Meeting commenced at 7:00 PM at 1383 - 9th Avenue, Kamloops, BC Chair Harper presiding. MINUTES 1.1 Adoption of Regular minutes of March 11, 2013 Karpuk - Harwood moved that the minutes of the regular Board Meeting of March 11, 2013, be adopted as circulated. ADOPTION OF AGENDA 2.1 Additions and Deletions Trustee Glover has an item under #10 and three items under #11 Trustee Cowden has an item under #10 Trustee Wade has two items under #11 Secretary-Treasurer Stretch has two additional items under #7 Glover - Cowden moved that the agenda be adopted as amended. CARRIED Board of Education - Public, March 25, 2013 3. EDUCATION TOPIC 3.1 Recognition - Team Brown 2013 Canadian Junior Women's Curling Champions On behalf of the Board, Chair Harper congratulated the members of Team Brown, Corryn Brown, Erin Pincott, Samantha Fisher and Sydney Fraser, for winning the 2013 Canadian Junior Women's Curling Championship and for representing Canada at the World Junior Curling Championships in Sochi, Russia. She presented the Curling Team with Certificates of Recognition. 3.2 Brocklehurst Middle School - Principal Tom Dinsdale and Teachers Daily Math Initiatives and Sports Academies Principal Tom Dinsdale and teachers Crosby Dorais, Brad Dalke, Katie McCormack and Teresa Atkinson from Brocklehurst Middle School provided an overview of the Daily Math initiative and the Sports Academies taking place at the school. The Daily Math initiative was developed to help identify students who are struggling in math and to provide a stress-free learning environment to strengthen their skills. Brocklehurst Middle School offers several Sports Academies including Aquatics, Hockey and Soccer. The Aquatics Academy takes a student from learning to swim to competitive swimming, water polo and lifeguarding. The Soccer Academy provides full scope training skills, preventive injury exercises and nutrition guidance. The Hockey Academy is multi-graded and provides 200 hours of hockey instruction throughout the school year. Two new academies, Dance Academy and Baseball Academy will be added in the future. 3.3 Social Responsibility Team - Positive Behaviour Intervention Support (PBIS) Kathy Price and Dyan Gunnlaugson District Principal Hamblett introduced Kathy Price and Dyan Gunnlaugson, District Behaviour Resource Teachers, who provided an overview of the Positive Behaviour Intervention and Support (PBIS) program. PBIS is a decision making framework that guides selection, integration and implementation of the best evidence-based academic and behavioural practices for improving important academic and behaviour outcomes for all students. It provides a systematic approach for schools to decide how to teach and approach discipline depending on factors such as the school culture, data collection and teaching personnel. Protocols are developed to support staff as they cohesively implement the program. A District Leadership Team is available to assist schools with training, workshops, implementation and evaluation. 4. PUBLIC INQUIRIES, PETITIONS AND WRITTEN PRESENTATIONS 5. PARENT ADVISORY GROUPS AND DISTRICT PARENT ADVISORY GROUPS Board of Education - Public, March 25, 2013 6. REPORTS FROM SUPERINTENDENT OF SCHOOLS 6.1 Kindergarten and Schools of Choice Enrolment Update Assistant Superintendent deBruijn provided an update on enrolment for Kindergarten and the Schools of Choice for 2013/2014. He reported that kindergarten registration takes place in March each year. Currently, there are 874 kindergarten students enrolled and an additional 142 are expected to enroll by September 2013. He reported on the enrolment for the Schools of Choice - Aberdeen Montessori, Bert Edwards Science and Technology School, Lloyd George and South Sa-Hali French Immersion, Beattie School of the Arts, and the NorKam International Baccalaureate program. 7. REPORTS FROM SECRETARY-TREASURER 7.1 Annual Facilities Grant (AFG) 2012/2013 Secretary-Treasurer Stretch reported that the Ministry of Education has announced the provincial Annual Facility Grant (AFG) funding for 2013/2014. School District No. 73 will receive $3,300,688 for facility maintenance and repairs in schools. The AFG spending plan will be provided to the Board for consideration and adoption. 7.2 Literacy Outreach Coordinator Funding Secretary-Treasurer Stretch reported that the Ministry of Education is providing Decoda Literacy Solutions with a $1 million grant to support literacy outreach programs, bringing total funding to the same level as last year. The additional funds will restore the Literacy Outreach Coordinators in the district's four rural locations. 7.3 Enabling Accessibility Grant Secretary-Treasurer Stretch reported that the district was awarded an accessibility grant from Human Resources and Skills Development Canada for the purchase and installation of wheelchair elevators for South Kamloops Secondary and Beattie School of the Arts (JP Campus). The grant provides $44,752 towards the full cost of $59,670. 8. NEW BUSINESS 9. BUSINESS ARISING FROM PUBLIC INQUIRIES 10. REPORTS FROM COMMITTEES AND CHAIR 10.1 Chair's Report 1. Chair Harper represented the Board at the RCMP Academy graduation. The Academy took place at Brocklehurst Middle School over the Spring Break. It is in its 3rd year of operation and attracted 22 participants. The staff, RCMP and volunteers were commended for organizing this very worthwhile experience for students. Board of Education - Public, March 25, 2013 2. Chair Harper advised that the Board received a Thank You from teacher Brad Epp for supporting the BC High School Curling Championships that were held in Kamloops earlier this year. 10.2 Education Committee On behalf of the Education Committee, Trustee Cowden reported that the Committee met on March 12th and there is no report for the public meeting. 10.3 District Parent Advisory Council - Trustee Glover As alternate representative to the District Parent Advisory Council, Trustee Glover reported that the Council met on March 12th to receive a presentation on the Positive Behaviour Intervention and Support program; to discuss the upcoming Annual General Meeting; Teacher Regulation Branch; S-Trips; and, traffic issues on Westsyde Road. 10.4 City of Kamloops Parks and Recreation Commission - Trustee Cowden As Board Representative to the Kamloops Parks and Recreation Commission, Trustee Cowden reported that three schools were awarded funds from the Winter Games Legacy Fund totaling $900. 11. TRUSTEE REPORTS, INQUIRIES AND GOOD NEWS 11.1 Trustee Glover 1. Trustee Glover reported on her attendance at the Arts in the High Country performances on March 17th. 2. Trustee Glover attended Arthur Stevenson Elementary on March 14th to recognize students for academic and effort achievements. 3. Trustee Glover attended the Kamloops Symphony performance on March 16th with guest conductor, Victor Sawa, leading songs from The Oscars. Trustee Glover took the opportunity to commend the Symphony for all that they do for the students of the Kamloops/Thompson School District. 11.2 Trustee Wade 1. Trustee Wade attended performances by the Secondary School Choirs on March 13th. She was impressed with the calibre of the performances and the progression of the choirs. 2. Trustee Wade reported on her attendance at the A.E. Perry Multi Cultural Day on March 15th. It was an outstanding day of ethnic foods and dance. 12. CORRESPONDENCE 12.1 Ministry of Education re: Discover Your School Web Tool A letter was received from Deputy Minister of Education Gorman announcing the Discover Your School web tool, a website that provides a variety of information about each school in the province to help parents learn more about the schools in their community. Board of Education - Public, March 25, 2013 12.2 Board Letter re: Decoda Literacy Funding Cuts A copy of the Board's letter to Decoda Literacy Solutions expressing concern with recent funding cuts was provided for information. 12.3 Logan Lake Literacy re: Decoda Literacy Funding Cuts A letter was received from Logan Lake Literacy expressing concern with recent funding cuts by Decoda Literacy Solutions and the impact of the cuts on the community of Logan Lake. 13. MOTIONS 14. NOTICE OF MOTION 15. NOTICE OF MEETINGS 15.1 Schedule of Upcoming Meetings Chair Harper provided the schedule of meetings for the upcoming two week period ending April 8, 2013. 15.2 The next regular public Board Meeting will occur on: Monday, April 8, 2013 Location: Chase Secondary, 420 Cottonwood Street, Chase, BC 16. Membership Goals: • Engage with and provide support to member facilities across BC and ensure they are aware of the benefits of mem- bership • Build collaborative working relationships with member facilities, curlers and other internal audiences. Curl BC has stepped up face-to-face visits with member clubs. Issues discussed have included: club governance, club operations, grant applications, camps, workshops, membership reporting and more. Many more clubs got their reports in on time, or contacted Melissa Sim to make arrangements for reporting.
