I support divestment from police and reinvestment in our communities, and I am calling on the Charter Commission to let the people vote on the charter amendment. Over-policing and police violence have destroyed Black, brown and Indigenous communities while failing to keep us safe. Voters like me should have a role in determining the future of public safety in our city, because we know best what will allow all our neighborhoods to really thrive. This initiative is our best chance to build stronger, safer communities for everyone in Minneapolis. Please pass the charter amendment along to voters, and respect our democratic right to decide the future of our city. INTRODUCTION For much of the world, 2020 was a troubling year, but few places saw as much uproar as Minnesota. The police killing of George Floyd set off protests in Minnesota and around the world,1 even as a pandemic and economic downturn hit minority communities with particular force.2 But, somehow, the year ended with an event that provided hope, promise, and a path to healing. On December 15, 2020, the Minnesota Board of Pardons granted a commutation of sentence to Myon Burrell, who had been convicted of murder and attempted murder and sentenced to life in prison.3 The Burrell case, closely examined, is a Pandora’s box containing many of the most pressing issues in criminal justice: racial disparities, the troubling treatment of juveniles, mandatory minimums, the power (and, too often, lack) of advocacy, the potential for conviction and sentencing review units, clemency, and the need for multiple avenues of second-look sentencing. Interpretations that put all the weight on white political interests unduly minimize the impact of violence on Black communities. The younger generation, however, bore the brunt of aggressive, discriminatory policing. ► National polls demonstrate that there is a great deal of confusion around the word “defund,” and most African Americans see it as something other than completely ridding cities of cops. ► Most Americans, especially Blacks, see room for community groups and non-law enforcement professionals, such as social workers and doctors, in a broader public safety strategy. Fact-finders are told that they should not give police officer testimony greater or lesser weight than any other witness they will hear from at trial. Jurors are to accept that police are no more believable or less believable than anyone else. Jury instructions regarding police officer testimony stand in contrast to the instructions given to jurors when a witness with a legally recognized interest in the outcome of the case has testified. In cases where witnesses have received financial assistance or plea deals for their testimony, a special instruction is given. For example, when a witness with a cooperation agreement testifies, the trial court will tell the jury that while the witness has the same obligation to tell the truth as other witnesses, the jury can consider whether the witness has an interest different from other types of witnesses and that her testimony should be considered with caution.

    7/3/2020 10:44:57 AM I am afraid of what will happen when the police are "defunded" or "abolished" (the unclear and inconsistent language around this issue is infuriating and confusing). I am comparing this issue to what happened back in the 60s and 70s when mental health asylums were disbanded and community-based options were supposed to take over (group homes, day treatment, etc). However, even though some funding was funneled to create these community-based options, not enough was funded. So now we are left with a gap of care that has impacted thousands of individuals, people who should be in groups homes or mental health institutions are now on the streets, homeless, addicted to drugs, and struggling to survive. Community-based options do work when implemented correctly. However, we as a country have had a history of really sucking at implementing them. How will Minneapolis know that no MPD is working? How are you going to measure that? How will you ensure that the money that would have went to funding MPD actually makes it to these community-based programs, instead of lining some politician's pocket? Why are we funding personal security for a select few, while debating taking away the security of the general public? And since Hennepin County Sheriff Deputies will be picking up the slack that is created by disbanding MPD, isn't that worse to have people who don't really know or live in the community police it? Why can't we keep the MPD, get rid of the police union, and re-hire and re- train people who are from the communities they would be policing? Don't disband MPD totally, but maybe take away the military equipment, and use that funding for community options? It is not right that tax money is being used for personal security guards.
