PETROV A b s t r a c t: Amurodytes belovi nov.sp. of the family Dytiscidae is described from the Zeya Nature Reserve in the Far East of Russia – the type locality – and the Bolshoy Amalat River in Buryatia, East Siberia, with a distance of about 900 km between them. It belongs to the Deronectes-group of genera ("Deronectina") (Hydroporini) and at first glance resembles some species of Oreodytes SEIDLITZ 1887. However, it cannot be placed in any known genus of the Deronectina, because a unique combination of characters distinguishes it from all the other species of the tribe, and therefore it is described in a new genus. The most prominent features of the species are the following: cordiform pronotum, broadly exposed interlaminary bridge of metacoxae, and parallel metacoxal lines; both sexes with most antennomeres flattened ventrally, in males even semicircular in cross-section; males with broadly expanded protibiae, without sucker cups on pro- and mesotarsomeres, and with unusually narrow distal portion of the median lobe of the aedeagus. The hind wings of all specimens studied are extremely reduced and at least these specimens were certainly incapable of flight (brachypterous). The habitus, the genitalia and some other structures of the new species are illustrated, the systematic position of the new genus is broadly discussed and a modified key to genera of the Deronectina – including Amurodytes nov.gen. -

There is a series of arguments that decentralization of governments enhances growth by improving allocation efficiency. However, the empirical studies have shown mixed results for industrialized and developing countries and some of them have demonstrated that there might be a threshold level of economic development below which decentralization is not effective. Developing and transition countries have developed a variety of forms of fiscal decentralization as a possible strategy to achieve effective and efficient governmental structures. A generalized principle of decentralization due to the country specific circumstances does not exist. Therefore, decentra- lization has taken place in different forms in various countries at different times, and even exactly the same extent of decentralization may have had different impacts under different conditions. -

Once close to extinction, Takhi are the world’s only true wild horse. BENTLEY AND WOLFRAM KUTSCH Department of Zoology, University of Michigan, Aim Arbor, and Institute for Comparative Animal Physiology, University of Cologne {Received 21 February 1966) INTRODUCTION Study of the insect neuromuscular system appears very promising as a means of explaining behaviour in terms of cellular operation. The relatively small number of neurons, the ganglionic nature of the nervous system, the simplicity of the neuro- muscular arrangement, and the repetitiveness of behavioural sequences all lend them- selves to a solution of this problem. As a result, an increasing number of investigators have been turning their attention to insects and especially to the large orthopterans. Recently, Ewing & Hoyle (1965) and Huber (1965) reported on muscle activity underlying sound production in crickets. The acoustic behaviour is well understood (Alexander, 1961) and in the genera Gryllus, Acheta and Gryllodes communication is mediated by three basic songs composed of three types of pulses. While working independently on this system at the University of Cologne (W.K.) and the University of Michigan (D.B.) using various Gryllus species, we found a number of basic differences between the muscle activity in our crickets and that reported by Ewing & Hoyle (1965) for Acheta domesticus. These two genera, Gryllus and Acheta, are so nearly identical that they are distinguished solely by differences in the male genitalia (Chopard, 1961). The present paper constitutes a survey of muscle activity patterns producing stridulation in four species of field crickets.
