Protection and Transmission of Chinese Nanyin by Prof. Wang, Yaohua Fujian Normal University, China Intangible cultural heritage is the memory of human historical culture, the root of human culture, the ‘energic origin’ of the spirit of human culture and the footstone for the construction of modern human civilization. Ever since China joined the Convention for the Safeguarding of the Intangible Cultural Heritage in 2004, it has done a lot not only on cognition but also on action to contribute to the protection and transmission of intangible cultural heritage. Please allow me to expatiate these on the case of Chinese nanyin(南音, southern music). I. The precious multi-values of nanyin decide the necessity of protection and transmission for Chinese nanyin. Nanyin, also known as “nanqu” (南曲), “nanyue” (南乐), “nanguan” (南管), “xianguan” (弦管), is one of the oldest music genres with strong local characteristics. As major musical genre, it prevails in the south of Fujian – both in the cities and countryside of Quanzhou, Xiamen, Zhangzhou – and is also quite popular in Taiwan, Hongkong, Macao and the countries of Southeast Asia inhabited by Chinese immigrants from South Fujian. The music of nanyin is also found in various Fujian local operas such as Liyuan Opera (梨园戏), Gaojia Opera (高甲戏), line-leading puppet show (提线木偶戏), Dacheng Opera (打城戏) and the like, forming an essential part of their vocal melodies and instrumental music. As the intangible cultural heritage, nanyin has such values as follows. I.I. Academic value and historical value Nanyin enjoys a reputation as “a living fossil of the ancient music”, as we can trace its relevance to and inheritance of Chinese ancient music in terms of their musical phenomena and features of musical form. -

Tendering No.: PHWFD-II-ZB-025. 1. Bid invitation conditions Fujian Tendering Center Co., Ltd. (hereinafter referred to as "the Bidding Agency"), entrusted by Fujian Zhongmin Offshore Wind Power Co., Ltd. (hereinafter referred to as “the Tenderee”), now holds a public tendering for the Wind Turbine Foundation Construction Project (Section II) of the Putian Pinghai Bay Offshore Wind Power Farm Phase II Project for deciding contractors. The Project accepts the bids of eligible enterprises from the member contries of “BRICS”. 2. Project overview and tendering scope: 2.1 Project overview The Putian Pinghai Bay Offshore Wind Power Farm Phase II Project is situated in Pinghai Bay, Xiuyu District, Putian City. The project neighbors Daitou Peninsula on the west, Nanri Island on the north and Meizhou Island on the southwest. It is about 12km far from Pinghai Town and covers part areas of Zone B and Zone C of the Putian Pinghai Bay Offshore Wind Power Farm. A total of 41 sets of wind turbine generator units with an individual capacity of 6MW are proposed to be installed, including 20 sets in Zone B and 21 sets in Zone C. The total installed capacity will reach about 246MW. 2.2 Tendering scope: The tendering scope covers construction of foundation and ancillary facilities of 21 wind turbines in Area C. These include: Foundation construction and ancillary facilities installation for 21 wind turbines and engineering safety monitoring, special recording of vedios on all site construction processes of Phase II Projects (including Cormorant island Wharf, Booster Station, Phase II Marine Laying and Phase II Foundation Construction, etc.) , except the Basic construction and fan installation of I section and the installation of Phase II Wind Turbine . -

WORLD TRADE G/SCM/Q2/CHN/42 11 October 2011 ORGANIZATION (11-4946) Committee on Subsidies Original: English and Countervailing Measures SUBSIDIES Request from the UNITED STATES to CHINA Pursuant to Article 25.10 of the Agreement The following communication, dated 6 October 2011, is being circulated at the request of the Delegation of the United States. _______________ The United States notes that China has only submitted one notification of subsidies under Article XVI:1 of the General Agreement on Tariffs and Trade 1994 (the GATT 1994) and Article 25.2 of the Agreement on Subsidies and Countervailing Measures (the Agreement) in its ten years of WTO membership. China submitted that notification (G/SCM/N/123/CHN) in 2006, covering the time period from 2001 to 2004. At that time, the United States and several other Members expressed serious concerns about the incompleteness of China's notification. Since 2006, the United States and several other Members have repeatedly requested that China submit its notifications for the periods subsequent to 2004. The United States has obtained information concerning numerous Chinese central government and sub-central government measures, listed below, covering the time period from 2004 to the present that were not included in China's single notification. The United States considers that these measures should be subject to notification to the Committee on Subsidies and Countervailing Measures (the Committee) under Article XVI:1 of the GATT 1994 and Article 25.2 of the Agreement because they appear to provide specific subsidies within the meaning of Articles 1.1 and 2 of the Agreement. -
