The Global TV Format Trading System: Trends and Developments since the Format Revolution Prof. Jean K. Chalaby The history of TV formats is now relatively well established, not least thanks to Albert Moran and other people around this table, but it seems to me that the period we know least is the last 10 years. We sometimes act as if time had stopped since four super-formats Who wants to be a millionaire?, Survivor, Big Brother and Idols, swept the world. But it sometimes feel that time has stopped indeed, as they formats, and their newish successors, are still winning rating wars in many countries. However, scratching beneath the surface, the past decade has probably been one of the most eventful for the format trade. In this short presentation I am highlighting three key points in the recent history of the TV trade. 1. The format trade has truly become global, penetrating further into established markets and reaching territories it has never visited before. It only since the late 1990s, and precisely since Who wants to be a millionaire?, that broadcasters in the world’s premier media market, the USA, have been buying formats in great numbers. New markets include territories in the Middle East and Africa, but it is in Asia that the growth has been most noticed, and rightly so. Format buying and adapting has become an established practice in Asia over the past 10 years. In China, the format market was heating up so much that the authorities decided to restrict new formats to one per broadcaster earlier in the year. -

Being able to witness the death of a television channel may be an once-in-a-lifetime event, but this brings up the interesting discussion of the role of television in the modern world. The recently “˜deceased´ Asia Television Limited (ATV) in Hong Kong was the first television studio in the city. Known as Rediffusion when it was formed just after the war, it initially only provided a radio service for four hours a day. In 1957, it became the world´s first Chinese television channel and the first indigenous television channel in the entire British Empire. A decade after its first broadcast, it was renamed ATV and formed a duopoly with TVB (Television Broadcasts Limited), the city´s other free-to-air channel. It is unmistakable that ATV has a résumé that´s hard to match, but what caused it fail after all these years? Over the many decades of its operations, ATV has changed hands several times, each time into a more pro-Beijing business. Many analysts on newspapers and other television studios alike have agreed that gross mismanagement was to blame; this included anything from introducing incompatible management techniques to airing some of the most unpopular shows in the history of the company. Some programs ATV offered we so unpopular that polls showed they only had a 1% viewership rate. -

In The Great Brain Race: How Global Universities Are Reshaping the World author Ben Wildavsky explores the “globalisation” of higher education. Wildavsky argues that academics and students alike must view the global system of higher education as a form of international trade. Moreover, in this system, nations act in accordance with liberal economic theory entering into agreements to maximize benefits of the global economy. An advocate for academic free trade, Wildavsky explores this thesis through six chapters to outline the processes that have created this new system. Wildavsky examines how Western universities have tried to capitalize on the advancements in academic mobility. Wildavsky dives into the evolution of academic mobility with the early movement of traveling scholars in the 13th century. As students and faculty are able to easily move around the globe, institutions continue to globalise their activities and ambitions. This has compelled Western universities to establish branch institutions throughout the Middle East and Asia. Wildavsky believes that the continuously changing realities of the global system of higher education have led to behavioral change of states themselves. For example, like China, India, Saudi Arabia, Germany and France all have made lofty investments in higher education so that their institutions can compete with Western “World Class Universities”. Moreover, Wildavsky argues that the consequence of the race to achieve “World Class” status has contributed to the explosion of university rankings systems. These lists have increased in popularity since the 1990s and allow students and universities to determine how universities compare at the national and global level. -
