Mirwaiz Molvi Farooq, the head priest of Kashmir, says, “definitely more Muslim youth are seen in the mosques because the only place where they get some sort of relief or respect after being humiliated by Indian security forces (seen as Hindu troops) is in places of worship.” This in turn is changing Kashmir into a complex web of inter-con- fessional problems, as both India and Pakistan are trying to use the sentiments of a particular sect for their advantage. If Muslim radical groups in Kashmir have been demanding a merger with Pakistan, then radical Hindu groups in Jammu are asking for a division of Jammu and Kashmir into three states on the basis of religion. Equally, in a post-nineties scenario, Muslims in Kashmir by and by are being divided on the basis of casteism, sufiism, peerism and fun- damentalism. New sections of the al Hadees and Tableeq schools of 171 172 SURINDER SINGH OBEROI thought are emerging, their institutions resembling Jamaat-i-Islami, which does not believe in sufiism or shrine worship. India and Pakistan are knee-deep in the Kashmir issue and both countries are using the religious-racial card, thus entangling the issue and making it more difficult to untie this particular Gordian knot. Some intelligence agencies, for their own interests, are dividing Kashmiris into Shia, Sunni, Paharis, and Backerwals.

For the ethnic minorities, especially for the transhumant and migratory people land and forest are the source of life. The present paper is an attempt to examine the spatial distribution and demographic characteristic of Gujjars and Bakarwals with special focus on their population and settlement in Rajouri and Poonch districts of Jammu division of Jammu and Kashmir State of India. To identify the Gujjars settlements in the Rajouri and Poonch district. The socio and economic backwardness of the Gujjars and Bakarwals is a function of rugged topography, hilly terrain, prejudices, orthodoxy, illiteracy and the traditional mode of life. There is a conspicuous shift from transhumance to agricultural and non-agricultural sectors among the Gujjars and Bakarwals. The state has witnessed many natural disasters especially in the 19th and early 20th century. Owing to its peculiar topography, rugged terrain, extreme weather conditions and above all an underdeveloped economy especially a poor road and communication network, the State has suffered a lot on account of both life and property in the past. In addition to disasters like earthquakes, floods, fires , drought, avalanches and landslides, the State has witnessed many disasters in the shape of epidemics, plague, cholera and famines in the 19th and early 20th century which have taken a heavy toll of human as well as animal population in addition to damage to houses, public infrastructure and crops. Although much information is not available on the occurrence of past disasters in the State, yet there are a few fragmented references where a mention of the different events has been made. Since the State has suffered heavily on account of natural disasters and still the vulnerabilities are increasing, there have been many initiatives taken up at various levels from time to time. However, the need to have clear cut policy on disaster management was felt badly especially after the National Disaster Management Act, 2005.The policy thus envisages a pro-active approach to disaster management wherein more emphasis is laid on preparedness, prevention and planning in addition to integrating disasters into development.
