JASENI MAIDINSA CEO, PBA Holdings Bhd dan PBAPP KM PULAU PINANG LAWAT EMPANGAN AIR ITAM UNTUK NILAI IMPAK OPERASI PEMBENIHAN AWAN • Operasi pembenihan awan yang dijalankan antara 25.4.2020 dan 27.5.2020 telah membantu meningkatkan kapasiti efektif Empangan Air Itam dan Empangan Teluk Bahang. • Bagaimanapun, kepasiti efektif kedua-dua empangan masih berada di bawah tahap 50%. • PBAPP memohon kelulusan untuk siri kedua operasi pembenihan awan pada bulan Jun 2020. PULAU PINANG, Khamis, 28.5.2020: Ketua Menteri Pulau Pinang YAB Tuan Chow Kon Yeow berkunjung ke Empangan Air Itam semalam (27.5.2020) untuk menilai impak operasi pembenihan awan pada bulan April dan Mei 2020. Turut bersama beliau, Ahli Majlis Mesyuarat Kerajaan Negeri, YB Tuan Zairil Khir Johari, Ahli Dewan Undangan Negeri Air Itam, YB Tuan Joseph Ng dan Ahli Parlimen Bukit Bendera, YB Tuan Wong Hon Wai. Di lokasi, mereka diberi taklimat mengenai hujan yang direkodkan selepas 6 operasi pembenihan awan, serta kapasiti efektif Empangan Air Itam dan Teluk Bahang, sehingga 27.5.2020: Empangan Kapasiti Efektif Kapasiti Efektif % (%) (%) Peningkatan 25.4.2020 27.5.2020 Air Itam 32.4 44.4 12.0 Teluk Bahang 20.4 22.9 2.5 Dalam tempoh 25.4.2020 - 27.5.2020, PBAPP mencatatkan 283 mm hujan di Empangan Air Itam dan 1.065mm hujan di Empangan Teluk Bahang. KM Pulau Pinang lawat Empangan Air Itam untuk nilai impak operasi pembenihan awan | Page 1 of 4 Harap maklum bahawa kapasiti efektif maksimum Empangan Air Itam adalah 2.16 bilion liter sementara kapasiti efektif maksimum Empangan Teluk Bahang ialah 18.24 bilion liter. Kapasiti efektif Empangan Teluk Bahang adalah 8.4 kali melebihi kapasiti efektif Empangan Air Itam. Oleh itu, lebih banyak hujan diperlukan untuk mengisi semula Empangan Teluk Bahang. Memohon kelulusan untuk siri kedua operasi pembenihan awan Walaupun terdapat peningkatan, kapasiti efektif Empangan Air Itam dan Teluk Bahang masih berada di bawah paras normal. Pada bulan Mac 2020, Kerajaan Negeri telah meluluskan siri pertama 10 operasi pembenihan awan di Pulau Pinang dan Kedah. Setakat ini, 6 operasi pembenihan awan telah dijalankan, dengan 4 operasi lagi akan menyusul. PBAPP memohon siri kedua 6 operasi pembenihan awan tambahan pada bulan Jun 2020 untuk memaksimumkan potensi hujan dan mengisi kembali Empangan Air Itam dan Empangan Teluk Bahang sebanyak mungkin. Rasional untuk lebih banyak operasi pembenihan awan Rasional utama PBAPP untuk siri kedua operasi pembenihan awan pada Jun 2020 adalah seperti berikut: 1. Sehingga 27.5.2020, kapasiti efektif Empangan Air Itam dan Empangan Teluk Bahang masih di bawah paras 50%. Kapasiti efektif adalah rendah sejak 1.1.2020. Oleh kerana perubahan iklim, jumlah hujan yang luar biasa rendah direkod di kawasan tadahan air Pulau Pinang dalam tempoh Jun 2019 hingga pertengahan April 2020. 2. Tanpa hujan yang berterusan, kapasiti efektif Empangan Air Itam dan Empangan Teluk Bahang akan semakin berkurangan. PBAPP telah melaksanakan kawalan ketat untuk meminimumkan pelepasan empangan sejak 1.1.2020. Walau bagaimanapun, air mentah perlu dilepaskan setiap hari dari Empangan Air Itam dan KM Pulau Pinang lawat Empangan Air Itam untuk nilai impak operasi pembenihan awan | Page 2 of 4 Empangan Teluk Bahang untuk memastikan bekalan air berterusan di Pulau Pinang 3. Jun 2020 memberikan peluang untuk memaksimumkan penurunan hujan di kawasan tadahan air Pulau Pinang. Ribut petir dan hujan telah diramalkan untuk bulan Jun 2020, memungkinkan kehadiran awan hujan. Bagaimanapun, jumlah hujan tidak dapat diramalkan. Pembenihan awan akan memaksimumkan hasil hujan. Menjelang Julai 2020, mungkin awan hujan akan kurang sedikit. 4. Operasi pembenihan awan April-Mei membuahkan hasil. Operasi pembenihan awan pada akhir April dan Mei memberikan hasil yang diharapkan, dan Pulau Pinang memerlukan lebih banyak hujan untuk mengisi semula empangan utamanya. 5. Jaminan “tiada catuan air” pada separuh kedua 2020 Empangan Air Itam mesti menyimpan air mentah yang mencukupi untuk memenuhi segala keperluan bekalan air pengguna air di Air Itam dan Paya Terubong hingga akhir tahun. Begitu juga, kapasiti efektif Empangan Teluk Bahang mesti ditingkatkan untuk memastikan keselamatan bekalan air di kawasan Teluk Bahang, Batu Ferringhi dan Tanjung Bungah hingga akhir tahun ini. 6. Jaminan “tiada catuan air” pada 2021 Memandang ke hadapan, Pulau Pinang dan PBAPP juga mesti bersiap sedia untuk musim kering akan datang yang akan bermula pada 1.1.2021. Oleh itu, kita harus memanfaatkan setiap peluang yang ada untuk mengisi semula empangan, dengan air hujan sebanyak mungkin, dari sekarang hingga akhir tahun 2020. 7. Menjaga status “negeri hijau” Pulau Pinang dalam memerangi Covid-19 Pulau Pinang dan rakyatnya memerlukan bekalan air yang mencukupi untuk terus memerangi Covid-19. Oleh itu, kelestarian bekalan air adalah faktor penting dalam membantu 1,78 juta KM Pulau Pinang lawat Empangan Air Itam untuk nilai impak operasi pembenihan awan | Page 3 of 4 penduduk kekal bersih dan selamat, untuk terus membendung pandemik berkenaan. Diketuai oleh Ketua Menteri YAB Tuan Chow Kon Yeow, Pulau Pinang telah mencapai status “negeri hijau” dalam memerangi Covid-19. Adalah menjadi tugas PBAPP untuk memastikan kecukupan bekalan air untuk mengekalkan status “negeri hijau” ini. Selain itu, Pulau Pinang memerlukan bekalan air yang mencukupi untuk memudahkan pemulihan ekonomi secara beransur-ansur dan sihat. Cloud seeding operations conducted between April 25 and yesterday have helped to increase the effective capacities of both dams, but these were still not enough to boost the water levels. The maximum effective capacity of the Air Itam Dam is 2.16 billion litres, while the maximum effective capacity of the Teluk Bahang Dam is 18.24 billion litres. The effective capacity of the Teluk Bahang Dam is 8.4 times more than the effective capacity of the Air Itam Dam. This state of affairs strengthens the relationship between the extent and characteristics of the transport infrastructure and the level of economic development in a given area. Thus, high levels of development are commonly associated with high density road infrastructure and highly connected road networks. The transport sector is therefore an important component of economic development. Efficient road systems provide economic and social opportunities and benefits that results in positive multiplier effects such as better accessibility to markets, employment and additional investments. When road systems are deficient in terms of capacity or reliability, they can have economic costs such as reduced or missed opportunities and lower quality of life. However, there may also be unintentional consequences. For example, road traffic congestion is often an unintended consequence in the provision of transport infrastructure to the users. Nonetheless, congestion and its accompanying effects are also indications of a growing economy where capacity and infrastructure have difficulties keeping up with the rising mobility demands. Thus, road transport carries an important socio-economic and environmental burden that cannot be neglected. It is linked to producer, consumer and production costs. The mobility it confers are linked to a level of output, employment and income within the state’s economy. The importance of a good and efficient road infrastructure can thus be assessed for each sector of the economy.
