Indigenous New Media Art and Resurgent Civic Space “REPERCUSSIONS:” INDIGENOUS NEW MEDIA ART AND RESURGENT CIVIC SPACE by Jessica Jacobson-Konefall A thesis submitted to the Cultural Studies Program In conformity with the requirements for the Degree of Doctor of Philosophy Queen’s University Kingston, Ontario, Canada (September, 2015) Copyright © Jessica Jacobson-Konefall, 2015 i Abstract This dissertation investigates Indigenous new media artworks shown at Urban Shaman: Contemporary Aboriginal Art Gallery, located in Winnipeg, Manitoba, Canada. I argue that Urban Shaman is an institution of Indigenous resurgence and translocal citizenship in Winnipeg. The new media artworks I examine operate as authoritative civic spaces by drawing upon Indigenous aesthetic traditions and new media technologies. The first chapter centers on new media artworks by artists Scott Benesiinaabandan (Anishinaabe) and Rosalie Favell (Métis), conveying Winnipeg’s histories through their artistic renditions of personal and public archives that frame Winnipeg’s city spaces. The chapter locates these works in conversation with artists Terril Calder (Métis) and Terrance Houle (Blood) whose new media artworks reframe and restage civic archives in Toronto and Calgary. The next chapter considers how new media artworks at Urban Shaman by Jude Norris, Nadia Myre, Jordan Bennett, and Terril Calder enact what I am calling Indigenous civic ecology, relating human and non-human elements of the city through Cree, Anishinaabe, Mi'kmaq and Métis genealogies. The final chapter discusses how new media artworks by Jason Baerg (Cree/ Métis), Rebecca Belmore (Anishinaabe), and Scott Benesiinaabandan (Anishinaabe) advance a lexicon of aesthetic values, particularly “travelling traditional knowledge” and “blood memory,” in response to globalization. This dissertation illustrates how new media artworks shown at Urban Shaman embody critical Indigenous methodologies in relationships of ongoing praxis. Ultimately, it demonstrates that Indigenous new media art functions as, and through, practices of translocal Indigenous citizenship, rearticulating urban civic ecology, and ii resurging, maintaining, and developing Indigenous epistemology and values in Winnipeg. iii Acknowledgements I must first of all thank my husband, Jason Hasselmann, for providing friendship, love, spiritual support, emotional connection, childcare, meals, and a lovely home to work within.     Rebecca Belmore: Performing Power Jolene Rickard The aurora borealis or northern lights, ignited by the intersection of elements at precisely the right second, burst into a fire of light on black Anishinabe nights. For some, the northern lights are simply reflections caused by hemispheric dust, but for others they are power. Rebecca Belmore knows about this power; her mother, Rose, told her so.1 Though the imbrication of Anishinabe thinking was crucial in her formative years in northern Ontario, Belmore now has a much wider base of observation from Vancouver, British Columbia. Her role as 2 transgressor and initiator—moving fluidly in the hegemony of the west reformulated as "empire " —reveals how conditions of dispossession are normalized in the age of globalization. Every country has a national narrative, and Canada is better than most at attempting to integrate multiple stories into the larger framework, but the process is still a colonial project. The Americas need to be read as a colonial space with aboriginal or First Nations people as seeking decolonization. The art world has embraced the notion of transnational citizens, moving from one country to the next by continuously locating their own subjectivities in homelands like China, Africa and elsewhere. As a First Nations or aboriginal person, Belmore's homeland is now the modern nation of Canada; yet, there is reluctance by the art world to recognize this condition as a continuous form of cultural and political exile. The inclusion of the First Nations political base is not meant to marginalize Belmore's work, but add depth to it.

    Research into Urban Aboriginal Homelessness: Winnipeg and Regina 15 October 2001 Working Title: “Indian City: The Journey Home” Introduction To be homeless in a country sometimes ranked by the United Nations as the country with the highest standard of living in the world is twisted irony of the most piercing kind. To be Aboriginal and homeless in this country is doubly ironic, doubly painful. Oneida (Six Nations) comedian, Charlie Hill, does a biting routine comparing the arrival of the white man on this continent with “your in-laws arriving at your door, uninvited, and staying for five hundred years…….” If Charlie were to take the analogy one step further, not only do the in-laws stay, but they also take over the house and the yard. You, my friend, are on the street. The five hundred year history of mainstream Canada’s turbulent relationship with its Aboriginal population, now estimated to be one million strong, is filled with tragedy and shame. The impact of misguided intentions and wrong decisions is still being felt decades, sometimes centuries, after the fact. Residential school experiences, foster care mismanagement, violence, and substance abuse ripple through communities, fracturing families and leaving some children without pride or hope. Most reserves offer few employment and economic opportunities for youth beyond basic education, so it’s no surprise when they leave for the bright lights of the city, looking for some kind of future. On the Prairies, their travelling may lead them to the Main Street Strip in Winnipeg or the North Central area of Regina, where they find easy access to all the trappings of ‘street culture’.
