1.1 Background

Lot 402 Yangebup Road, Yangebup is and L-shaped parcel of land with a school and church located on the front half with access off Yangebup Road and a southern back section that contains native bushland. This bushland is adjacent to native vegetation in a part of the Beeliar Regional Park to the south. The size of the Lot is 5.6ha and the amount of native vegetation remaining on the Lot is approximately 2ha.

Lot 402 is an amalgamation of two older lots, Lot 6 and Lot 7. The proposal to construct a school and church on Lot 7 (the eastern portion of Lot 402) and an associated oval on Lot 8 to the east was assessed by the Environmental Protection Authority (EPA) and given Ministerial Approval via Ministerial Statement (MS) 285 in 1992 (Attachment 1). Condition 3-1 of the MS requires the vegetation on old Lots 6 and 7 to be managed for conservation purposes. However, Condition 4-1 of the MS allows for any future proposals for development on the lots to be referred to the EPA.

The Catholic Education Office (CEO) is planning to develop the remainder of Lot 402. Technical studies of the flora and fauna of the site undertaken in 1992 need to be updated to accompany a proposal for development referred to the EPA. As a result, PGV Environmental was commissioned by the Barnao Property Group on behalf of the CEO to undertake a flora and vegetation survey and a targeted Black Cockatoo habitat survey of the remnant native vegetation on Lot 402.

1.2 Site Location

Lot 402 Yangebup Road, Yangebup (the site) is located in the City of Cockburn approximately 27 km south west of the Perth Central Business District (CBD) (Figure 1). The site is bound by Yangebup Road to the north, Dunraven Drive to the west, and a portion of Beeliar Regional Park to the south and east.

1.3 Scope of Works

Level 2 Flora and Vegetation Survey A Level 2 Flora and Vegetation Survey was undertaken in accordance with Guidance Statement 51: Terrestrial Flora and Vegetation Surveys for Environmental Impact Assessment in Western Australia (EPA, 2004a) and EPA Technical Guidance Flora and Vegetation Surveys for Environmental Impact Assessment (EPA, 2016). The survey included the following:

• Desktop search and review of Parks and Wildlife Service’s (PaWS) (as part of the Department of Biodiversity, Conservation and Attractions (DBCA)) Declared Rare and Priority Flora database and Threatened Ecological Communities database; • A search of the Commonwealth Government’s Protected Matters Search Tool to identify species potentially occurring within the area that are protected under the Environment Protection and Biodiversity Conservation (EPBC) Act 1999; • Examination of historic and recent aerial photography and contour and soil maps to provisionally identify vegetation types and condition;

10128_016_BH V2.docx 1 • Field survey using quadrats to record native and introduced species as well as a thorough site walkover of any areas of native vegetation; • Recording of any significant species using a hand-held GPS; • Description and mapping of vegetation types and vegetation condition; • Compilation of a flora list; and • Assessment of the conservation significance of flora and vegetation, in particular the potential presence of any Threatened Ecological Communities (both on site and in adjoining bushland).

Black Cockatoo Habitat Assessment A Black Cockatoo habitat assessment (foraging, breeding and roosting) was undertaken using the criteria listed in the EPBC Act referral guidelines for three threatened black cockatoo species. The Black Cockatoo habitat assessment included the following: • Map and describe any potential breeding habitat trees for Black Cockatoos (on this site potentially Jarrah and Tuart) • Look for evidence of foraging on Banksia, Eucalypts and Sheoak (if present); • Search for any evidence of roosting on the site; • Assess the Black Cockatoo habitat in the vicinity of the site using available reports and map; and • Assess the significance of any clearing proposed on the site using the EPBC Act Significant Impact Guidelines and Black Cockatoo Referral Guidelines.
