Developing Penang’s creative sector and introducing it as a viable sector within tourism, is regarded as a crucial step that can determine the future of the state. However, there are several challenges involved: How can we attract and retain profitable businesses and talented people? What attaches people to their communities?” Area Visit 2: Penang Green Council The manifestation of how progressive values have transformed Penang into a green state that is clean, safe and harnesses green technology. In doing so, Penang thrives to enable, empower and enrich all stakeholders to Page 8 practice sustainable development that protects the environment and quality of life. Area Visit 3: Gender Responsive Participatory Budgeting with Steven Sim Discussions on democracy frequently highlight the two differentiating views – the first as a “representative” form of governance, where leaders are elected by their constituents to represent them, and second a state sanctioned institutional process known better known as participatory governance which allows citizens to exercise their voice beyond ballot papers. Recently, Bukit Mertajam MP Steven Sim conducted a Gender Responsive Participatory Budgeting (GRPB) workshop initiated by the Penang Women Development Corporation (PWDC).
