In moving the motion, as you may recall, sometime last year, I presented the Second Reading Speech for the Zimbabwe National Security Council Bill, which is now law. For the reminiscence of hon. members, the decision to establish the Zimbabwe National Security Council was taken in February 2009 for the purposes of overseeing and reviewing national policies on security to encompass issues of defence, law and order and issues pertaining to the economy. The Global Political Agreement (GPA), signed on 15 September 2008 made reference to the National Security Council, with the suggestion accepted by all parties to the GPA, to set up the National Security Council under an Act of Parliament. Page | 2 EXECUTIVE SUMMARY Zimbabwe has experienced at least seven general elections since the end of colonial rule in 1980. Most of these elections, if not all of them, have gained notoriety for allegations of electoral fraud, corruption and other related irregularities. The pre-election run-up to the 30 July 2018 General Election is not unique and different from the previous elections in this regard. On 9 June 2018, for instance, President Emmerson Dambudzo Mnangagwa has urged his party’s candidates, to offer trinkets to chiefs and traditional leaders to procure their support in the elections. His remarks illuminate how deep rooted electoral corruption is, in Zimbabwe.

A book chapter (Moore and Mawowa, 2010) and a journal article (Mawowa, 2013) have since resulted from that work. The former work argues that illegal gold panning demonstrates a distinctive pattern of accumulation characterising post-2000 Zimbabwe. Four aspects of this pattern are identified namely, i) the link between coercion, chaos and disorder and wealth accumulation and political power retention, ii) the role of the state in this imbroglio, in particular, its pervasiveness and centrality, iii) that this pattern was shaped by and has remodelled the acquisitive instincts of Zimbabwe’s ruling elite and iv) a culture of ‘strategic contradictions’ within ruling elites abets this pattern of accumulation. This thesis does not move substantially from this premise. Instead, it recasts these observations within a much broader scope.
