  • SUMMARY of TAX EXPENDITURE 2021 Income Tax Estimates
SUMMARY OF TAX EXPENDITURE 2021 Tax Expenditure Report 2021 for federal taxes, based on data pertaining to FY 2019-20, amounted to an estimated Rs. 1,314.27 billion. Tax expenditure in sales tax amounted highest at Rs. 578.46 billion (44% of the total), while in income tax amounted to Rs. 448.05 billion (34%), and in Customs, to Rs. 287.77 billion (22%). In last fiscal year 2019-20, FBR’s tax collection was Rs. 3,997.4 billion. Hence, tax expenditure to total collection ratio comes to about 33%, and tax expenditure to GDP ratio stands at around 3.2%. The tax expenditure estimates are unadjusted amounts, meaning that elimination or repeal of a specific exemption would not necessarily produce the rupee amounts cited in this report. Actual receipts would depend on enforcement, taxpayer compliance, effective dates of legislation repealing the exemption, exact wording of any legislation, taxpayer’s behavior, and some other economic factors. This report briefly outlines federal tax exemptions and concessions. These descriptions do not grant rights or impose obligations; rather, the tax laws and rules made thereunder determine actual tax liability. Each estimate is based on the best information available from public and private sources, including FBR’s database. It would be exceptionally burdensome on taxpayers to require detailed reporting of transactions corresponding to each of the exemption sections and clauses. No such detailed reporting is imposed by statute or rules. Consequently, tax returns do not contain data sufficient to estimate the value of all exemptions and exclusions. Estimation requires identification of pertinent, useful data available from various external sources.

  • Zay Khay Sheen, Aligarh's Purdah-Nashin Poet
1 Zay Khay Sheen, Aligarh’s Purdah-Nashin Poet Gail Minault* Zay Khay Sheen, or Zahida Khatun Sherwani (1894-1922),1 was the younger daughter of Nawab Sir Muzammilullah Khan Sherwani, Rais of Bhikampur in the Aligarh district of North India.2 Sir Muzammilullah (1865-1938) was an important figure in the Aligarh movement. A follower of Sir Sayyid Ahmad Khan, he was a leading member of the Board of Trustees of Aligarh College, a champion of turning Aligarh College into a University, and politically loyal to the British connection. He was also a skillful poet in Persian, and had a string of alphabetical honors following his title as Khan Bahadur: LLD, KCIE, OBE, etc.3 The Sherwani clan of Aligarh district was distinguished in educational circles and produced a number of important figures, Habibur Rahman Khan Sherwani, Nawab Habib Yar Jung, was an Islamic scholar and an official in Hyderabad. Harun Khan Sherwani was a well-known historian of the Deccan (his wife is the biographer of Z-Kh-Sh). The clan had two main branches, the lineage of Bhikampur and that of Datauli, and practiced cousin marriage to an almost exclusive degree. The family tree presents a bewildering array of interlocking relationships.4 1* Gail Minault is a Professor of History and Asian Studies at the University of Texas, Austin, Texas, USA. There are two basic sources about Z-Kh-Sh, a biography written by her cousin: Anisa Harun Begam Sherwani, Hayat-i-Z-Kh-Sh (Hyderabad: Privately Published, 1954); and her collected poems: Z-Kh-Sh [Zahida Khatun Sherwani], Firdaus-i-Takhayyul (Lahore: Dar ul Isha’iat-i-Punjab, 1941).

Bāzyāft-31 (Jul-Dec 2017) Urdu Department, Punjab University, Lahore 21 Old-city Lahore: Popular Culture, Arts and Crafts Amjad Parvez ABSTRACT: Lahore has been known as a crucible of diversified cultures owing to its nature of being a trade center, as well as being situated on the path to the capital city Delhi. Both consumers and invaders, played their part in the acculturation of this city from ancient times to the modern era. This research paperinvestigates the existing as well as the vanishing popular culture of the Old-city Lahore. The cuisine, crafts, kites, music, painting and couture of Lahore advocate the assimilation of varied tastes, patterns and colours, with dissimilar origins, within the narrow streets of the Old- city. This document will cover the food, vendors, artisans, artists and the red-light area, not only according to their locations and existence, butin terms of cultural relations too.The paper also covers the distinct standing of Lahore in the South Asia and its popularity among, not only its inhabitants, but also those who ever visited Lahore. Introduction The Old City of Lahore is characterized by the diversity of cultures that is due tovarious invaders and ruling dynasties over the centuries. The narrow streets, dabbed patches of light andunmatched cuisine add to the colours, fragrance and panorama of this unique place. 22 Old-city Lahore: Popular Culture, Arts and Crafts Figure 1. “Old-city Lahore Street” (2015) By Amjad Parvez Digital Photograph Personal Collection Inside the Old-city Lahore, one may come the steadiness and stationary quality of time, or even one could feel to have been travelled backward in the two or three centuries when things were hand-made, and the culture was non-metropolitan.

This work could not have taken its current shape in the absence of their contributions. I thank them all. First and foremost, I owe my greatest debt of gratitude to my advisor Gail Minault for her guidance and assistance. I am grateful for her useful comments, sharp criticisms, and invaluable suggestions on the earlier drafts, and for her constant encouragement, support, and generous time throughout my doctoral work. I must add that it was her path breaking scholarship in South Asian Islam that inspired me to come to Austin, Texas all the way from New Delhi, India. While it brought me an opportunity to work under her supervision, I benefited myself further at the prospect of working with some of the finest scholars and excellent human beings I have ever known.
