SITUATION REPORT

Dated 8th October 2005 1800 Hrs

Subject: Report on Earthquake of 8th October in some parts of Northern .

I. Event · An earthquake occurred at 0920 hrs IST on 8th Oct 2005. · The intensity of the earthquake was initially reported as 6.8 on the Richter scale later upgraded to 7.4. · The epicentre of the earthquake is reported to be 34.6 N Latitude and 73.0 E Longitude at a location 40 Kms west of in . · The tremors of the earthquake were felt in the northern States of India i.e. J&K, , , UP, Rajasthan, Haryana, and Uttranchal. · 06 aftershocks of intensity more than 5.0 on Richter scale have occurred in Pakistan during the last 7 hours following the main Earthquake. This includes one moderate aftershock of intensity 6.0 on Richter scale which occurred at 1616 hours with epicentre at 34.8 N Latitude and 72.7 E Longitude near Muzaffarabad in Pakistan.

II. Impact of the Earthquake in J & K, Himachal Pradesh and Punjab.

(A) & · The of , , and are the worst affected districts.

1 Deaths/injuries · 213 Civilian deaths, 32 deaths of Army personnel and 05 deaths of BSF personnel have been reported, mainly due to house collapses. The details of deaths and injured cases are as under :- Srinagar Division

· The injured persons are being treated in Army and civil hospitals in various locations in the state.

2 Damage to Property · About 2000 houses in Srinagar division(Uri, Baramulla, , Kupwara, Srinagar) have reportedly been damaged including 900 fully damaged buildings. · In Jammu division about 10 major buildings are reported to have developed minor cracks including Mini Secretariat, Police HQ building, MLA hostel, Divisional Commissioner’s office and Government Medical College. · It is also reported that in Poonch, a heritage building known as Moti Mahal has partially collapsed and Field Ambulance building at Poonch has developed some cracks. · The civil hospital at Tangdhar has reportedly collapsed. All injured cases are being treated in Army hospital. · Most of the buildings of Stone construction have collapsed. There are severe structural damages to brick and masonary buildings. One building has collapsed in Baramula Police lines. Small fires have been reported in some parts of Baramulla . · The road to Tangdhar has been blocked due to landslides. · Jammu-Srinagar highway was blocked due to landslide near Ramban for about 2 hours after the earthquake. The road has since been cleared and the road traffic is moving normally.

Relief Measures · Army and Air Force personnel have assisted in evacuation of the injured persons from Uri and Tangdhar. · Air Support has also been put into operation. · Medical teams have been rushed to the affected places and stocks of essential medicines have been replenished. · Electric supply and water supply were disrupted. While electricity supply has been restored in most parts of the valley, water supply is likely to be restored later today.

3 (B) Himachal Pradesh · No loss of human life or injury has been reported in the state. · Some minor cracks in buildings have been reported in Chamba, Kullu, Kangra districts.

(C) Punjab · 02 deaths have been reported due to wall collapses in Gurdaspur district. · 10 buildings are reported to have been damaged in Punjab i.e. 05 buildings in Amritsar, one each in Hoshiarpur,Gurdaspur ,Sangrur, Ludhiana and Moga.

Coordination by MHA · The MHA Control Room is functioning round the clock and closely monitoring the situation.

· The Union Home Secretary has spoken to the Chief Secretaries of J & K, Himachal Pradesh & Punjab, Army Chief, Air Chief and to the Secretaries of the Central Ministries/Departments discharging Emergency Support Functions.

· 12 companies (ITBP-04,BSF-03 and CRPF-05) have been provided to the State Government for rescue and relief operations.

· The Government of J & K has requested for release of 04 companies of ITBP and 08 companies of CRPF to be placed at the disposal of the State Government to facilitate rescue and relief operations in J & K particularly in border districts of Baramulla, Kupwara, Poonch and where large scale damage has been reported.

· Advisories have been issued by MHA activating the Ministries/Departments of (i) Defence, (ii) Power, (iii) Health, (iv) Telecommunication, (v) Road Transport & Highways,(vi) Petroleum to discharge necessary emergency support functions in the affected areas particularly in J & K.

· The Army and Air Force have extended full support to the Civil Administration in J&K for undertaking Search & Rescue operations.
