PROJECT DESCRIPTION 1.1. INTRODUCTION The Tunisian national energy company STEG (“Société Tunisienne d’Electricité et de Gaz”) is currently implementing the Power Transmission Program of its XIIth National Plan (2011-2016). Under this program, the EBRD (European Bank for Reconstruction and Development) and the EIB (European Investment Bank) are considering contributing to the financing of: a network of high voltage underground power lines in the Tunis-Ariana urban area ; two high-voltage power lines, one in the Nabeul region, the other in the Manouba region; the building or extension of associated electrical substations. The project considered for EBRD/EIB financing consists of 3 sub-components, which are described below. 1.2. SUB-COMPONENT 1: UNDERGROUND POWER LINES IN TUNIS/ARIANA This sub-component comprises a new electrical substation in Chotrana and a series of underground high-voltage power lines: two 225 kV cables, each 10 km in length, from Chotrana to Kram; one 225 kV cable of 12.8 km, from Chotrana to Mnihla; one 90 kV cable of 6.3 km, from “Centre Urbain Nord” substation to Chotrana substation; one 90 kV cable of 8.6 km from « Lac Ouest » substation to Chotrana substation; one 90 kV cable of 2 km from Barthou substation to « Lac Ouest » substation.

    164 POLITOLOGICKÝ ČASOPIS / CZECH JOURNAL OF POLITICAL SCIENCE 2/2016 Populism and Progressive Social Movements in Macedonia: From Rhetorical Trap to Discursive Asset* LJUPCHO PETKOVSKI AND DIMITAR NIKOLOVSKI** Abstract Since 2009, Macedonia has experienced the two largest waves of progressive civic activism in post-socialist times. In the 2009–2012 period, smaller groups of citizens rallied around issues as different as protection of public spaces, police brutality, rising prices of electricity, etc. Yet, it was not before the larger student mobilizations took place in 2014 that the social space significantly opened up with a number of social groups protesting the increasingly authoritarian rule of the il- liberal incumbents. In this paper, we investigate and compare the discursive strategies of the social movements (SM) in the two periods, especially the shift from ‘anti-populist rhetorical trap’ from the first period to the broader appeals for solidarity and a construction of equivalences which charac- terized the second period. In so doing, we hypothesize and demonstrate that the relative success in the second period can be accounted for in terms of the more inclusive discourse which helped SM avoid the ‘anti-populist trap’, thus challenging illiberal populism with progressive and (formally) populist discourse. Theoretically, the analysis goes back and forth between two approaches to stud- ying populism: the dominant theory which sees populism as democratic illiberalism and Laclau’s theory of hegemony that sees populism as a formal political logic with no predetermined ideological content.     At a glance October 2015 Kyrgyzstan: Closer to democracy — and Russia Praised by both Russian and European observers, the elections of 4 October 2015 are considered a milestone in Kyrgyzstan's democratic transition of the country, consolidating the new political system launched by the new constitution adopted after the 2010 revolution. With seats split between six pro-Moscow parties, the results entail the formation of a coalition government in the fractured parliament, and herald further rapprochement to Russia. Background: transition to parliamentary democracy Once regarded as an 'island of democracy' in Central Asia, Kyrgyzstan has a turbulent political history. The first president of independent Kyrgyzstan, Askar Akayev, was toppled in political unrest, known as the Tulip Revolution, in April 2005. The European Parliament (EP) resolution of 12 May 2005 called on Kyrgyz authorities to begin a genuine democratisation process, welcoming the launch of an inclusive process of constitutional reform aiming to ensure fundamental change. Hopes for a democratic transition soon faded with President Kurmanbek Bakiyev's increasingly authoritarian rule, as noted in a May 2006 EP resolution. Bakiyev's ousting in April 2010, known as the 'second tulip revolution', presented a window of opportunity for democratisation. A new constitution, adopted after the referendum in June 2010, transformed Kyrgyzstan from an authoritarian presidential system to a relatively democratic semi-presidential one, combining elements of parliamentary and presidential systems in addition to checks-and-balances mechanisms. As the Organization for Security and Co-operation in Europe (OSCE) acknowledges, progress towards consolidation continued with the legislative elections of October 2010. The presidential elections of October 2011 thus constituted the final step in the post-Bakiyev transition process.
