Newspaper Visibility of Members of Parliament in Kenya*
Journalism and Mass Communication, ISSN 2160-6579 D July 2012, Vol. 2, No. 7, 717-734 DAVID PUBLISHING Newspaper Visibility of Members of Parliament in Kenya* Kioko Ireri Indiana University, Bloomington, USA This research investigates variables that predicted news coverage of 212 members of parliament (MPs) in Kenya by four national newspapers in 2009. The 10 variables examined are: ordinary MP, cabinet minister, powerful ministry, parliamentary committee chairmanship, seniority, big tribe identity, major party affiliation, presidential ambition, commenting on contentious issues, and criticizing government. Findings indicate that commenting on contentious issues, criticizing government, cabinet minister, ordinary MP, powerful ministry, and seniority significantly predicted visibility of the parliamentarians in newspaper news. However, a multiple regression analysis shows that the strongest predictors are commenting on contentious issues, cabinet minister, criticizing government, and big tribe identity. While commenting on controversial issues was the strongest predictor, major party identification and committee leadership were found not to predict MPs’ visibility. Keywords: Kenya, members of parliament (MPs), newspapers, newspaper visibility, politicians, visibility, visibility predictor Introduction Today, the mass media have become important platforms for the interaction of elected representatives and constituents. Through the mass media, citizens learn what their leaders are doing for them and the nation. Similarly, politicians use the media to make their agendas known to people. It is, thus, rare to come across elected leaders ignorant about the importance of registering their views, thoughts, or activities in the news media. In Kenya, members of parliament have not hesitated to exploit the power of the mass media to its fullest in their re-election bids and in other agendas beneficial to them. -

1 Birthing Radical Selves The Making of a Scholar-Activist This chapter chronicles Wangari Muta Maathai’s experiential his- tory with the topics engaged in the rest of the book—environmental management and justice, critical feminisms, democratic spaces, and globalization and global governance systems. It is my hope that the reader will gain a degree of appreciation for the events and journeys that molded Maathai and shaped her politics and critical thinking. Through the seasons of her life, I recount the advent of her activist and scholarly identities, selves, and roles. I draw her narrative primar- ily from her memoir, interviews, and media reports and meld it with Kenyan and global histories of the different seasons of her scholarship and activism. Wangari Muta was born on April 1, 1940, in the village of Ihithe, Nyeri, in the central highlands of what was then British Kenya, to peasant farmers Muta Njugi and Wanjiru Muta, who were members of the Gikuyu ethnic group (Maathai 2007a, 3–4). She was the third of six children and the first daughter of her biological mother. Her earli- est memories on record are mostly connected to experiences with her mother, with whom she was very close. Growing up in a polygamous family, she remembered the four mothers living mostly in harmony and being supportive of each other, although she acknowledged the existence of some dissonance in the family and that her father beat his wives (19). Nevertheless, she reflected on her childhood with un- mistakable nostalgia. Her earliest memories place her family resid- ing and working on a farm in Nakuru belonging to a settler named Mr. -

Ethuro) in the Chair] PRAYER COMMUNICATION FROM THE CHAIR SEVENTH EDITION OF THE EAC INTER-PARLIAMENTARY GAMES IN MOMBASA COUNTY The Speaker (Hon. Ethuro): Order, Members, I have a Communication to make on the Seventh Edition of the East African Community games to be held from 4th to 11th December, 2016 in Mombasa County. Hon. Senators, I wish to inform you that the Seventh Edition of the East African Community (EAC) Inter-Parliamentary games is scheduled to take place from 4th to 11th December, 2016 in Mombasa County. The games are a key aspect of building relations between the East African Legislative Assembly and the national parliaments of partner States in the East African region. The games bring together representatives of the East African Legislative Assembly and from the East African Community partner States which include Burundi, Kenya, Uganda, Rwanda, Tanzania; and, from this year, South Sudan. The games play a major role enabling interaction and integration process among the Members of Parliament in the partner States. According to Article 5, they are meant to widen and deepen the integration process. Hon. Senators, the games which started in 2009 are held on an annual rotational basis. Kenya is privileged to host the Seventh Edition of the East African Community Games and the Parliamentary Service Commission has chosen Mombasa County as the venue for this activity. Towards this end, a committee consisting of Members from both Houses chaired by the Hon. -

1 The (re)creation of a heroine: the case of Mekatilili wa Menza Celia Nyamweru, Professor of Anthropology (Emerita), St. Lawrence University, Canton, NY 13617 ( [email protected] ) and Neil Carrier, African Studies Centre, University of Oxford, England ( [email protected] ) Introduction In 2011 visitors to Malindi’s Uhuru Garden, an open space near the town centre, could see a padlocked oval structure and, through its barred windows, an approximately life-sized human figure. In March the figure was totally wrapped in black, red and white cloth (figures 1 and 2). By August 2011 the head covering had been removed, and the figure “looks unmistakably a Giriama lady. She can clearly be seen by the public, smiling with a hen with chicks around her” (Robertson 2011). In front of the structure a large sign announced the renovation of Uhuru Garden (figure 3) but neither in March nor in August were there any signs identifying the figure. It had been installed on 20 th October 2010, the first Mashujaa Day i under the revised Kenyan constitution. A newspaper story headed ‘Mekatilili takes place of honour’ includes a photograph of the figure (figure 4), and describes the event: “A ceremony to honour Giriama heroine Mekatilili wa Menza dominated proceedings in Malindi yesterday. A statue was unveiled at the former Uhuru Garden of the woman who led the Giriama uprising against the British in 1913 and 1914. The garden was named Mekatilili wa Menza Garden in her honour. The celebrations continued overnight at the Madica Centre (Malindi District Cultural Association). In the morning, members of Madica and guests from Galana, Weruni and Godoma gathered at the Malindi Museum for a procession on Beach Road. -

Senators, I have three messages for you. The first one is a message from the National Assembly on the Presidential Memorandum on the Public Audit Bill, (National Assembly Bill No.38 of 2014). Hon. Senators, I wish to report to the Senate that pursuant to Standing Order No.40(3) and (4), I have received the following message from the Speaker of the National Assembly regarding the Presidential Memorandum on the Public Audit Bill (National Assembly Bill No.38 of 2014). “PURSUANT to the provisions of Standing Order Nos.41 and 142 of the National Assembly, I hereby convey the following message from the National Assembly- THAT WHEREAS, in exercise of powers conferred on him by Article 115 of the Constitution, His Excellency the President refused to assent to the Public Audit Bill (National Assembly Bill No.38 of 2014), and referred the Bill to Parliament for reconsideration; AND WHEREAS, the National Assembly, on Tuesday, June 23, 2015 reconsidered and passed the Bill, fully accommodating the President's reservations and without proposing any amendments to the said reservations; NOW THEREFORE, in accordance with the provisions of Article 115(3) and (4) of the Constitution, I hereby forward the memorandum of the President containing his reservations to the Bill, to the Senate for reconsideration."
