STOCKS TO WATCH Public Service pays off powerfully as big utility charges to 52-week highs ’re g IT’S OFFICIAL: Investors have forgiven e listenin Public Service Enterprise Group for last summer’s aborted merger with Hello, w Exelon. Shares of the Newark-based power producer and distributor were among the few that hit 52-week highs last week, boosted by a couple of “buy” recommendations. The stock has risen 25% in the past six months. The costly pending buy of TXU has also helped, by signaling just how much acquirers will pay for power companies. Recent waves of jitteriness in the world stock markets have battered Tiffany’s stock. Since peaking just shy of $46 on Feb. 26, the high-end jeweler’s shares have slipped 2%, closing on Friday at $42.71. Investors are fearful that stock market routs will damp demand for pricey baubles, and they’re concerned about rising diamond prices. Tiffany will have its say next week, when it is expected to announce a 9% increase in quarterly per-share earnings. This week, Sotheby’s will auction off 311 superhot Asian art objects in New York, in what promises to be another record-shattering evening. More sweet spots from chocolatier tar chocolatier Jacques Torres (left) has a new obsession: real estate. The award-winning pastry chef, Scookbook author and former Food Network host is launching an aggressive growth plan to populate the city—and eventually the country—with his gourmet chocolate shops. “We are learning how to open stores,” says Mr.Torres, owner of an eponymous company. In April, he will open his third sweet shop in the city at 285 Amsterdam Ave.—he already has locations in Dumbo and SoHo. His next stop will be on the Upper , he says. For now, the native of Provence, France, is expanding his company without the help of investors, and will continue to do so “until we reach $20 million or $25 million in sales,” he says. The company generates about half that amount now, he adds. Mr.Torres is inching out of the wholesale market. “You almost

REPORT REAL ESTATE Condo developers find it’s better to build rentals

Market changes, tax breaks lead to burst of activity, but boom may not last

BY JUDITH MESSINA

developer jeffrey levine has just completed demolition on a site at 11th Avenue and West 30th Street in West Chelsea where he plans to put up a 34-story, 370-unit rental building, the first he has done since 2001. He’s one of numerous developers who are jumping back into the rental market, taking advantage of high rents and state and city tax breaks to help finance projects they would have shunned a few years ago. Some projects are new, while others stem from condominium conver- sion projects that became too risky, given the softening market. The re- newed interest comes after a stretch of several years when condomini- ums dominated development in the city. “This project would not have been feasible had rents not moved up in the last year or two,” says Mr. Levine, a principal in Douglaston Development.
