By Dave Baxter An emergency medicine expert says both the NDP’s and PC’s plans to fi x emergency room wait times in Manitoba are “doomed to fail.” “Manitoba is becoming the epicenter for everything that is wrong with emergency medicine in Canada,” chair of the public affairs committee for the Canadian Association of Emergency Physicians Alan Drummond said. Drummond, who is based in Ottawa, is an advocate for an improved standard of emergency care in Canada and is the 2008 recipient of the Canadian Medical Association’s Sir Charles Tupper Award for Political Action. Both Selkirk NDP candidate and PC candi- date Alan Lagimodiere have offered up promises they say will ease up emergency room wait times. One of the NDP’s promises involves opening more Quick- Care Clinics in Manitoba, and in a recent interview Dewar said the existing clinics are easing up wait times because “thousands of people are visiting them, so they are certain- ly working.” Drummond said “non-urgent” clinics such as QuickCare Clinics don’t solve ER problems. “In order to solve the problem you have to understand what the problem is,” Drummond said. “You’ve had ER crowding identifi ed since 1994 and every several years some incarnation of the government says they are going to fi x it, but they try to fi x it by attacking the wrong problem.” Drummond said governments in Manitoba continue to believe “overutilization or abuse of system” is the problem and the answer is to divert people with non-urgent issues to other facilities such as QuickCare Clinics. According to Drummond, a number of studies show that hospitals with long ER wait times do not have a large enough bed capacity. “The cause of ER crowding is hospital crowding, so you 16042gm2 get an emergency department that has a patient that needs to be transferred to a ward and there is no beds, so the person spends 12 to 34 hours waiting for a bed to become available,” he said. “When that bed is used by a patient that means it can’t be used by a patient in the waiting room, so it has nothing to do with directing patients elsewhere.” Drummond added many people spend long times in hos- pital beds because there is nowhere else for them to go. “So after treatment is complete you have a person, often the elderly, who can’t get a bed in a care home and they can’t be sent home, so they sit in a bed, which again leads to the overcrowding.” Three keys to stopping long ER wait times are more avail- able beds in care homes, better home care services so more patients can go home, and spending money to get higher bed capacity in hospitals, according to Drummond. “At the end of the day we know increasing bed capacity is expensive, but there is a grey tsunami coming and the prob- lem is going to get worse as the population ages,” Drum- mond said. “You are going to have to increase the number of beds because the problem isn’t going to go away.” The Manitoba PCs have pledged to create a wait times task force to tackle the problem and said they would con- sult directly with frontline workers, health professionals and “impacted stakeholders.” Lagimodiere said in a recent interview a PC government would go directly to frontline workers to ask them what they think is needed to fi x problems with health care. “There is no reason for a task force because we know ex- actly what the problems are, so I am not pleased with that announcement,” Drummond said. Tax relief will come under a new Progressive Conservative government as they roll back the PST from 8 to 7 percent. Seniors will see further relief as government raises the level of the basic personal exemption and eliminates ‘bracket creep’ leaving more money in the pockets of Manitobans.

Goetz and his hard-working group of 13 year olds won the 13A2 city championship recently after edging the Varsity View Falcons 3-2 in over- time in Game 4 of their best-of-fi ve fi nal series. Brayden Anderson scored the game winner in OT. “Myself, as a coach, I have had about fi ve of these kids for the last fi ve years and in those fi ve years, we’ve been in the fi nal all fi ve years,” said Goetz earlier this week. “And, out of the fi ve (championships), we’ve won three.
