Harrow Rd Area Manual for Delivery: How does it relate to Neighbourhood Plans?

• Developed in parallel with neighbourhood planning work by Maida Hill and Westbourne Neighbourhood Forums and Queen’s Park Community Council • To complement the three Neighbourhood Plans • To include projects / initiatives / recommendations and actions for their delivery, developed by the three community organisations in collaboration with the Council and other key stakeholders in the area • Through the process of developing a joint Manual for Delivery also achieve a better coordination of planning policies contained in the three Neighbourhood Plans. QPNP - relevant draft policies and projects • Use of Queen’s Park Hall (The Boxing Club in Harrow Rd) as Community Hall • Improving cycle routes (including along the canal), cycle parking and cycle storage • Reducing clutter in Harrow Rd, addressing the issues of overspill from shop forecourts • Improving the ground floor commercial space in Harrow Rd, diversifying mix of retail, office and community uses • Improving the ground floor units of Canal Terrace encouraging restaurants, cafes, office and workshop use • Support for additional permanent moorings for narrowboats in residential use on • Tree planting plan for Harrow Rd with WCC and Westminster Tree Trust • Use of public art “via functional items” (street furniture, fences, entrance arches and gates, bridges over the canal etc); murals • Produce Design Guide for Shops in Harrow Rd with WCC and Harrow Rd Retailers Association • Improving parking arrangements in Harrow Rd for retailers, businesses and workshop areas

Westbourne NP - relevant draft policies and projects • Protection of A1, A2 and A3 uses in Harrow Rd, demand for high quality shop fronts incl shutters • Enhance accessibility and safety of green space along the canal between Harrow Rd and St Mary Mags incl lighting, signage, addressing any potential conflict between cyclists and pedestrians • Provision of affordable work space for small businesses / startups in accessible locations incl extension to Great Western Studios and along the canal in Westbourne Park and Royal Oak • Protection of community assets incl Stowe Centre, Warwick Community Hall, St Mary Mags

MHNP - relevant policy and project ideas • Westminster College site in Saltram Crescent - support for creative enterprise / education and community uses; introducing community garden and café, open access to culture and arts events; engage artists in local public art projects • Maida Hill Square – more outdoor seating, same landscape treatment and wide pedestrian crossing between the two sides of Elgin Av, keep public toilet, secure market storage, tables and chairs for games; create new social hub / community café at or very near Maida Hill Square • Open pedestrian access through currently gated estates eg WECH in Harrow Rd and encourage active uses around the perimeter of estates facing surrounding streets • With HR Retailers Association develop programme of shopfront / forecourt improvements in Harrow Rd, secure business advice and promote the area, develop parking and deliveries management plan incl shared parking spaces, develop a parking app • Encourage development of not-for-profit enterprise hubs / low cost, flexible work space incl affordable work space on canal boats

MHNP - relevant policy and project ideas • Encourage meanwhile use of empty properties, primarily for community uses and affordable workspace; maintain an up to date register of empty properties, if properties empty for more than 3 months work with owners to introduce meanwhile use • Protect and maintain existing community hubs incl Yaa Centre, WECH, Lydford Estate • Create small public spaces and pocket parks to address deficiency of public / green space in the neighbourhood • Plant trees and increase green coverage in streets and public spaces • Explore opportunities for new footbridges and generally to improve access to the canal • Work to improve cycle routes, introduce cycle parking and enclosures, and cycle hire • Introduce measures to reduce air pollution • Introduce more electric vehicle charging points

Woodfield Rd PF relevant policy and project ideas Maida Hill Square • Improve the Square to better connect the two sides of Elgin Av and uses around it, consider shared surface treatment across the whole junction / square • Physically close Fernhead Road / Walterton Road junction to road traffic • Encourage more cafes and restaurants around the Square, building on the growing café culture; encourage al fresco dining e.g. RBS building ideal as a restaurant with outdoor space overlooking the market • Introduce a trial for an evening market and evening uses around the market and in Harrow Rd • Use market space for events • Keep the public toilets

Woodfield Rd PF relevant draft policy and project ideas Harrow Rd • Convert parking spaces to shared bays which can be used for servicing/ loading • Seek increased space for leisure and cultural pursuits in the area e.g. theatre, cinema, dance space, rehearsal space, music studios • Explore how empty properties in Harrow Rd could be used as affordable workspace on a temporary or permanent basis • Build on the “Maida Hill” brand to promote the market • Encourage provision of bigger units (restaurants and shops) in Harrow Road through land assembly • Provide more specialist / niche retail offer • Provide more green space in and around Harrow Rd to encourage people to dwell e.g. tree planting would make it more attractive • Encourage more retail units that involve production / making as well as selling • Encourage creative workspace especially at Canal Terrace and the Boxing Club
