Bhutan is already facing the impacts of climate change such as extreme weather and changing rainfall patterns. The Royal Government of Bhutan (RGoB) recognizes the devastating impacts climate change can cause to the country’s natural resources, livelihood of the people and the economy. Bhutan is committed to addressing these challenges in the 12th Five Year Plan (2018-2023) through various commitments, mitigation and adaption plans and actions on climate change at the international, national, regional levels. Bhutan has also pledged to stay permanently carbon neutral at the Conference of Parties (COP) Summit on climate change in Copenhagen. Accurate, reliable and timely hydro-meteorological information underpins the understanding of weather and climate change. The National Center for Hydrology and Meteorology (NCHM) is the national focal agency responsible for studying, understanding and generating information and providing services on weather, climate, water, water resources and the cryosphere. The service provision of early warning information is one of the core mandates of NCHM that helps the nation to protect lives and properties from the impacts of climate change. -

While there is evidence of increased religious disapproval of pig raising, the consumption of pork, which is mainly met from imports, is increasing every year. Pig development activities are mainly focused on introduction of exotic germplasm. There is an evidence of a slow but steady increase in the population of improved pigs in the country. On the other hand, indigenous pigs still comprise 68 percent of the total pig population but their numbers are rapidly declining. If this trend continues, indigenous pigs will become extinct within the next 10 years. Once lost, this important genetic resource is largely irreplaceable. Therefore, Government of Bhutan must make an effort to protect, promote and utilize indigenous pig resources in a sustainable manner. In addition to the current ex situ conservation programme based on cryopre- servation of semen, which needs strengthening, in situ conservation and a nucleus farm is required to combat the enormous decline of the population of indigenous pigs and to ensure a sustainable source of swine genetic resources in the country. -

Editor in charge: Ralf Britz Abstract Psilorhynchus kamengensis, new species, is described from a stream of the Kameng River, a northern tributary to the Brahmaputra drain- age, Arunachal Pradesh, northeast India. The new species belongs to the P. balitora species group and can be distinguished from all other members of this group by the presence of a longer post-epiphyseal fontanelle, 3 unbranched anal-fn rays, 9 + 8 caudal-fn rays, 35 vertebrae and fn coloration. The validity of the species is also corroborated by molecular phylogenetic analysis based on the mitochondrial cyt b gene. Key words Torrent minnow, Kameng, morphology, cyt b, phylogeny. Introduction Cypriniform fshes of the genus Psilorhynchus McClel- The Kameng River is the major drainage in East and land, 1838 are characterized by having an arched dor- West Kameng districts of Arunachal Pradesh, northeast sum with fattened ventral surface, horizontally-placed India. The Kameng originates from the Greater Himala- paired fns, a naked breast and an inferior mouth devoid yas, at an elevation of more than 7000 m, and descends of barbels (RAINBOTH, 1983). -

Page 72 ÖEZA, Projekt 1389 SmallHydro Project Evaluation Nepal & Bhutan Final Report 4.1 Project History 4.1.1 Project Identification and Appraisal The Rangjung Small Hydro Plant located in the District of Trashigang (East Bhutan) is a project of the early rural electrification strategy of the RGOB. This strategy foresaw the electrification of the remote districts through decentralised small and mini hydro- power plants and associated mini grids. The objective of the Rangjung SHP project was to stimulate economic and social development of remote Eastern Bhutan through electrification. This concept was in line with the general objectives of the Austrian De- velopment Co-operation in Bhutan and the request for assistance in developing the Rangjung Small hydro Plant was therefore granted. Co-operation in small hydro power development between RGOB and the Austrian Federal Chancellery (AFC) began in 1986 with fact finding missions and strategic issues on how to develop the sites (turn- key versus co-operation). Studies for the Rangjung site were carried out in the late 1980s (concept study 1988, feasibility study June 1989) but the bilateral agreement between the RGOB and the Austrian Government (through the Federal Chancellery) confirming the Austrian grant aid was signed only in April 1993. The Rangjung plant with an initial capacity of 1.1MW was to complement two existing Indian-funded mini hydro plants which energised an existing grid of limited extension in Trashigang district. -

The Project for Formulation of Comprehensive Development Plan for Bhutan 2030 Final Report CHAPTER 5 SPATIAL PATTERN AND ENVIRONMENTAL CONDITIONS OF BHUTAN 5.1 Existing Land Cover 5.1.1 Land Cover in 2010 Collected existing land cover data from the Ministry of Agriculture and Forestry (MoAF) was generated by a supervised classification method using satellite images from ALOS AVNIR-2, acquired between 2006 and 2009. The collected land cover data can be broken down into 11 main classes and 15 sub-classes. A list and map of the land cover classes are shown below.
