In accordance with Sections 309(a) and 310(d) of the Communications Act of 1934 (the 1934 Act), the Commission issues new radio broadcast licenses and approves the assignment and transfer of those licenses only when those actions are consistent with the public interest, 1 convenience, and necessity.
