    Submission by Hamilton City Council WATER SERVICES BILL 26 February 2021 1.0 SUMMARY OF HCC’S KEY POINTS AND RECOMMENDATIONS 1.1 HCC’s previous submission on the new Crown agency Taumata Arowai supported the agency and resource management reforms that would provide clear, consistent leadership and guidance, build capability, support suppliers, manage risks and improve environmental performance. 1.2 We support the overall intent, direction and proposals in the Water Services Bill insofar as it provides a regulatory framework aligning with fundamental principles of drinking water safety. 1.3 Under three waters reform, there will be different models of service delivery for water services. The Bill does not provide enough clarity on these models as they relate to owners, operators and suppliers and their points of supply and the division of responsibilities. The duty to manage, monitor, notify and remediate risk has not been considered in the context of the best entity to comply with duties. 1.4 We recommend a review of the models of service delivery, suppliers and their points of supply, source water management, and a re‐evaluation on how these relate to powers and duties. 1.5 HCC also recommends better direction and integration of wastewater and stormwater services in the Bill. Giving effect to Te Mana o te Wai could also be better integrated throughout the Bill. 1.6 Emergency powers of Taumata Arowai as they relate to civil defence is not supported as there appears to be an over‐ride of powers. A Territorial Authority’s own powers to enforce measures to protect supplies must also be strengthened in the Bill.

    SUBMISSION ON S71 CHANGES TO THE DISTRICT PLAN - HAGLEY OVAL. My name iss9(2)(a I was part of a group that took part in the Environment Court EC and attended each day for 5 weeks. I learned during that case and subseq uently, to be wary of anything Canterbury Cricket Trust CCT says and even more so what they don't say. I have put in a submission on behalf of HO H, concentrating on amenity. This is my personal submission dealing with the proposed changes requested by CCT and their impact on Hagley Park and its other users. I believe that the use of S71 in this instance is wrong. The ability to question expert evidence and present opposing expert evidence is essential in this sensitive proposal. The RMA is the vehicle t hat can provide this. The minister is no doubt aware of the section in the letter of expectation that advises her regarding the use of S71, where the RMA could be used instead. Also the amendment to the Regenerate act proposed by the current minister Megan Wood and passed unanimously by Parliament protecting Hagley Park from the Regen Act. https://www.parliament.nz/en/pb/hansard This states: "But what we are saying is that when it comes to Hagley Park and the protections that have been built up over that piece of land, it actually is time to return to business as usual. When it comes to that particular taonga in the centre of our city, we do need to be able to say, it is if the earthquakes never happened and it is as if the bespoke legislation that is put in place to aid our recovery and our regeneration does not exist...."   • International School Trips: a Critical Analysis of Multiple Stakeholder Perspectives
    INTERNATIONAL SCHOOL TRIPS: A CRITICAL ANALYSIS OF MULTIPLE STAKEHOLDER PERSPECTIVES Margie Campbell-Price A thesis submitted for the degree of Doctor of Philosophy University of Otago, Dunedin, New Zealand 2014 ABSTRACT For many decades school groups have actively engaged in experiences outside the classroom. More recently, school-led tourism has expanded to include international school trips especially undertaken by schools in developed, (Western), neoliberal nations. Whilst these trips traditionally focused on foreign language and cultural learning they have diversified to include a wide range of curriculum-related subjects and extra-curricular activities. However, the growth in participation in these trips has not been matched by academic attention or analysis. This thesis addresses the dearth of research by exploring the justifications, motivations and experiences behind international school trips and how learning is perceived and positioned within these trips. The inclusion of the active voice of multiple stakeholders (i.e., young people, their parents and school leaders) is a new way of appraising international school trip experiences. This qualitative study involved twenty-three focus group interviews (six with parents, nine with young people and eight with school leaders), carried out in six New Zealand secondary schools that had groups either preparing for or recently returned from an international trip. Thematic analysis was used to analyse the data and three global themes relating to the aim of the thesis were identified. The findings corroborate the existing literature that learning is an integral part of international field trips and illustrate a detailed understanding of the nature of learning within these experiences. All three stakeholder groups used learning, at least in part, to justify taking part in these experiences.
