In addition, Ofgem announced in January 2012 a further £72m of funding for strategic transmission network investment and in July approved funding for a 2.25GW sub-sea transmission link between Scotland and England valued at around £1.1bn. The UK Innovation Systems for New and Renewable Energy Technologies Final Report A report to the DTI Renewable Energy Development & Deployment Team June 2003 Imperial College London Centre for Energy Policy and Technology & E4tech Consulting ii Executive summary Background and approach This report considers how innovation systems in the UK work for a range of new and renewable energy technologies. It uses a broad definition of 'innovation' - to include all the stages and activities required to exploit new ideas, develop new and improved products, and deliver them to end users. The study assesses the diversity of influences that affect innovation, and the extent to which they support or inhibit the development and commercialisation of innovative new technologies in the UK. The innovation process for six new and renewable energy sectors is analysed: • Wind (onshore and offshore) • Marine (wave and tidal stream) • Solar PV • Biomass • Hydrogen from renewables • District and micro-CHP In order to understand innovation better, the report takes a systems approach, and a generic model of the innovation system is developed and used to explore each case. The systems approach has its origins in the international literature on innovation. The organising principles are twofold: • The stages of innovation. Innovation proceeds through a series of stages, from basic R&D to commercialisation – but these are interlinked, and there is no necessity for all innovations to go through each and every stage. The stages are defined as follows: Basic and applied R&D includes both ‘blue skies’ science and engineering/application focused research respectively; Demonstration from prototypes to the point where full scale working devices are installed in small numbers; Pre-commercial captures the move from the first few multiples of units to much larger scale installation for the first time; Supported commercial is the stage where technologies are rolled out in large numbers, given generic support measures; Commercial technologies can compete unsupported within the broad regulatory framework. -

It provides details on the achievement of the targets and obligations under the programme, which ended on 31 December 2012. CESP required certain gas and electricity suppliers and certain electricity generators to deliver energy saving measures to domestic energy users in specified low income areas of Great Britain. Energy companies were required to achieve an overall target of 19.25 million lifetime tonnes of carbon dioxide (Mt CO2) by 31 December 2012. Energy companies achieved 16.31 Mt CO2, almost 85% of the overall target. Currently, about 25% of UK emissions result from energy used to heat and power our homes. The Community Energy Saving Programme 2009-2012 (CESP) was a policy, set down in legislation, designed to improve domestic energy efficiency standards in the most deprived geographical areas across Great Britain. CESP was a separate programme to the Carbon Emissions Reduction Target (CERT) which made energy efficiency measures available to all consumers. The Department of Energy and Climate Change (DECC) was responsible for setting the overall CESP target and for designing the statutory programme through which this target was to be achieved. -

Heat network skills in Scotland Skills gaps and training needs May 2020 Author: Dr Ruth Bush University of Edinburgh | https://heatandthecity.org.uk 1 Abstract Upscaling the use of low carbon district heating in Scotland will create new demands on the supply chains needed to design, install, commission and maintain these networks. A recent stakeholder workshop suggested there are already a range of skills gaps creating challenges in the sector, covering areas of project management, heat network design, installation and optimisation, as well as technical operation and maintenance. This research develops a detailed picture of the skills gaps in the heat network supply chain using interviews with nine heat network operators and managers from both rural and urban networks in Scotland. Abstract Installing chargepoints within new developments is cheaper and easier than retrofitting and encourages drivers to make the switch to electric vehicles (EVs). By updating their planning policies or related guidance, local authorities can help this to become an established practice, benefitting communities, air quality and the environment. This guide explores how local authorities can require or encourage developers to install chargepoints and details proposed updates to building regulations and other relevant legislation across England, Scotland and Wales. The guide forecasts the number of electric cars in the UK up to 2035 and offers guidance on determining what constitutes “appropriate provision” of chargepoints. The guide also covers permitted development rights and planning for EV charging hubs. Nuclear National Policy Statement Late At a Labour Party Conference fringe event, Martin O’Neil, chairman of the Nuclear Industry Association, criticised the Government for the time it has taken to publish its Nuclear National Policy Statement (NPS). “There should have been a national policy statement on nuclear and energy by the end of July so the proper consultative process could take place before the events of April and May,” he said referring to the impending election. It now appears to be accepted in Whitehall that the Nuclear NPS will not be ‘designated’ before the General Election. (1) Climate change minister David Kidney told a CBI conference in October the Nuclear NPS will be published in early November. The NPS, which will be released for consultation, will list potential sites for new reactors. It is designed to give utilities an indication of the legislative framework they will have to comply with in planning new reactors. (2) Meanwhile, a third potential nuclear operator has entered the market, taking total proposals for new reactors up to 16GW. A consortium of GDF Suez, Iberdrola and Scottish and Southern Energy has secured an option to purchase land at Sellafield. -
