2 Introduction

2.1 Background

Jubb has been commissioned by Persimmon Homes to provide traffic and transport advice in relation to a proposed residential development of 211 dwellings on land south of Victoria Road on the south-western fringe of Warminster.

The application site is irregular in shape and occupies a site of approximately 9.68 hectares. It lies to the south of Victoria Road and east of The A36 Warminster Bypass some 2.1km south-west of Warminster Town Centre. It lies to the immediate north of a proposed scheme known as Land West of St Andrew’s Road (planning application reference 14/06562/FUL) and opposite the Warminster Western Urban Extension north of Victoria Road (planning application reference 15/01800/OUT), which have yet to be granted planning consent.

The proposed new development will see the provision of approximately 211 residential dwellings in a style befitting the location and setting of Warminster, with associated car parking, access and landscaping arrangements.

2.2 Travel Plan

Travel Plans (TPs) are seen by the Government as a strategic management tool in achieving traffic reduction and accelerating the development of more sustainable travel trends on both the strategic and local highway networks. They are part of a tool kit to secure reductions in carbon emissions and contribute to the UK’s target of an 80% reduction in CO2 by 2050.

The National Planning Policy Framework (NPPF) states “transport policies have an important role to play in facilitating sustainable development, and contributing to wider sustainability and health objectives”. In accordance with this rhetoric, the Planning Practice Guidance Document titled ‘Travel Plans, Transport Assessment or Statements’ provides further detailed guidance and states that “Travel Plans should, where possible, be considered in parallel to development proposals and readily integrated into the design and occupation of the new site rather than retrofitted after occupation”.

The TP is a long-term strategy for encouraging multi modal travel to and from the development with the objective of reducing the dependence on private car usage in favour of more sustainable modes of travel. This is achieved through a combination of:

. raising the awareness of the environmental, health and economic benefits of sustainable travel; . introducing a package of measures and initiatives tailored to meet the individual’s travel needs and promote a greener and healthier travel behaviour; . establishing a set of realistic and achievable modal shift targets to project a reduction in car use; and . long-term monitoring on the operation and performance of the TP.

2.3 Developer’s Commitment

In line with the Local Authority’s aspiration and thus to deliver a sustainable development that promotes a balanced and vigorous local community and contributes to the Government’s shared priorities of reducing congestion, the developer has committed to the implementation of a Residents’ TP.

The document has been developed in accordance with Wiltshire Council’s (WC’s) Supplementary Planning Guidance ‘Development Related Travel Plans’ 2009 and should be read in conjunction with the Transport Assessment and Design and Access Statement that has been submitted as part of the planning application package for the proposed development.

The requirement to deliver and evolve the TP will initially be included within the S106 Agreement but with provision included for the transfer of such obligations to the final end users.

2.4 The Structure of the Travel Plan

The measures identified within this TP will assist in promoting healthier and more environmentally friendly travel to and from the proposed development in line with local and national policies. The remainder of this document is structured as follows:

Section 3 describes the site and the development proposal; Section4 outlines the accessibility of the site and its location in relation to local services and facilities; Section 5 sets out the objectives and targets of the TP; Section 6 details the strategy for promoting the TP to ensure its success; Section7 provides information on possible measures which Persimmons Homes could implement; Section 8 outlines the monitoring and review programme that will ensure the TP continues to progress; Section 9 sets out an Action Plan for the TP; and Section 10 contains a summary.

3 Site Description and Proposed Development

3.1 Proposed Development

The application site is located in a semi-suburban setting on the south-western fringe of Warminster and occupies a predominantly Greenfield site of 9.68 ha. It acts as an infill site that abuts two residential-led schemes to the north of Victoria Road and on the land west of St Andrews Road.

The Masterplan for the site in respect to the form, mix, and quantum remain fluid to respond to market forces and other outside constraints with full consent being sought for up to 211 dwellings in a mixture of sizes favouring family friendly and starter homes.

3.2 Vehicle Access

It is understood that a standard roundabout of 64 metres in ICD will be delivered as part of the committed development on the land to the north of Victoria Road with the fourth arm serving the application site. The design of this roundabout has been purposely e
