March. 2001 Study purpose ; This study intends to realize high conservation of fossil fuels consumed by the existing diesel generator & boiler and the reduction of methane gas discharged from palm waste by introducing a high-efficiency fluidized bed boiler co generation system to utilize palm waste to palm oil refinery. As a result, the much reduction of greenhouse gas can be expected. N E DO- I C-00ER25 FeasibiIity Study on Waste Utilization of a Palm Oil Refinery Marchx 2001 New Energy and Industrial Technologies Development Organization (NEDO) Entrusted Kawasaki Heavy Industries, Ltd. PREFACE PREFACE This report represents the results of the “Feasibility Study on Waste Utilization of a Palm Oil Refinery”, which was carried out by KAWASAKI HEAVY INDUSTRIES, LTD., entrusted by New Energy and Industrial Technologies Development Organization (NEDO), as a part of the “Basic Survey for Promotion of Joint Implementation, etc.” in the 2000 fiscal year. In the “Kyoto Protocol ” which was adopted as the Third Conference of the Parties (COPS) to the United Nations Framework Convention on Climate Change (UNFCCC) held in Kyoto in December 1997, the “Targets for Greenhouse Gases Reduction ” was fixed, and as means of attaining the targets, the “Joint Implementation (JI)” system to share among advanced countries the volume of Greenhouse Gases to be reduced, and the system: “Clean Development Mechanism (CDM)” to be participated by both advanced and developing countries, were also determined. Japan, too, must take step forward to attain its targets with these systems utilized positively. As a part of such steps, this feasibility study was carried out introducing a co generation equipment with the fluidizer bed boiler using as fuel the palm waste being dumped so far to the Lahad Datu works of the company: FELDA VEGETABLE OIL PROEUCTS in Malaysia, which was intended for the promotion of energy substantiation and which was also intended for the control of methane gas generated from the dumped waste and was further intended for the reduction of CO2 discharge originating from fossil fuel being used so far in the existing diesel generator and boiler, to link it with the future CDM. When such a co generation are introduced into FELDA VEGETABLE OIL PROEUCTS, the subject company of this survey, the results are obtained such as it is feasible both in technology and in economy or finance and it effect can also be expected in energy substitution and in Green House Gases reduction, and moreover that it can contribute to the prevention of the earth’s warming as well, with improvement in its economy. The introduction of such co generation is expectable, in Malaysia, to other palm oil companies, and other districts as well, because the palm oil industry holds a dominant position in Malaysian industries and generates a great volume of palm waste, and therefore, taking into account the conformance of such a project to the Malaysian energy P-1 policy, such a project can be regarded as a scheme in which a great possibility of materialization can be seen. During the period of this survey technological interchange was made three times between FELDA and our company and adjustments were also carried out through hearing on technological items, field investigations at the enforcement site for the power plant, draft making and discussions on the fundamental scheme, etc. In result, a fundamental agreement was attained so as to direct their steps toward the realization of the project could be reached. • Samy Vellu Should Be Commended- Kit Siang
08 NOV 1996 Samy Vellu-Kit Siang SAMY VELLU SHOULD BE COMMENDED- KIT SIANG KUALA LUMPUR, Nov 8 (Bernama) -- Opposition Leader Lim Kit Siang has commended Works Minister Datuk Seri S Samy Vellu for being present in the Dewan Rakyat most of the time this year to answer questions of members. "Samy Velu should be commended as a check with parliamentary records this year show that he had attended the Dewan Rakyat on nine separate sittings to personally respond to questions during question time," he said. Prime Minister Datuk Seri Dr Mahathir Mohamad, Deputy Prime Minister Datuk Seri Anwar Ibrahim and International Trade and Industry Minister, Datuk Seri Rafidah Aziz had attended parliament on two separate occasions to answer parliamentary questions, he said in a statement here. However, he said both Transport Minister Datuk Seri Dr Ling Liong Sik and Primary Industries Minister Datuk Seri Dr Lim Keng Yaik had never attended parliament during question time to answer questions pertaining to their ministries although parliament is meeting for the fourth time this year. "If Samy Vellu can be in parliament for at least nine days to answer questions in four parliamentary meetings this year, there is no reason why Dr Ling and Dr Lim cannot be equally diligent in discharging their parliamentary duties," he said. Lim said Energy, Telecommunications and Posts Minister Datuk Leo Moggie attended only once during question time to answer a question on Dr Mahathir's visit to the World Solar Summit Conference in Harare, Zimbabwe in September and the government's plan on the use of alternative energy.

  • PANDIKAR AMIN LIKENS POLITICS to FOOTBALL (Bernama 14
14 AUG 2002 Pandikar-Football PANDIKAR AMIN LIKENS POLITICS TO FOOTBALL PUTRAJAYA, Aug 14 (Bernama) -- Former Minister in the Prime Minister's Department Datuk Pandikar Amin Mulia said he has no regrets about leaving the Cabinet as he likens politics to football, where a player has to stop playing when the referee blows the final whistle. "Politics is like football. If the referee blows the whistle, we have to stop playing even when we are still full of energy," he said. The 47-year-old politician said he now considers himself a reserve who is ready to serve the country again if called upon. "The important thing is not to play rough, especially when we need to be sidelined. Of course, we have to accept that we should sit on the bench for the time being. "If the need arises, no need to convince (me). Next time just give a signal; I shall always be there, Sir!" he said at a luncheon hosted by the Cabinet today to fete him. Pandikar Amin had to relinquish his post following the expiry of his term as a Senator on May 19. He has served the maximum two terms as a Senator from 1987 to 1989 and from 1999 to 2002. He recalled that 36 months ago when he was asked to serve at the federal level, he was a bit reluctant. However, he now felt very lucky to have had the opportunity to serve in the Cabinet and gained valuable experience. "Of course, like the prime minister said, I will miss all those things that I have shared with you for the past three years," he said in thanking Datuk Seri Dr Mahathir Mohamad for giving him the trust to be a minister.

  • What Lies Ahead for Malaysian Healthcare? Lee Poh Onn ISEAS – Yusof Ishak Institute E-Mail: [email protected]
No. 2015-4 What Lies Ahead for Malaysian Healthcare? Lee Poh Onn ISEAS – Yusof Ishak Institute E-mail: [email protected] ISEAS Economics Working Paper December 2015 Abstract Healthcare in Malaysia has been characterised by a strong public sector presence where government hospitals and clinics acted as a primary source of care. The healthcare system has also been lauded as a model for other developing countries to follow as it has succeeded in improving the health status of Malaysians over time. With the rising costs of healthcare over the last three decades, the government is now facing increasing pressures to restructure its healthcare system. Social healthcare insurance, corporatisation, and privatisation have been increasingly seen as possible measures to supplement the current healthcare system dominated by the public sector. In Malaysia, the involvement of government-linked companies in the private healthcare sector has, however, raised conflict-of-interest issues. Political economy factors will continue to play out; the private sector will continue to play an increasingly important role in the provision of healthcare while a long-awaited social healthcare insurance plan takes shape. Ultimately, clear rules of governance, regulations, and transparency have to be put in place to ensure that standards are maintained, conflict-of-interest issues are checked, and that healthcare continues to remain accessible.

  • A Brief Analysis of Malaysia's Eleventh General Election
UNISCI DISCUSSION PAPERS Octubre de 2004 A BRIEF ANALYSIS OF MALAYSIA’S ELEVENTH GENERAL ELECTION AUTOR1: JOSEPH CHINYONG LIOW IDSS- NANYANG TECHNOLOGICAL UNIVERSITY SINGAPUR FECHA: October 2004 Introduction The Malaysian general election held on 21 March 2004 proved to be the most successful electoral victory for the ruling Barisan Nasional (BN or National Front) in the history of Malaysian electoral politics. The BN coalition party, fronted by UMNO (United Malays National Organisation) along with major allies the MCA (Malaysian Chinese Association) and MIC (Malaysian Indian Congress), garnered a total of 199 of 219 parliamentary seats and limited the opposition to a meager 20 seats. All in all, the BN won 64% of popular support. Results of state elections, held concurrently in all the states in the Malaysian federal system with the general election except for Sarawak, were equally impressive, with the BN amassing a total of 453 out of 504 state seats. More striking however, were the results in Kelantan, the stronghold of the Islamic opposition PAS (Parti Islam Se-Malaysia), and Terengganu, which PAS managed to wrest from UMNO at the 1999 elections. How did BN manage such a dramatic reversal over such a short period, and what are the implications of this result for the future of Malaysian politics? 1999 Indeed, in order to assess the magnitude of the BN’s “comeback” at the 2004 general elections, it is worth revisiting the outcome of the previous elections in 1999 so as to give our discussion a proper context. 1 Las opiniones expresadas en estos artículos son propias de sus autores.

  • Avoid Complacency, Barisan Parties Told (NST 19/10/1998)
19/10/1998 Avoid complacency, Barisan parties told JOHOR BARU, Sun. - Barisan Nasional component parties have been urged to have their election machinery ready as the Opposition parties are out to deny the coalition a two-thirds majority in the next general election. BN secretary-general Datuk Seri Mohamed Rahmat also called on component parties not to be complacent, in view of the losses suffered by the coalition in recent by-elections. "We lost in the Teluk Intan and Arau by-elections. With the existing economic and political problems, the Opposition, especially the DAP, think they can win more seats. "Even Pas, which won the Arau by-election, thinks that the existing political climate favours them. They are all out to win more seats as they regard their achievement in the Arau by-election a good indicator. "Despite these setbacks, BN remains strong and stable," he told reporters after attending Deepavali celebrations at `Little India' in Jalan Ungku Puan last night. Mohamed, who is Information Minister, said the BN was confident of retaining the two-thirds majority as the people were satisfied with its efforts to steer the country out of the economic problems. In Kuala Lumpur, Gerakan today said the party concurred with Prime Minister Datuk Seri Dr Mahathir Mohamad that the BN would still be able to form the Government in the next general election, although with a smaller majority. Gerakan president Datuk Seri Dr Lim Keng Yaik said the economic situation and the sacking of Datuk Seri Anwar Ibrahim might have some effect on the election results.
