Kisumu The Legal Framework for GIS and Earth Observation data as Planning Tools for Decision Making:

The County Government Act 2012, Clauses 104 - 115 obligates every county to develop: A County Integrated Development Plan (CIDP) – a 5-year plan that informs each county’s annual budget; A County Sectorial Plan (10-year plan); a County Spatial Plan (a 10-year plan reviewed every 5 years); and city and municipal plans. County Government Act 2012 Clauses 105 (f) Obligates counties to establish a GIS based database system to be used as a tool for decision making for the development of those plans. The Presidential Order No. 26 Of 2018 Establishes the Space Agency whose mandate is to develop and nature a vibrant and viable domestic space industry by enhancing coordination of space related activities among government agencies private sectors, industry and researchers The above legal framework gave Vihiga County authority to develop a GIS system which is premised on the principle that; rational decision making is based on information and data, 80% of these information and data is spatial or position based. Conceptualization of the CDIS:

 CDIS priorities identified through a one-day workshop in line with the CIDP  Development of Vihiga CDIS already initiated i.e. o A very high resolution Pleiades imagery (50cm) for Nov. 2017 covering the entire County was acquired by Airbus Defence & Space through LocateIT o Avery high resolution Pleiades Imagery (50cm) for August 2019 acquired o ArcGIS software acquired from Esri o Identification of priority components of Vihiga’s CDIS sub-systems done (Feb. 2018) o Mapping of all priority roads earmarked for tarmacking in 2018 – 2022 (Nov. 2018) o Mapping public primary schools in Vihiga County ongoing since Apr. 2018 o Mapping public health facilities in Vihiga County completed in Feb 2019 o Mapping farms/farmers in Vihiga County ongoing since November. 2018 o Mapping wetlands encroached by eucalyptus trees (to be replaced by bamboo) in Vihiga County ongoing since November 2018 o Mapping schools and hospitals to support rainwater harvesting program (June 2018) o Design, Setup, Launch and fully functioning of an ultra-modern GIS Lab for Vihiga County Government County Development Information System (CDIS): CDIS is an integrated platform that helps to interlink departmental data and information in Vihiga County Government to help in effective planning and decision making as well as monitoring. CDIS Sub-systems for Vihiga County include:- 1. Land Information Management System (LIMS) 2. County Agricultural Management Information System (CAMIS) 3. Transport Infrastructure Information System (TIIS) 4. Health Services Information System (HSIS) 5. Education Services Information System (ESIS) 6. Environment Monitoring System (EMS) 7. Public Amenities Management Information System (PAMIS) 8. Businesses Information System (BIS) 9. Spatial Planning Information System (SPIS) 10.Housing and Buildings Information System (HaBIS) 11.Early Warning and Response Information System (EWARIS) 12.County Revenue Information Management System (CRIMS) 13.County Accountability Tool (CAT) / Performance Monitoring System (PMS) 14.Common Operating Picture (COP) 15.Physical Address System (PAS) 16.Socio-economic Information System (SIS) 17.Credit Management System (CMS) 18.Planning and Budget Management System (PBMS) 19.Utilities Management System (UMS) 20.Security Information System 21.Projects Management System (PMS) 22.Assets and Liabilities Management System (ALMS) Establishment and Commissioning of Vihiga County GIS Lab :

• The GIS Lab was established with the support of the following development partners Esri Airbus FAO-UN European Union LocateIT

• The lab was officially commissioned on 16th May 2019 by the Cabinet Secretary in charge of devolved governments in Kenya, Hon. Eugene Wamalwa Requirements for establishment of a fully fledged GIS Lab:

• Have a vision of the lab in line with the CIDP of the County

• Each department or ministry to define their datasets as per the needs of the department

• Have the specialist technical people in the lab (The Right Human Resource) The right hardware, software and work flows of GIS as a physical lab

• Define the fundamental datasets as per your county

• Collate all the departmental datasets for integration, analysis and decision making. Set the frequency of the update of the datasets according to the needs of the department

• Do a workshop for top management (Governor, Deputy Governor, CECMs and Cos) to understand the need for integration and relationships of the department’s datasets

• Interpretation of the datasets and application by the departments.

• Capacity building for the Technical people in the GIS lab and need basis in the departments Application in Land Use Planning and Management Part of the farmers database Digitized Farm Parcels DairycHicKENGoatSDairy cow rESoUrcE rESoUrcE rESoUrcE cow MaP MaP MaP Improved Mwitoko Local Fish ChickenFarm Ponds Mapping of Farmers coMPlEtE MaP for Dairy for 2019-2020cow Chicks for subsidized farm rESoUrcE MaP inputs. Mapping out of farmer groups - dairy cattle, dairy goat, local improved chicken. Construction of Aquaculture Farm in Mwitoko Fish Farm Vihiga County Application in Health Department

FAO, the European Union and the Government of Kenya through the land Governance programme are facilitating counties make geospatial technology systems available and accessible in order to fulfil this obligation, and to enhance the use of data and information in sustainable development, planning and decision-making processes.

A model example for this is Vihiga County which has taken the lead in setting up and state-of-the- art Geospatial Technology Service Centre leveraging on the knowledge available plan and make rational decisions.

Eight Counties have visited Vihiga County to benchmark on GIS which include  Tana River,  Turkana,  West Pokot,  Baringo,  ,  Samburu,  Laikipia  Nandi Counties Benchmarking Cont…
