, to signing a Professional Service Agreement, and listed them as a DBE committed firm. • Additionally, their contract has grown from $80,000 to over $300,000, and counting. • E-Nor Innovations • E-Nor began in April 2009, out of their home with a rented U-Haul truck as their only work vehicle and zero financing to start. • E-Nor attended MCTC/SANDAG networking events in San Diego and after being contacted by MCTC for quotes, E-Nor was brought on to the MCTC team in September 2015 for a small flagging scope (i.e. traffic control services.) • The initial contract awarded to E-Nor has grown over 8 times the original amount.
